Soren Fajeau Transportation Manager 02Development Services - Town Council Report Allan Shields Retiring Transportation Manager The Development Services Department protects public health, safety and welfare; preserves Danville’s history and retains the community’s special character. Development Services consists of four primary divisions: Building, Engineering, Planning, and Transportation. These divisions work together to support the Town’s mission statement of delivering superior municipal services that make people’s lives better. The Building Division ensures construction plans comply with California Building Code Requirements and local codes related to land use, zoning, sanitation, water, sewer, fire resistance and electrical codes. Code Enforcement upholds local ordinances, laws, and regulations pertaining to public health, safety, welfare, land use, and property maintenance by investigating violations and working with property owners to achieve compliance. The Engineering Division oversees the development of the Capital Improvement Program (CIP), a 5-year capital investment plan for design, construction and renovation of the infrastructure for the entire organization (roads, parks, buildings, etc.), prepares design plans, specifications and estimates for the bidding of all capital projects, oversees the construction of all capital projects, reviews all proposed land development projects in Danville and assists during construction of those developments. The Planning Division ensures that Danville has adopted plans that guide its physical development (required by state law), new development is consistent with these adopted plans, new construction meets all ‘development standards’ (guided by these plans and code) and plans and standards are updated as necessary due to federal, state or local policy changes. The Transportation Division oversees the operation of traffic signals, roadway signage and striping that directs the flow of traffic, traffic data collection and validation, transportation capital improvement program, traffic development reviews and traffic safety programs (Street Smarts, Neighborhood Traffic Management Program). Pavement rehabilitation work has been completed in front of the project. The models are open and the project is anticipated to wrap up in May 2026. Walnut Apartments – (3020 Fostoria Way) The Walnut Apartments is a 44-unit affordable housing development by the Pacific West Company. Building permits have been issued, construction process and building inspections have started. The Orchard – (3020 Fostoria Way) The Orchard is a 124-unit townhome development by Trumark Homes. The first set of townhomes is currently under construction and will serve as the model homes. The Ivy Development – (828 Diablo Road) The Ivy Development is a 105-unit senior living and memory care facility by O&I Development. Phase II of the project remediation is complete. Grading permits have been issued. San Ramon Valley Fire Protection District Project – The SRVFPD is temporarily relocating to 510 La Gonda Way during renovation of the station at 800 San Ramon Valley Blvd. The Building Division is currently working with the district and has received building plans that are currently under review. The Lanes – (200 Boone Court) This is an SB 330 project submitted by the Address Company for a 49-unit townhome development with 2 incorporated ADUs. The project has been fully entitled, and the developer has applied for their demolition permit. Building Division By the Numbers (Year-over-Year Comparison) 04Development Services - Town Council Report 2026/27 Capital Improvement Program Budget – The 2026/27 Capital Improvement Program Budget is in the final stage of planning. The budget will include additional infrastructure investments in the form of annual set-asides for the Pavement Management Program and additional projects under the Strom Drainage Master Plan. A-330: San Ramon Valley Boulevard Storm Drain Repair – The San Ramon Valley Boulevard Storm Drain Repair Project has started with the removal of sediment and debris from the existing 48-inch corrugated metal pipe between Front Street and Town and Country Drive. The next phase of this project is a CCTV damage and repair assessment to determine future construction needs. A-330: Hill Meadow Circle Storm Drain Repair – The Hill Meadow Circle Storm Drain Repair Project will run parallel with the San Ramon Valley Boulevard Storm Drain Repair Project. This project consists of spot invert repairs and lining of approximately 700 feet of storm drain pipe. C-635: Sycamore Valley Road Improvements Project – The Sycamore Valley Road Improvements Project provides a new surface on Sycamore Valley Road from Camino Ramon to Camino Tassajara. The overall scope of the project includes dig out repairs and an overlay, replacement of green bike lane striping, the addition of Class II buffered bike lanes and ADA curb ramps. The project is currently in the final design stage, with a late design addition for concrete improvements at the Iron Horse Trail crossing and changes to the fiber optic design. The project is expected to go to bid in late April with construction beginning Summer 2026. Engineering Division 05 Development Services - Town Council Report Engineering Division B-628: Town Green & Arts District Pavilion – The Town Green & Arts District Pavilion and the Town Studio (Arts District Maker Space) are two high-priority projects identified in the Parks, Recreation & Arts Strategic Plan. The new pavilion is an open-air structure that is approximately 1200 square feet. The pavilion is designed for community events, performances and gatherings and will replace the existing bandstand. The project is currently out to bid with a bid opening scheduled for April 28, 2026. 