Town Council Regular Meeting SUMMARY OF ACTIONS February 17, 2026 – DRAFT 3. CALL TO ORDER The regular meeting of the Danville Town Council was called to order by Mayor Arnerich at 7:37 p.m. at the Town Meeting Hall, 201 Front Street, Danville, following the publicly noticed study session. Present: Newell Arnerich, Mayor Robert Storer, Vice Mayor Mark Belotz, Councilmember Renee Morgan, Councilmember Karen Stepper, Councilmember 4.PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance to the flag was led by Mark Graham. 5. CHANGES TO THE ORDER OF THE AGENDA There were no changes. 6. FOR THE GOOD OF THE TOWN There were no speakers. 7. PRESENTATIONS AND PROCLAMATIONS 7.1Reading of a proclamation in recognition of celebrations of the Lunar New Year Mayor Arnerich stated that the proclamation was previously presented to Kay Wang on February 3, 2026. CONSENT CALENDAR 8.1Consider approval of the Summary of Actions from the regular Town Council meeting of February 3, 2026 8.2Consider approval of the Register of Demands 8.3Consider acceptance of the December 2025 Month End Treasurer’s Report 8.4Consider adoption of Resolution No. 9-2026, approving the State of California Governor’s Office of Emergency Services Designation of Applicant’s Agent Resolution (Cal OES Form 130) 8.5Consider adoption of Resolution No. 10-2026, amending and extending a contract for fleet maintenance with Ace Auto Repair & Tire Center, Inc. 8.6Consider adoption of Resolution No. 11-2026, awarding a construction contract for the Iron Horse Trail Crossing Improvements, Project No. C-607 8.7Consider adoption of Resolution No. 12-2026, authorizing the Contra Costa County Flood Control and Water Conservation District to adopt the Fiscal Year 2026/27 fee for the Town of Danville Stormwater Utility Area 8.8Consider adoption of Resolution No. 13-2026, appropriating Funds and Authorizing Execution of a Contract for Third-Party Review of the Stormwater Management Plan for the Community Presbyterian Church Campus Expansion and Residential Townhome Development Project located at 222 West El Pintado Road (DEV25-0013) 8.9Consider adoption of Resolution No. 14-2026, authorizing the Town Manager to Execute a contract for $50,005 to purchase a new Water Meter and Authorizing a Transfer Agreement for an existing water meter located at 1581 Diablo Road 2 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS FEBRUARY 17, 2026 MOTION BY COUNCILMEMBER STEPPER, SECOND BY COUNCILMEMBER MORGAN, TO APPROVE THE CONSENT CALENDAR MOTION CARRIED 5-0 9. COMMUNICATIONS 9.1Bicycle Advisory Commission report by Chair Chris Heck Chris Heck provided the report. 9.2Contra Costa Mosquito and Vector Control update by Danville representative Mark Graham Mark Graham provided the report. 9.3Legislative Update by Management Analyst Cat Bravo Cat Bravo provided the report. 10 ADMINISTRATIVE STAFF REPORTS 10.1Consider adoption of Resolution No. 15-2026, authorizing Community Events Support for Calendar Year 2026; and, Resolution No. 16-2026, authorizing Exemption from Danville Ordinance No. 96-10 for Neighborhood Street Party on June 20, 2026, and Summer Soiree on June 28, 2026 Economic Development Supervisor Melysa VanderMel and Economic Development Manager Jenn Starnes provided the report and answered Town Council questions. Mayor Arnerich opened the item to public comment. Amy Millington, Danville Area Chamber of Commerce, discussed the planning and execution efforts for the Lighting of the Old Oak Tree and the Wellness Fair and expressed appreciation for the partnership with the Town. 3 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS FEBRUARY 17, 2026 Nancy Bray, Kiwanis Club of the San Ramon Valley, discussed the planning and execution efforts for the Fourth of July Parade and expressed appreciation for the partnership with the Town. Mayor Arnerich closed the item to public comment. MOTION BY COUNCILMEMBER MORGAN, SECOND BY VICE MAYOR STORER, TO ADOPT RESOLUTION NO. 15-2026, AUTHORIZING COMMUNITY EVENTS SUPPORT FOR CALENDAR YEAR 2026; AND, RESOLUTION NO. 16-2026, AUTHORIZING EXEMPTION FROM DANVILLE ORDINANCE NO. 96-10 FOR NEIGHBORHOOD STREET PARTY ON JUNE 20, 2026, AND SUMMER SOIREE ON JUNE 28, 2026 MOTION CARRIED 5-0 10.2 Consider adoption of Resolution No. 17-2026, accepting the mid-year Financial Report, approving mid-year adjustments to the Fiscal Year 2025/26 Operating Budget and Capital Improvement Program Finance Director/Treasurer Lani Ha provided the staff report. MOTION BY COUNCILMEMBER MORGAN, SECOND BY VICE MAYOR STORER, TO ADOPT RESOLUTION NO. 17-2026, ACCEPTING THE MID-YEAR FINANCIAL REPORT, APPROVING MID-YEAR ADJUSTMENTS TO THE FISCAL YEAR 2025/26 OPERATING BUDGET AND CAPITAL IMPROVEMENT PROGRAM MOTION CARRIED 5-0 11.
