HomeMy WebLinkAbout021726-08.6 ADMINISTRATIVE STAFF REPORT 8.6 TO: Mayor and Town Council February 17, 2026 SUBJECT: Resolution No. 11-2026, awarding a construction contract and transferring funds from CIP No. C-305 to the Iron Horse Trail Crossing Improvements, Project No. C-607 BACKGROUND The Town’s Capital Improvement Program (CIP) includes the Iron Horse Trail Crossing Improvements, Project No. C-607. This project will provide for the construction of raised crosswalks at the Iron Horse Trail crossings at Paraiso Drive, El Capitan Drive and Greenbrook Drive. The project includes pavement markings, signage, relocation of existing Rectangular Rapid Flashing Beacon (RRFB) infrastructure, and associated drainage improvements. The project also includes the placement of a new high-visibility crosswalk at the Iron Horse Trail crossing of Sycamore Valley Road. The project is funded with a combination of a Community Project Funding Federal Earmark in the amount of $350,000, Measure J Return to Source funds, and Capital Improvement Program General Improvement Funds, including a fund transfer from Project No. C-305. Design of the project has been completed and a Request for Authorization for the Construction Phase along with an Encroachment Permit were previously approved by the California Department of Transportation. With these steps finalized, the project is now ready to move into the construction phase following the award of a construction contract. DISCUSSION A total of ten (10) bids were received and opened on February 5, 2026. The apparent low bid was submitted by BuildCorp Inc. of San Francisco, CA with a bid of $428,570.00. Bid results are summarized in Attachment C. The Engineer’s Estimate was $398,300.00. Construction is scheduled to begin in April 2026 with an anticipated completion timeline of July 2026. PUBLIC CONTACT Posting of the meeting agenda serves as notice to the general public. Copies of the staff report and all attachments have been provided to BuildCorp Inc. to allow them to review the materials prior to the Town Council hearing. Award of Contract February 17, 2026 Iron Horse Trail Crossing Improvements CIP C-607 2 FISCAL IMPACT The low bid amount of $428,570.00 plus a 10% contingency amount of $42,857.00 results in a total construction budget of $471,427.00. A transfer from CIP No. C-305 Traffic Management Program in the amount of $65,522.90 is needed to fully fund the project. RECOMMENDATION Adopt Resolution No. 11-2026, awarding a construction contract and transferring funds from CIP No. C-305 to the Iron Horse Trail Crossing Improvements project, CIP No. C-607. C-305 TO THE IRON HORSE TRAIL CROSSING IMPROVEMENTS PROJECT, CIP NO. C-607 WHEREAS, the Danville Town Council previously appropriated funding for the Iron Horse Trail Crossing Improvements, CIP No. C-607 in the adopted 2025/26 Capital Improvement Program; and WHEREAS, the project will consist of the construction of new raised crosswalks and associated drainage improvements at the Iron Horse Trail crossings of Paraiso Drive, El Capitan Drive and Greenbrook Drive, and the placement of a high visibility crosswalk at the Iron Horse Trail Crossing at the intersection of Sycamore Valley Road; and WHEREAS, bids were solicited from contractors for this project; and WHEREAS, the City Clerk of this Town did, in open session on the 5th day of February, 2026, publicly open and read aloud the sealed bids received as required by law; and WHEREAS, sufficient funds have been budgeted in the Capital Improvement Program for the construction phase of Iron Horse Trail Crossing Improvements, CIP C-607; now, therefore, be it RESOLVED, by the Danville Town Council, that funds in the amount of $65,522.90 be transferred from Traffic Management Program (CIP No. C-305) to Iron Horse Trail Crossing Improvements (CIP No. C-607) to fund construction of the project; and be it further RESOLVED, by the Danville Town Council, that the Town Manager be and hereby is authorized to execute, on behalf of the Town, a written contract with BuildCorp Inc. for $428,570.00 and authorize use of a 10% contingency not-to-exceed $42,857.00 for a total construction budget of $471,427.00 for work in connection therewith, and the City Clerk is hereby directed to attest same and affix thereto the official seal of the Town; and, be it further RESOLVED, by the Danville Town Council, that staff shall within five (5) days of the adoption of this resolution transmit an Extract of Public Works contract award to the Department of Industrial Relations, Division of Apprenticeship Standards, P.O. Box 420603, San Francisco, CA 94142. (Note: Should a finding of any discrepancy regarding this ratio of apprentices to journeymen be made, the Town shall notify the Division of Apprenticeship Standards of such findings.)
