Planning Commission – Regular Meeting Summary of Actions – Draft Tuesday, February 24, 2026 1. CALL TO ORDER The regular meeting of the Danville Planning Commission was called to order by Chair Bowles at 5:01 p.m., in the Town Meeting Hall, 201 Front Street, Danville, CA. Present: Archie Bowles, Chair Robert Combs, Vice Chair Mark Graham, Commissioner Ian Halker, Commissioner Anthony Maddalon, Alternate Commissioner Lou Palandrani, Commissioner Paul Radich, Commissioner Chris Trujillo, Commissioner 2. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. 3. FOR THE GOOD OF THE TOWN There were no public comments. 4. CONSENT CALENDAR 4.1 Consider approval of the Summary of Actions from the regular Planning Commission meeting of February 10, 2026. REMOVED FOR DISCUSSION Commissioner Palandrani added clarifying language to the first condition of approval that the landscape plan is to provide screening recommendations for the carport and electrical panel area at 700 Clipper Hill Road. PLANNING COMMISSION SUMMARY OF ACTIONS – DRAFT FEBRUARY 24, 2026 2 MOTION BY COMMISSIONER PALANDRANI; SECOND BY VICE CHAIR COMBS TO APPROVE THE CONSENT CALENDAR MOTION CARRIED 7-0 5. PUBLIC HEARING 5.1 Consider approval of Resolution No. 2026-05, approving Development Plan request DP 25-0002 and Tree Removal request TR25-0028 to allow the development of a mixed-use development including the construction of a new 200-unit four-story 348,112 square foot multifamily residential apartment building and the retention of an existing 27,700 square foot two- story commercial building on a 3.89-acre site. The Tree Removal request would allow for the removal of five Town-protected trees. The site is identified as the Village Shopping Center, located at 101-119 Town & Country Drive. (APN: 208-060-053) Chief of Planning David Crompton presented the report and answered Commissioner questions. City Attorney Rob Ewing answered Commissioner questions about the California Department of Housing and Community Development letter from the agenda packet. Applicant Brad Blake of Blake|Griggs Properties, architect Ray Welter of LPAS Inc, and Landscape Architect Chris Kent of MIG|PGA presented the project and answered Commissioner questions. Chair Bowles opened the item to public comment. 2 speaker cards were received in opposition to the project. Rick Edmonson Patricia Filios 1 speaker card was received in support of the project. Brad Blake answered clarifying questions from the public and Commission. David Crompton addressed questions from the public and Commission. Transportation Manager Allan Shields answered questions regarding the Traffic Impact Study. MOTION BY CHAIR BOWLES; SECOND BY COMMISSIONER RADICH, TO APPROVE RESOLUTION NO. 2026-05, APPROVING DEVELOPMENT PLAN REQUEST DB25-0002 AND TREE REMOVAL REQUEST TR25-0028 TO ALLOW THE DEVELOPMENT OF A MIXED-USE DEVELOPMENT INCLUDING THE CONSTRUCTION ON A NEW 200-UNIT FOUR STORY 348,112 SQUARE FOOT MULTIFAMILY RESIDENTIAL APARTMENT BUILDING AND THE RETENTION OF AN EXISTING 27,700 SQUARE FOOT TWO-STORY COMMERCIAL BUILDING ON A 3.89-ACRE SITE. THE TREE REMOVAL REQUEST WOULD ALLOW FOR THE REMOVAL OF FIVE TOWN-PROTECTED TREES. THE SITE IS IDENTIFIED AS THE VILLAGE SHOPPING CENTER, LOCATED AT 101-119 TOWN & COUNTRY DRIVE (APN: 208-060-053) WITH THE FOLLOWING CONDITIONS OF APPROVAL: - PROJECT MUST GO BACK TO DESIGN REVIEW BOARD TO REVIEW STATUS OF THE REDWOOD TREES ON THE NORTHWEST DRIVEWAY AND WHETHER IT IS POSSIBLE TO PRESERVE ANY OF THESE TREES. - DEED RESTRICTIONS TO NOT ALLOW FOR A FUTURE LOT SPLIT BETWEEN THE COMMERCIAL AND RESIDENTIAL COMPONENTS OF THE PROJECT SITE MOTION CARRIED 7-0-0-0 PLANNING COMMISSION SUMMARY OF ACTIONS – DRAFT FEBRUARY 24, 2026 4 6. COMMUNICATIONS 6.1 Planning update by Chief of Planning David Crompton David Crompton reminded the commissioners to RSVP for the Council & Commission Workshop on March 9, 2026. 7. COMMISSIONER REPORTS 7.1 Commissioner updates There were no commissioner updates 8.
