TO: Mayor and Town Council February 17, 2026
SUBJECT: Resolution No. 15-2026, authorizing Community Events Support for
Calendar Year 2026; and, Resolution No. 16-2026, authorizing Exemption
from Danville Ordinance No. 96-10 for Neighborhood Street Party on
June 20, 2026 and Summer Soiree on June 28, 2026
BACKGROUND
At a regularly scheduled Town Council meeting on September 19, 2023, the Town
Council adopted the new Community Events Support Policy (Policy). This Policy serves
to formalize the partnerships the Town has cultivated over the years to deliver events
benefitting the Danville community and build community spirit, provide exposure to
businesses, and enhance quality of life.
The Policy outlines three types of Town support:
• Category 1: Town Events, hosted by the Town with expenses reflected in the
operating budget.
• Category 2: Town-Partnered Events, hosted by other organizations with a
substantial contribution of funds and/or resources from the Town. Funding and
resources contributed by the Town cannot exceed 50% of overall event costs.
• Category 3: Town-Assisted Events, hosted by other organizations with limited
assistance from the Town.
The Policy also outlines the types of event activities in each category that require Town
Council approval:
• Town Events require Council approval only for the use of public right-of-way,
such as road closures and use of municipal parking lots. The event itself is a part
of an annual program, which is approved through the annual budget process.
• Town-Partnered Events all require Council approval due to their significant

resources and/or funding requests, which often include road closures and/or
facility rental fee waivers. For these events, the Council would be approving: the
allocation of funding in the Community Events Program budget; significant use of
Town resources such as Police and Maintenance Services; any requested road
closures; and any fee waivers for Town facility rental.
• Town-Assisted Events require direct Council approval only for facility rental fee
waivers or use of public right-of-way. Funding for these events is typically
minimal and covered under the Business Promotion Grant Program.
DISCUSSION
In November 2025, the Policy was shared with past event organizers and event organizers
who had expressed interest to bring new events to Danville, who were invited to submit
a “2026 Proposal to Host Community Event” application. All event organizers were
invited to share their plan for the event, benefit to the community and what sort of
assistance was being requested from the Town. Event organizers were also asked to
provide a brief description of how events in Downtown intended to provide exposure to
surrounding businesses.
As a result, the 2026 events calendar is slated to include a mix of repeat events and new
events. A list of all significant Community Events is included in Attachment A.
Events that did not request support requiring Town Council approval are also included
in Attachment A for informational purposes, reflecting the volume and variety of
activities available throughout the year.
Events that require Town Council review and approval are outlined below. These include
recommendations for Town support to ensure fair and equitable use of Town resources
consistent with the Town’s goals and standards.
Event Requests - Town Council Approval Required
Council review and approval is required for the following event support requests.
Additional information, including event maps, are included in Attachment C, Exhibit 2.
1. Molly’s Pup-Purr-ee 30th Anniversary Doggie Stroll: Sunday, March 15
Location: Molly’s Pup-Purr-ee and Short Street
Event Organizer: Molly’s Pup-Purr-ee
This new event celebrates the 30th anniversary of local business, Molly’s Pup-Purr-
ee, with a dog stroll. Dog-friendly downtown businesses will be invited to participate
as stops on the stroll.

2. Sha’mil Celebrations: Saturday, April 18
Location: Danville Community Center
Event Organizer: Sha'mil, Co-host: San Ramon Valley Islamic Center
Sha’mil is the Arabic word for “inclusive event,” and reflects the nature of this secular
community gathering. This returning event invites the Danville community to
celebrate the moon sighting with cultural performances and food.
Support Requested:
• Fee Waiver: Use of the Danville Community Center, 1:00 – 7:00 p.m.
• Public Resources: Facilities attendant for set-up/tear-down.
3. Danville Devil Mountain Run (10k, 5k, and “The Mile of Truth”): Sunday, May 3
Location: Downtown Danville and the Iron Horse Trail
Event Organizer: Team Blue Sky Events
This community run event is celebrating its 46th year. The event expo features local
businesses and kid-friendly activities. This year brings a new course with joint 5K and
10K finish line and finisher medals for the first time.
Support Requested:
• Public Right-of-Way: Railroad Avenue Parking Lot closure and road closure for
race routes, 4:00 a.m.-12:00 p.m.
• Public Resources: Maintenance Services for parking notice, closure and traffic
control set-up; Police Services for traffic control and event safety.
4. Swearing-In Ceremony: Sunday, May 17
Location: Town Green
Event Organizer: Veterans Memorial Building
The Swearing-In ceremony of high school graduates entering the military will bring
many families and friends together to celebrate the recruits.
Support Requested:
• Fee Waiver: Use of the Town Green, 9:00 a.m. – 3:00 p.m.
• Public Resources: Town Staff to drop off trailer with ceremony chairs, podium
and trash cans.

