Williams, Town Manager Date: April 7, 2026 To: Mayor and Town Council Subject: Town Manager’s Update – Month of March 2026 Overview This month’s report reflects steady progress across many fronts, with staff continuing to advance key priorities while maintaining a high level of day-to-day service. Notable highlights include the launch of the Town’s first podcast and recognition of the LLAD education campaign as a statewide finalist, along with strong community participation in events such as the Dog Friendly Danville campaign. On the infrastructure side, work is moving forward on several major capital projects, including storm drain system maintenance along San Ramon Valley Boulevard, continued progress on the Diablo Road Trail, and upcoming bid opportunities for the Town Studio and Pavilion. Private development activity also remains active, with continued movement on projects such as The Village and The Lanes. At the same time, staff continue to strengthen emergency preparedness through regional coordination and training, while Maintenance Services has completed seasonal transitions with the reopening of fields and ongoing upkeep of Town facilities and roadways. Recreation programs and leagues are seeing strong demand, and Police activity remains steady with continued support from our Volunteers in Police Service. Overall, the work this month reflects a balanced focus on maintaining what we have, advancing what’s next, and continuing to deliver the high-quality services the community expects. Department Updates Administrative Services Information Technology • Completed an upgrade to the Informacast emergency paging system to improve reliability and system performance. • Resolved a certificate issue within the Town’s access control (keycard) system to maintain secure facility access. • Installed two additional security cameras at Town Offices, including coverage at La Gonda Way and the rear of the Police Department.. Human Resources • Continued recruitment for the Program Coordinator (Sports and Aquatics) position. • Onboarded a new Maintenance Worker I. • Coordinated Work Zone Safety Training for Maintenance staff Finance • Processed two biweekly payrolls and monthly pension payments. • Completed the Monthly Treasurer’s Report, including investment activity, interest earnings, and required reconciliations in accordance with Government Code. • Accounting & Financial Management: o Updated fixed asset records in coordination with IT to reflect equipment disposals and ensure compliance with current accounting standards. o Processed budget transfer amendments associated with the Mid-Year Financial Adjustment (Resolution 17-2026). o Initiated transition to the IRS’s new IRIS system for 1099 reporting, including account setup and training. o Coordinating with project management and banking partners to establish an escrow account for CIP C-055. • Audit & Reporting: o Preparing for the interim audit covering July 1, 2025 through February 28, 2026, including coordination of required documentation (e.g., Form 700 filings, financial statements, policies, and IT disaster recovery plans). o Completed required annual continuing filings for outstanding bond obligations. • Budget Management: Continuing coordination with the Town Manager’s Office to finalize the draft FY 2026/27 budget General Government Community Engagement • LLAD Education Campaign was selected as a finalist in the annual California Association of Public Information Officers Epic Awards program. The award for Marketing Campaigns will be announced during the May conference. • The Town launched its first podcast, changing the format for the 2026 season of Town Talks with the Mayor. The podcast is available on all popular podcast apps, and the video is available on YouTube and at danvilletowntalks.org/mayor. Economic Development & Community Events • Launched the Dog Friendly Danville campaign during the Molly's Pup-Purr-ee 30th Anniversary Doggie Stroll, which drew more than 300 dogs to Downtown. Nearly 60 businesses Downtown now display a Dog Friendly Danville sticker. • The Town supported the Chamber's annual State of the Town event, with more than 160 people attending to hear the Mayor speak about the economy and fiscal status of the Town. The event was also live streamed on the Town's YouTube channel. Development Services Capital Improvements & Engineering • A-330 - Storm Drain Master Plan - SRVB: Construction began to remove debris and sediment from the storm drain pipeline running along San Ramon Valley Boulevard from Front Street to Town and Country Drive. Work is starting in the areas with the greatest buildup and will proceed south. The effort is expected to take approximately one week, depending on pipe conditions. • B-628 & 629 - Town Studio Maker Space & Town Green Pavilion: Final plan comments are nearing completion. Bid advertisement is anticipated at the end of March, with bid opening scheduled for April 28. Construction is expected to begin in mid-August. • C-055 - Diablo Road Trail: Tree removal is underway outside of active nesting zones, with biological monitoring required onsite. A newly identified nesting bird within the work area has required adjustments to construction sequencing and coordination with the California Department of Fish and Wildlife. Staff is working to complete the majority of tree removal by mid-April, with additional removals anticipated in June to support stream-related improvements. Coordination with PG&E is also underway to remove conflicting utilities. The project will soon enter a seasonal window with additional protections for bat species. • C-610 – Slurry Seal: The contract was awarded on March 3 to American Pavement Systems, Inc. The project is currently in the submittal phase, with construction anticipated to begin in mid-May. • C-305 – Iron Horse Trail RRFBs: Installation is substantially complete. The final location at Stone Valley