06Development Services - Town Council Report Rendering of Town Green & Arts District Pavilion Rendering of Town Studio (Arts District Maker Space) B-629: Town Studio (Arts District Maker Space) – The Town Studio (Arts District Maker Space) is approximately 2100 square feet and is intended to be a flexible space for recreation programming and arts and culture. The development includes a 200-unit, four-story residential apartment building on a 3.89-acre site. The project was approved by the Planning Commission on February 24, 2026. Martin Hills Ranch (Elworthy East Property) – The Martin Hills Ranch Development was submitted by Bates Stringer Martin Hills Ranch, LLC as a 20-unit single-family home development on 100 acres. The draft Environmental Impact Report (EIR) is currently under technical review. The draft EIR was published on April 7, 2026, for public comments and a public hearing will be held during the April 28, 2026, Planning Commission meeting for feedback from the public. Community Presbyterian Church (222 West El Pintado Road) – This project proposes 49 townhomes, 19 ADUs, and a major expansion of the Church facility. The application is currently under review. The project received review comments at the March 12, 2026, Design Review Board meeting and revisited the Board for additional review comments on April 16, 2026. The Church is currently looking for a developer to build the residential part of the project. Evergreen Estates (2570 Camino Tassajara and 45 Sherburne Hills Road) – This project consists of an 18-unit single family home with 18 ADUs. The draft Environmental Impact Report (EIR) is currently under technical review. Publication of the draft EIR for public comments is anticipated in May 2026, along with a public hearing to be held during an upcoming Planning Commission meeting in May 2026 for feedback from the public. Wood Ranch Event Venue (2900 Camino Tassajara) – Application received for a small, boutique indoor/outdoor event center for weddings, private events, and corporate gatherings on this 17-acre parcel. The application is currently under review. Planning Division July 2023 - March 2024 July 2024 - March 2025 July 2025 - March 2026 Plan Reviews 380 363 351 Finaled ADU's 13 29 27 SB 9 Permits Issued 8 6 9 Development Plan Approvals 13 3 9 Planning Division 09 Development Services - Town Council Report Permit Ready Garden Cottage Program Update – Staff is currently working on updating the Permit Ready Garden Cottage Program launched in August 2020, to incentivize construction of quality ADU’s that meet Danville’s design and neighborhood compatibility standards. A Request for Proposals for this project will be published by the end of April. Transportation Division A-620: Fiber Optic Interconnect Project – The Fiber Optic Interconnect Project establishes a state-of-the-art fiber optic network replacing the outdated twisted copper wires to support efficient, real-time data connectivity to Town facilities and traffic signals as outlined in the Town’s Fiber Optic Master Plan (2022). Due to federal funding delays the construction of this project will be broken into two phases. The first phase will start this summer in parallel with the Sycamore Valley Road Improvements Project. Once finished, 23 of Danville’s 54 signalized intersections (approximately 43%) will have fiber optic connectivity. 10Development Services - Town Council Report Transportation Division C-055: Diablo Road Multi-Use Trail – The Diablo Road Multi-Use Trail Project will constr uct a 0.9-mile trail that connects the Barbara Hale Trail eastward towards Mt. Diablo State Park to a new 0.7 mile-path to the east constr ucted as par t of the Magee Preser ve Development. The trail represents the final link between Danville and Mt. Diablo State Park. The project includes a new high-intensity activated crosswalk signal, known as a HAWK signal, which will be installed at Diablo Road and Fairway Drive. This pedestrian-activated signal will help users safely cross the road by stopping traf fic when needed. Construction began in early March 2026 and is cur rently focused on tree removal and initial site preparation. Additional tree removal activities are ongoing. Work has experienced delays due to the presence of nesting birds requiring environmental compliance measures. Limited grading activities have been completed. Wall constr uction is anticipated to begin in June 2026, with overall project completion expected by the end of 2026. 11 Development Services - Town Council Report C-607: Iron Horse Trail Crossing Improvements Project – This project includes constructing raised crosswalks, high-visibility signage, pavement markings, and drainage improvements at Iron Horse Regional Trail crossings on Paraiso Drive, El Capitan Drive and Greenbrook Drive. The construction contract has been awarded and fully executed. A pre-construction meeting was held in March 2026. Construction is anticipated to begin soon, and is expected to be complete by the end of Summer 2026. Transportation Division C-621: Town-wide Bicycle Facilities Improvements Project – This project is an ongoing effort to address bicycle infrastructure improvements of Town-wide bicycle facilities and to implement projects defined in the Bicycle Master Plan. Over the next 3 months, two Iron Horse Trail Crossing Improvements Projects C-305 and C-607 will be completed. These two projects combined include 8 spot improvements in the Bicycle Master Plan at a cost of approximately $900,000. 12Development Services - Town Council Report C-634: Town-wide Traffic Signal Modernization – The Traffic Signal Modernization Project upgrades the Town’s traffic signal infrastructure with video detection systems, traffic monitoring software, new signal cabinets, additional traffic signal battery backups and ADA-compliant pedestrian signals and signal head upgrades. Phase I of the project is currently under construction including the installation of 79 video detection cameras at 26 intersections on Sycamore Valley Road and Camino Tassajara between San Ramon Valley Boulevard and the town boundary. Tri-Valley Transportation Council – The Transportation team is currently wrapping up a 2-year administrator role for the Tri-Valley Transportation Council. The final Board meeting in the rotation will occur on April 20, 2026.
