HomeMy WebLinkAbout032326-05.1 BICYCLE ADVISORY STAFF REPORT 5.1 TO: Bicycle Advisory Commission March 23, 2026 SUBJECT: Bicycle Master Plan Update BACKGROUND The Town of Danville adopted its first Town-wide Bicycle Master Plan (BMP) on July 6, 2021, following a comprehensive two-year development process that incorporated extensive community input. The BMP establishes a vision for enhancing bicycle infrastructure, policies, and programs to create a safer, more connected, and accessible network for cyclists of all ages and abilities. Key elements include infrastructure recommendations outlined in Chapter 4 (Infrastructure Recommendations, pages 50-65), which detail proposed corridor and spot improvements to address gaps in the existing bicycle network, improve safety, and promote active transportation. As referenced in the BMP, the plan's goals (Chapter 2, pages 12-17) emphasize creating a connected bicycle network, prioritizing safety, encouraging ridership through education and programs, and integrating bicycling with other modes of transportation. Implementation is guided by Chapter 6 (Implementation Strategy, pages 76-97), which includes project prioritization, cost estimates, and funding strategies. Since adoption, the Town has made steady progress on these recommendations through CIP Project C-621, focusing on engineering, encouragement, education, enforcement, and evaluation (the "Five E's" detailed in Chapter 5, pages 66-75). This report provides an update on the status of corridor and spot improvements based on the latest project tracking data. It highlights completed projects, those scheduled for completion in 2026, and those planned for 2027. All references to recommended facilities align with the BMP's classifications (e.g., Class I Shared-Use Paths, Class IIB Buffered Bicycle Lanes, etc.). DISCUSSION Progress on Corridor Improvements The BMP identifies numerous corridor improvements to enhance connectivity along key roadways and trails (detailed in Chapter 4, pages 52-55). As of March 2026, several projects have been completed, with others in the Capital Improvement Program (CIP) pipeline or planned for future years. Below is a summary categorized by completion Bicycle Master Plan Update 2 March 23, 2026 status, projected 2026 activities, and 2027 plans. Completed Corridor Improvements The following projects have been fully implemented, contributing to improved bicycle facilities in high-priority areas: Street Start End Recommended Facility Completed Date Camino Ramon Sycamore Valley Rd Fostoria Way Class IIIB - Bicycle Boulevard (with Green Sharrows) Summer 2024 San Ramon Valley Blvd Hartz Way Sycamore Valley Class IIB - Buffered Bicycle Lanes Summer 2025 San Ramon Valley Blvd Podva Road Jewel Terrace Class IIB - Buffered Bicycle Lanes Summer 2025 These completions have added buffered lanes and boulevards, addressing safety concerns at major intersections and aligning with BMP objectives for reducing vehicle- bicycle conflicts. Class IIB - buffered bike lanes on southbound San Ramon Valley Blvd near Podva Road Corridor Improvements Scheduled for 2026 Projects with projected completion dates in 2026 are actively underway or in final planning stages within the CIP: Street Start End Recommended Facility Projected Date Diablo Road Trail Fairway Drive Mt Diablo Scenic Class I - Shared-Use Path 12/31/2026 Sycamore Valley Road San Ramon Valley Blvd Camino Tassajara Class IIB - Buffered Bicycle Lanes Summer 2026 These efforts will focus on shared-use paths and buffered lanes to connect residential areas with regional trails, supporting BMP goals for network expansion. Bicycle Master Plan Update 3 March 23, 2026 Artist rendering of Diablo Road Trail to be completed along Diablo Road by the end of 2026 Improvements Planned for 2027 Staff will complete key bicycle connections within the Downtown corridor through the implementation of Class III bikeways with shared lane markings (sharrows) along targeted street segments to close existing gaps in the Downtown bicycle network. This approach will improve route continuity and support safer, more intuitive bicycle travel in constrained roadway environments. In addition, the Town will incorporate new sharrow installations on select local streets as part of the FY27 CIP-610 paving project, allowing bicycle route enhancements to be delivered efficiently in coordination with scheduled pavement rehabilitation work. Progress on Spot Improvements Spot improvements target specific intersections and locations for safety enhancements (BMP Chapter 4, pages 56-65). Completed Spot Improvements Completed spots have enhanced crossings with detection devices, lighting, and signage: Street A Street B Recommendation Completed Diablo Road Camino Tassajara Bike Boxes + Video Detection 2022 Diablo Road Hartz Avenue Video Detection 2025 Sycamore Valley Road I-680 On/Off Ramps Bicycle Intersection Crossings - Completed where feasible 2022 Diablo Road Green Valley Road Bike Box + Video Detection 2022 Park and Ride Iron Horse Trail Iron Horse Trail Connection 2022 These have improved visibility and detection at high-traffic intersections. Video Detection Upgrades at Spot Improvement Locations Video detection systems will be installed at most traffic control signals along in town as part of the ongoing CIP 634 - Smart Signals Project. The estimate for all phases of the project is approximately $2,800,000. In addition, raised crosswalks will be constructed at three locations along the Iron Horse Trail corridor to improve pedestrian and bicycle safety. CIP project C-607 is anticipated to cost about $550,000 and improve the following locations:  Iron Horse Trail at El Capitan Drive  Iron Horse Trail at Greenbrook Drive  Iron Horse Trail at Paraiso Drive Bicycle Master Plan Update 5 March 23, 2026 The following crossings received RRFB (Rectangular Rapid Flashing Beacons) installations and improved lighting with construction completed in mid-March 2026 at an estimated cost of $250,000:  Iron Horse Trail at Love Lane  Iron Horse Trail at Del Amigo Road  Iron Horse Trail at Linda Mesa Avenue  Iron Horse Trail at West Prospect Avenue  Iron Horse Trail at Hartford Road These enhancements significantly increase visibility and driver yielding behavior at popular trail crossing points, improving safety for cyclists, pedestrians, and equestrians using the Iron Horse Trail. Spot Improvements Planned for 2027 Notable remaining spot improvements identified in the Bicycle Master Plan are not proposed for advancement in FY27, as current program funding is being strategically focused on higher-priority corridor gap closures and projects that can be efficiently delivered in coordination with scheduled Capital Improvement Program paving efforts. Deferring these individual locations also allows additional time to evaluate updated safety data, implementation feasibility, and community input to ensure future investments align with overall network connectivity goals and available resources. RECOMMENDATION Staff recommends continued monitoring of project timelines, with updates to the Committee. Funding pursuits (as outlined in BMP Chapter 6) will prioritize grants for 2026- 2027 projects.