Road/Monte Sereno Drive will be completed pending coordination with the County’s signal maintenance schedule. • C-607 – Iron Horse Trail Crossing Improvements: Construction contracts have been executed for raised crosswalk installations at Paraiso, Greenbrook, and El Capitan Drives. Construction is expected to begin in April and continue for approximately three months. • C-634B - Traffic Signal Modernization: Construction is underway, including installation of video detection cameras at 26 intersections along key corridors. Work will involve minor, short-term lane closures through mid-June. Two new signal cabinets will also be installed at Sycamore Valley Road/Camino Ramon and Camino Tassajara/Blackhawk/Crow Canyon. • C-635 - Sycamore Valley Road: Final bid documents are under review, with the project anticipated to go out to bid in late March. Private Development Proposals • The Nova (375 West El Pintado): The 50-unit senior housing project by Diamond Construction will be repairing and paving the street in front of the project this Saturday, April 11. Work will be overseen by Engineering staff. • The Lanes (Former Bowling Alley Site): The 49-unit townhome development, including two ADUs, has received full entitlements. The developer has applied for demolition permits. • The Village (SB 330 Project): The 200-unit apartment project was unanimously approved by the Planning Commission on February 24. Blake Griggs is the developer. • Community Presbyterian Church (222 West El Pintado): A resubmittal was received mid-February which was deemed incomplete by staff on 3/9. The project received review comments at the 3/12 Design Review Board meeting. The Church is currently looking for a developer to build the residential part of the project . • Draft EIRs: Evergreen Estates and Martin Hills developments are scheduled for public comments by mid-April and will have a public hearing during the second April, or first May Planning Commission meeting. Permit Processing & Plan Review Summary of permitting activities in the Building, Engineering, and Planning Divisions. Emergency Preparedness & Response • Staff met with the City of San Ramon and San Ramon Valley Fire Protection District to begin discussions on long-range emergency management planning and coordination. • Participated in a Contra Costa County Office of Emergency Services (OES) tabletop exercise on March 18, reinforcing regional coordination and response protocols. • The Front Street slide repair appeal remains under review by CalOES and FEMA. • Initiated coordination with the County Communications Unit to explore design and operational support for a HAM radio system at the Town’s Emergency Operations Center to provide backup communications during disasters. • Based on guidance from County OES, the Town will defer updates to its Emergency Operations Plan (EOP) until the County’s plan is updated and approved by the State, currently anticipated in late 2027. The City of San Ramon is following a similar approach. • Recent hydrology conditions indicate rainfall is slightly below the long-term average, while reservoir levels remain slightly above normal for this time of year. However, snowpack levels are low and melting quickly. While current water supplies are adequate, continued dry conditions into next year could increase the risk of drought. Maintenance Services Maintenance Services made strong progress across several priority projects this month. • The annual field moratorium concluded, and sports fields and the dog park were successfully reopened following significant renovation and maintenance efforts. • Sections of Lawrence Road that had heaved around manhole covers were repaired and repaved, improving ride quality and safety. • The Streets Maintenance team continues to coordinate with the Transportation Division on pavement marking enhancements associated with the Iron Horse Trail crossing improvements. • Extensive repairs were completed on sports field backstops and fencing at Diablo Vista Park, Osage Station Park, and Sycamore Valley Park. • Weed abatement efforts have been proactively increased to address accelerated spring vegetation growth and maintain the appearance of parks and roadways. • Utility costs continue to be closely monitored and managed to remain consistent with budget projections: Police Services Activity – Month of February 2026 • Calls for Service: 2,049 • Citations Issued: 520 • Crime Reports: 115 • Traffic Collision Reports: 29 • Traffic Warnings: 379 vehicle stops coded as warnings • Arrests: 37 total, including 10 DUI arrests • Volunteers in Police Service (VIPs): 288 hours donated Recreation, Arts & Community Services • March 14 – St. Patrick’s Day Celebration (Prospect Park Plaza): The event featured a performance by the Rohan Murphy Irish Dance Academy followed by live music from Avalon Rising, a five-piece Celtic and folk band. A craft station was also provided, with approximately 30 attendees enjoying the festivities. • Village Theatre Programming: The 39 Steps (Abridged) has been well attended, with more than 900 tickets sold. • Art Gallery Exhibition: The current exhibition, One Voice: Many Visions, will close on March 27. One piece was sold during the exhibition. • Bocce League: Participation remains strong, with enough interest to reintroduce a Monday night league for the first time in several years (8 teams). Tuesday through Thursday leagues are fully subscribed, and Friday is nearly full with 15 teams registered and one remaining opening. • Softball League: League participation continues to grow, with eight teams registered for Monday play and 11 teams for Thursday—already exceeding last year’s totals, with additional interest still pending. • Basketball League: The league has reached full capacity with six teams. Additional demand is anticipated, with plans to expand opportunities during the summer season. Closing Note That’s it for now.
