SUBJECT: Resolution No. 24-2026, declaring intent to dissolve Danville Landscaping
and Lighting Assessment District No. 1983-1
BACKGROUND
In 1983, the Town, acting pursuant to the Landscaping and Lighting Act of 1972 (Streets and
Highways Code Section 22500 et seq.), formed Danville Landscaping and Lighting
Assessment District No. 1983-1 (LLAD 1983-1). LLAD 1983-1 helped fund the maintenance
of street lights, roadside landscaping and parks and community facilities. Every property
in Town was included in LLAD No. 1983-1. Individual assessments varying based on the
degree of benefit to each property that was provided by the District.
In 2025, the property owners in Danville approved the formation of a new District, LLAD
No. 2025-1 to replace LLAD 1983-1. With approval of the new district, the District Engineer
informed the County Assessor that going forward only LLAD No. 2025-1 would levy
assessments. While LLAD No. 1983-1 is inactive, it is appropriate to dissolve it to remove
any potential confusion in future years.
DISCUSSION
The Landscaping and Lighting Act of 1972 provides the mechanism to dissolve districts.
Pursuant to Section 22610 of the Act, the Town Council must first adopt a resolution of intent
to dissolve the district and then, at a subsequent meeting, adopt a second resolution actually
approving the dissolution. This second resolution will appear on the Town Council agenda
on April 21. No posted or mailed notice is required.

RESOLUTION NO. 24-2026
DECLARING INTENT TO DISSOLVE DANVILLE LANDSCAPING AND
LIGHTING ASSESSMENT DISTRICT NO. 1983-1
WHEREAS, in 1983, the Town of Danville formed Danville Landscaping and Lighting
Assessment District No. 1983-1 in order to provide funding for the maintenance of street
lights, roadside landscaping and parks and public facilities; and
WHEREAS, in 2025, the property owners in Danville approved the formation of a new
Landscaping and Lighting Assessment District, No. 2025-1 to replace No. 1983-1; and
WHEREAS, the Landscaping and Lighting Act of 1972, the statutory authority for both
districts, provide a mechanism to dissolve no longer needed districts; and;
WHEREAS, it is appropriate to dissolve District No. 1983-1 in order to avoid potential
future confusion; and
WHEREAS, Streets and Highways Code Section 22610 provides that the first step in the
dissolution process is for the Town Council to adopt a resolution of intent; now, therefore,
be it
RESOLVED, that the Danville Town Council declares its intent to dissolve and directs
Town staff to place a resolution to dissolve Danville Landscaping and Lighting
Assessment District No. 1983-1 on the Town Council agenda for April 21, 2026.
