CALL TO ORDER The joint meeting of the Danville Parks, Recreation and Arts Commission and Arts Advisory Board was called to order by Chair Mascali at 6:30 p.m. in the Town Meeting Hall, 201 Front Street, Danville, CA. Parks, Recreation and Arts Commission Present: Carol Mascali, Chair Joe Lindsey, Vice Chair Kevin Donovan, Commissioner Jane Joyce, Commissioner Payton McDermott, Youth Representative Excused: Adam Falcon, Commissioner Charles Neary, Commissioner William Pratt, Commissioner Arts Advisory Board Present: Mike White, Chair Kim Bowles, Board Member Jane Joyce, Board Member Emmeline Millington, Youth Representative Excused: Scott Phillips, Vice Chair William Pratt, Board Member 2. CONSENT CALENDAR PARKS, RECREATION AND ARTS COMMISSION ACTION ITEM 4.1 Consider approval of the Summary of Action from the regular Parks, Recreation, and Arts Commission meeting of February 11, 2026 (R. Collier) MOTION BY COMMISSIONER LINDSEY, SECOND BY COMMISSIONER DONOVAN, TO APPROVE THE SUMMARY OF ACTIONS FROM FEBRUARY 11, 2026, PARKS, RECREATION, AND ARTS COMMISSION REGULAR MEETING MOTION CARRIED 5-0-0-3, COMMISSIONER FALCON, COMMISSIONER NEARY AND COMMISSIONER PRATT ABSENT ARTS ADVISORY BOARD ACTION ITEM 4.2 Consider approval of the Summary of Action from the regular Arts Advisory Board meeting of January 14, 2026 (R. Collier) MOTION BY BOARD MEMBER JOYCE, SECOND BY BOARD MEMBER BOWLES, TO APPROVE THE SUMMARY OF ACTIONS FROM JANUARY 14, 2026, ARTS ADVISORY BOARD REGULAR MEETING MOTION CARRIED 4-0-0-2, BOARD MEMBER PHILLIPS AND BOARD MEMBER PRATT ABSENT 5. PRESENTATIONS 5.1 Capital Improvement Program (CIP) Overview by the Town of Danville, Development Services Director, Diane Friedmann Director Friedmann gave an overview of the CIP process, including the respective roles of Parks, Recreation and Arts Commission and Arts Advisory Board members in the CIP process. ADMINISTRATIVE STAFF REPORT 6.1 Cultural Arts Program update by Cultural Arts Supervisor, Stacey Kenison Supervisor Kenison reported on current, past and future events and programs. 7. COMMUNICATION 7.1 Town Studio and Pavilion Discussion Director Wallner led the discussion for ideas from the Commissioners and Board members for events and programs for the new Town Studio and Pavilion spaces that are tentative scheduled to be completed in mid to late 2027. 7.2 Monthly Recreation, Arts and Community Services Report by Director Jessica Wallner Director Wallner reported on department activities and upcoming events. 7.3 Recruitment and announcements for thirteen (13) positions open to Danville residents interested in volunteering. Director Wallner led the discussion on volunteer openings and deadlines to apply for the Town of Danville Commissions and Boards. 8. COMMISSIONER REPORTS 8.1 Commissioner reports and comments Commissioners and Board members commented on current activities and events happening in the Town of Danville. 9.
