Town Council – Regular Meeting SUMMARY OF ACTIONS March 3, 2026 - DRAFT 1. CALL TO ORDER The regular meeting of the Danville Town Council was called to order by Mayor Arnerich at 5:00 p.m. at the Town Meeting Hall, 201 Front Street, Danville. Present: Newell Arnerich, Mayor Robert Storer, Vice Mayor Mark Belotz, Councilmember Renee Morgan, Councilmember Excused:Karen Stepper, Councilmember 2. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance to the flag was led by Danville Scout Troop 36, Rajni Chauhan, leader. 3. CHANGES TO THE ORDER OF THE AGENDA There were no changes. 4. FOR THE GOOD OF THE TOWN Michael O’Dorney suggested a new bus route in Danville and distributed a map of the proposed route. 5. PRESENTATIONS AND PROCLAMATIONS 5.1Presentation of a proclamation to Marcia Harmon, Museum of the San Ramon Valley, proclaiming March 2026 as Women’s History Month Mayor Arnerich presented the proclamation. DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS MARCH 3, 2026 5.2Presentation of a proclamation to Larry Fong, Red Cross Contra Costa County Leadership Council, proclaiming March 2026 as American Red Cross Month Mayor Arnerich presented the proclamation. 6. CONSENT CALENDAR 6.1Consider approval of the Summary of Actions from the regular Town Council meeting of February 17, 2026 6.2Consider approval of the Register of Demands 6.3Consider adoption of Resolution No. 18-2026, awarding a construction contract for the 2025/26 Pavement Slurry Seal Project, CIP No. C-610J 6.4Consider adoption of Resolution No. 19-2026, designating the District Engineer, directing preparation of the annual report for fiscal year 2026/27 for the Danville Landscaping and Lighting Assessment District No. 2025-1 and approving a contract extension with Francisco & Associates 6.5Consider adoption of Resolution No. 20-2026, approving a Lease Agreement with the San Ramon Valley Fire Protection District for use of the Town property at 510 La Gonda Way MOTION BY COUNCILMEMBER MORGAN, SECOND BY VICE MAYOR STORER, TO APPROVE THE CONSENT CALENDAR MOTION CARRIED 4-0-0-1; COUNCILMEMBER STEPPER ABSENT 7. COMMUNICATIONS 7.1Monthly report by Town Manager Tai Williams Town Manager Tai Williams provided the report. 2 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS MARCH 3, 2026 7.2Presentation of the State of the Contra Costa Community College District by Chancellor Mojdeh Mehdizadeh, Contra Costa Community College District, and Dr. Monica Chahal, President, Diablo Valley College Chancellor Mojdeh Mehdizadeh, Contra Costa Community College District, reported on the State of the Community College District. 7.3Contra Costa County Advisory Council on Aging report by Danville representative Steve Freshman Steve Freshman provided the report. 7.4Recruitment announcement for 13 positions open to Danville residents interested in volunteering, by City Clerk Marie Sunseri: a.Bicycle Advisory Commission: three regular positions; 4-year terms b.Bicycle Advisory Commission: one youth member; 2-year term c.Youth Poet: one position; high school-aged; 2-year term d.Parks, Recreation and Arts Commission: four regular positions; 4-year terms e.Heritage Resource Commission: one position; licensed architect; 4- year term f.Contra Costa County Library Commission: one regular and one alternate position; 2-year terms g.County Connection Citizen Advisory Committee: one position; 3-year term City Clerk Marie Sunseri announced the recruitment and public outreach efforts. 8. PUBLIC HEARINGS 8.1Consider introduction of Ordinance No. 2026-01, amending Section 2- 1.3b of the Danville Municipal Code relating to Town Council compensation City Attorney Rob Ewing presented the staff report. Mayor Arnerich opened the item to public comment. 3 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS MARCH 3, 2026 There were no speakers. Mayor Arnerich closed the item to public comment. MOTION BY COUNCILMEMBER BELOTZ, SECOND BY VICE MAYOR STORER, TO INTRODUCE AND READ BY TITLE ONLY ORDINANCE NO. 2026-01, AMENDING SECTION 2-1.3B OF THE DANVILLE MUNICIPAL CODE RELATING TO TOWN COUNCIL COMPENSATION, AND RETURN FOR SECOND READING ON MARCH 17, 2026 MOTION CARRIED 4-0-0-1; COUNCILMEMBER STEPPER ABSENT 9. TOWN COUNCIL REPORTS 9.1Southwest Area Transportation Committee report by Councilmember Stepper The report was deferred. 9.2Tri-Valley Transportation Council report by Councilmember Morgan Councilmember Morgan provided the report. 9.3Town Council updates Councilmembers provided updates on events and activities in Danville. 10.
