HomeMy WebLinkAbout030326-06.5 ADMINISTRATIVE STAFF REPORT 6.5 TO: Mayor and Town Council March 3, 2026 SUBJECT: Resolution No. 20-2026, approving a Lease Agreement with the San Ramon Valley Fire Protection District for use of the Town property at 510 La Gonda Way BACKGROUND While the Town relocated its offices and Police Department from 510 La Gonda Way to 500 La Gonda Way in 2022, the Town still owns the 510 La Gonda property. The property is currently being used for needed parking and houses a solar array providing power to the Town. In 2024, the General Plan and zoning designations for the property were changed to multi-family residential. The San Ramon Valley Fire Protection District (the “Fire District”) has determined that it is necessary to rebuild their Station 31, which is located at 800 San Ramon Valley Boulevard. During that process, the Fire District needs to find a temporary location within Danville to relocate the employees and equipment from Station 31. Keeping this presence in Danville is an important public safety advantage for the Town’s residents. After researching all options, both Town and Fire District staff believe the best option for this temporary use is a reuse of 510 La Gonda Way. The Town Council discussed this temporary lease at study sessions on November 12 and December 9, 2025. DISCUSSION Based on direction provided at the previous study sessions and more detailed timing plans from the Fire District, the lease contains the following key provisions: • The term of the lease will be 18 months, with the ability to shorten or lengthen the term if necessary. Because construction work must occur before the Fire District can occupy the building, the lease term will begin once the building is ready for occupancy. • As consideration for the lease, the Fire District will purchase equipment to upgrade the audio/visual system in the Town’s Emergency Operations Center at 500 La Gonda, not to exceed $5,000. The Fire District is working with the Town’s IT staff on this project, which will improve communications between the EOCs of the Town and Fire District in the event of an activation. 510 La Gonda Lease March 3, 2026 2 • The Fire District will be fully responsible for all costs of improving 510 La Gonda to serve their needs and will reimburse the Town for all utility costs associated with their use. The Fire District is currently working with the Town’s Planning Division to obtain the necessary land use permit allowing for this temporary use. The lease will be contingent upon obtaining the necessary permits. PUBLIC CONTACT Posting of the meeting agenda serves as notice to the general public. FISCAL IMPACT The Town will receive the upgrades to the audio/visual system in the Town EOC. All costs of building improvements and utilities will be borne by the Fire District. RECOMMENDATION Adopt Resolution No. 20-2026, approving a Lease Agreement with the San Ramon Valley Fire Protection District for use of the Town property at 510 La Gonda Way. Prepared by: Robert B. Ewing City Attorney Attachment: Resolution No. 20-2026 RESOLUTION NO. 20-2026 APPROVING A LEASE AGREEMENT WITH THE SAN RAMON VALLEY FIRE PROTECTION DISTRICT FOR USE OF THE TOWN PROPERTY AT 510 LA GONDA WAY WHEREAS, the Town of Danville owns the real property located at 510 La Gonda Way in Danville, which contains a vacant office building; and WHEREAS, the San Ramon Valley Fire Protection District (the “Fire District”) needs a property to temporarily relocate their Station 31 while the permanent station is being reconstructed; and WHEREAS, the Town and the Fire District have agreed that 510 La Gonda Way would be the most suitable location for this temporary relocation; now, therefore, be it RESOLVED, that the Danville Town Council hereby approves a Lease Agreement with the San Ramon Valley Fire Protection District for 510 La Gonda Way and authorizes the Town Manager to execute the Lease Agreement.
