Planning Commission – Regular Meeting Summary of Actions – Draft Tuesday, February 10, 2026 1. CALL TO ORDER The regular meeting of the Danville Planning Commission was called to order by Chair Bowles at 5:01 p.m., in the Town Meeting Hall, 201 Front Street, Danville, CA. Present: Archie Bowles, Chair Robert Combs, Vice Chair Mark Graham, Commissioner Anthony Maddalon, Alternate Commissioner Lou Palandrani, Commissioner Chris Trujillo, Commissioner Absent: Paul Radich, Commissioner Excused: Ian Halker, Commissioner 2. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. 3. FOR THE GOOD OF THE TOWN There were no public comments. 4. CONSENT CALENDAR 4.1 Consider approval of the Summary of Actions from the regular Planning Commission meeting of January 27, 2026. MOTION BY COMMISSIONER GRAHAM; SECOND BY COMMISSIONER PALANDRANI TO APPROVE THE CONSENT CALENDAR PLANNING COMMISSION SUMMARY OF ACTIONS – DRAFT FEBRUARY 10, 2026 2 MOTION CARRIED 6-0-0-2; (COMMISSIONER HALKER AND COMMISSIONER RADICH ABSENT) 5. PUBLIC HEARING 5.1 Consider approval of Resolution No. 2026-04, denying an appeal and upholding the Town’s administrative action to approve Variance request VAR25-0005, allowing the retention of an existing 730 square-foot detached carport structure on which solar panels would be installed. The site is located at 700 Clipper Hill Road (APN: 199-040-012) (Project Planner: Jessica Lam). Assistant Planner Jessica Lam presented the staff report and answered Commissioner’s questions. Chief of Planning David Crompton answered Commissioner’s questions. Appellant Mary Hoopes discussed her concerns with the constructed carport, the negative traffic impact on the neighborhood and answered Commissioner’s questions. Chair Bowles opened the item to public comment. 4 speaker cards were received in opposition to the project. Mary Hoopes submitted a speaker card but spoke to the Commission prior to the opening of the public hearing. Linda Perazzo voiced her concerns about the location of the PG&E pole and potential issues in the future. Ron Willamson voiced his concerns about the project and landscaping. Mike Cavallo voiced his concerns about the project. Dennis Roba submitted a speaker card but did not speak until the applicant’s rebuttal. Chair Bowles closed the public hearing. PLANNING COMMISSION SUMMARY OF ACTIONS – DRAFT FEBRUARY 10, 2026 3 Dennis Roba of DJR Construction Services provided a rebuttal to comments from the public hearing and answered Commissioner’s questions. THE SITE IS LOCATED AT 700 CLIPPER HILL ROAD (APN: 199-040-012) WITH THE FOLLOWING CONDITIONS OF APPROVAL: 1. APPLICANT WILL SUBMIT A CERTIFIED LANDSCAPE PLAN FOR REVIEW AND APPROVAL BY THE DESIGN REVIEW BOARD 2. AN ADVISORY CONDITION OF APPROVAL STATING THAT PARKING OF OVERSIZED VEHICLES IN THE CARPORT, WHICH IS WITHIN THE FRONTYARD SETBACK AREA, IS PROHIBITED UNDER DANVILLE ORDIANNCES MOTION CARRIED 5-1-0-2 (CHAIR BOWLES OPPOSED; COMMISSIONERS HALKER, RADICH ABSENT) 6. COMMUNICATIONS 6.1 Planning update by Chief of Planning David Crompton Chief of Planning David Crompton provided an update to the Commission about ongoing projects in the Town, including The Village Apartments and The Ivy. COMMISSIONER REPORTS 7.1 Commissioner updates Commissioner Palandrani provided an update of his presentation to the Town Council for the Planning Commission Chair Report from the February 3, 2026, Town Council meeting. Commissioner Graham informed the Commission that he will be presenting the Contra Costa Mosquito and Vector Control update to the Town Council on February 17, 2026. 8.
