1. CALL TO ORDER
The regular meeting of the Danville Parks, Recreation and Arts Commission was
called to order by Chair Mascali at 6:30 p.m. in the Town Meeting Hall, 201 Front
Street, Danville, CA.
Present: Carol Mascali, Chair

Kevin Donovan, Commissioner
Adam Falcon, Commissioner
Payton McDermott, Youth Representative
Charles Neary, Commissioner

There were no changes to the agenda.

There were no public comments or speakers.

4.1 Consider approval of the Summary of Actions from the regular Parks,

APPROVE THE SUMMARY OF ACTIONS FROM DECEMBER 10, 2025, PARKS,
RECREATION, AND ARTS COMMISSION REGULAR MEETING WITH THE DATE
CORRECTION TO REFLECT DEMEMBER 10, 2025

5. ADMINISTRATIVE STAFF REPORTS
5.1 Consider the Hap Magee Ranch Park Shade Structure Proposal Recommendation by
Town of Danville Assistant Town Manager and Maintenance Services Director Dave
Casteel
Assistant Town Manager and Maintenance Service Director Dave Casteel
provided an overview of the Hap Magee Ranch Park shade structure proposal.
Commissioners had questions for Town staff and discussions about the project.
Public comments by Town of Danville, Councilmember Mark Belotz and
Senior Advisory Commissioner, Steven Freshmen.
MOTION BY COMMISSIONER FALCON, SECOND BY COMMISSIONER DONOVAN,
TO POSTPONE AND BRING THE PROJECT BACK TO COMMISSION ON FEBRUARY
2027 PARKS, RECREATION AND ARTS COMMISSION MEETING AGENDA
MOTION FAILED 3-4-0-1; COMMSSIONERS DONOVAN, FALCON AND PRATT VOTED TO
APPROVE, COMMISSIONERS LINDSEY, MASCALI, NEARY AND YOUTH RESPESENTIVE
MCDERMOTT VOTED OPPOSED, COMMISSIONER JOYCE ABSENT
After further discussion about delaying the project and the Town Capital Improvement
Projects process by the Parks, Recreation and Arts Commissioners and clarification of
information from Town Staff.
MOTION BY COMMISSIONER NEARY, SECOND BY COMMISSIONER LINDSEY, TO
APPROVE THE CURRENT PROPOSAL RECOMMENDATION TO TOWN COUNCIL
TO INCLUDE THE ADDITIONAL COST OF THE INSTALLATION OF ELECTRICAL
OUTLETS AND CONCRETE PAD UPGRADES TO THE FINAL COST OF THE
PROJECT FOR CAPITAL IMPROVEMENT PLAN FOR FISCAL YEAR 2026-2027
MOTION CARRIED 7-0-0-1, COMMISSIONER JOYCE, ABSENT