5. Memorial Day Ceremony: Monday, May 25
Location: Oak Hill Park
Event Organizer: Viet Nam Veterans of Diablo Valley
This community celebration includes a program honoring those who have served in
the Armed Forces of the United States and who have passed.
Support Requested:
• Fee Waiver: Use of Oak Hill Park, 7:30 a.m. – 3:00 p.m.
• Public Resources: Maintenance Services for set-up/tear-down.
6. Valley Pride: Saturday, June 6
Location: Town Green and Danville Community Center
Event Organizer: PFLAG Danville-San Ramon Valley and Danville Congregational
Church
This new event would recognize the raising of the Pride flag in June with a ceremony
outdoors and a resource fair indoors at the Community Center.
Support Requested:
• Fee Waiver: Use of the Town Green and Community Center, 11:00 a.m. – 2:00 p.m.
• Public Resources: Town Staff to drop off trailer with ceremony chairs, podium
and trash cans outdoors; Facilities attendant for set-up/tear-down indoors.
7. Passport to Wellness: Saturday, June 13
Location: Front Street
Event Organizer: Danville Area Chamber of Commerce
This new event will be a fun and interactive event for families with games,
demonstrations, and activities which promotes a broad range of wellness and well-
being.

9. A Brighter Day Car Show & Shine: Sunday, June 14
Location: Downtown Danville
Event Organizer: A Brighter Day
This new event is a car show featuring an array of classic, exotic and muscle cars, local
dealers and local business booths.
Support Requested:
• Public Right-of-Way: Road closures for Hartz Avenue from Diablo Road to Short
Street, and Prospect Avenue: 6:00 a.m. – 4:00 p.m.
• Public Resources: Maintenance Services for parking notice, closure and traffic

10. Neighborhood Street Party: Saturday, June 20
Location: Church Court
Event Organizer: Danville Harvest
This new event is a mini-street festival with live music and family friendly activities.
Local businesses will partner with neighboring restaurants to encourage downtown
visitation.
Alcohol will be served in Church Court, so an exception to Ordinance 96-10 is requested to
accommodate.

12. Summer Soiree: Sunday, June 28
Location: Railroad Avenue Parking Lot
Event Organizer: The Museum of the San Ramon Valley
This event would be a new location for the Museum’s annual celebration that has been
located at the One Room Schoolhouse in past years. This year’s event will incorporate
the historic train depot and physical location of the museum and encourage attendees
to experience the historic downtown as well. Proceeds from the event benefit The
Museum of the San Ramon Valley.
Alcohol will be served in the Railroad Avenue Parking Lot, so an exception to Ordinance 96-
10 is requested to accommodate.

13. Kiwanis-Danville 4th of July Parade: Saturday, July 4
Location: Downtown Danville/Parade Route
Event Organizer: Kiwanis Club of the San Ramon Valley
A time-honored parade that celebrates Danville’s heritage and America’s birthday.
Event funding will be included for Council consideration in the 2026/27 Operating
Budget.
Support Requested:
• Public Right-of-Way: Staging area at El Cerro Boulevard and along the parade
route ending at Town & Country Drive, 6:00 a.m. – 1:00 p.m.
• Public Resources: Maintenance Services for parking notice, closure, traffic control
set-up, street sweeping; Police Services for traffic control and event safety.
14. Music in the Park: Saturday, July 11
Location: Town Green

Car show featuring an array of classic custom vehicles and hot rods.

Boulevard; Staging areas on Hartz Avenue, Linda Mesa Avenue, Diablo Road,
Prospect Avenue and Church Street: 6:00 a.m. – 5:00 p.m.

17. 9/11 Ceremony: Friday, September 11
Location: Oak Hill Park
Event Organizer: Exchange Club of San Ramon Valley
This event is a patriotic tribute to those whose lives were lost and forever changed on
September 11, 2001, and to honor those that continue to serve and protect.
Support Requested:
• Fee Waiver: Use of Oak Hill Park, 3:00 – 7:30 p.m.
18. Danville d’Elegance: Sunday, September 20
Location: Downtown Danville
Event Organizer: Danville d’Elegance Foundation
This event is an automotive concours of high-end cars organized by the Danville
d’Elegance Foundation.
Support Requested:
• Public Right-of-Way: Road closures for staging areas on Hartz Avenue, Diablo
Road, Prospect Avenue, Church Street and Short Street, 6:00 a.m. – 7:00 p.m.
• Public Resources: Maintenance Services for parking notice, closure and traffic

19. San Ramon Valley High School Homecoming Parade: Friday, September 25
Location: Downtown Danville
Event Organizer: San Ramon Valley High School
This annual parade travels through downtown celebrating school spirit prior to the
homecoming game.
Support Requested:
• Public Right-of-Way: Temporary road closures along Danville Boulevard at El
Cerro Boulevard; Parade route down Hartz Avenue to West Prospect Avenue and
returning to Love Lane via Railroad Avenue, 2:45 - 3:35 p.m.
• Public Resources: Maintenance Services for traffic control set-up; Police Services
for traffic control and event safety.
20. Step Up for Down Syndrome Walk & Family Picnic: Sunday, October 4
Location: Oak Hill Park
Event Organizer: Down Syndrome Connection of the Bay Area
This annual educational event has been held in Oak Hill Park for 4 years. The event is
open to the general public and includes a short 1/4 mile course where every
individual with Down Syndrome is recognized at the finish line with a medal and
certificate of achievement from the California State Assembly. All attendees can enjoy
lawn games, picnics and community.
Support Requested:
• Fee Waiver: Use of Oak Hill Park and Community Center classrooms, 7:00 a.m. –
2:00 p.m.
• Public Resources: Recreation, Arts and Community Services to provide staff for
lawn games and prizes.
21. Run for Education (10k): Sunday, October 11
Location: 10k race starting line at Charlotte Wood Middle School
Event Organizer: San Ramon Valley Education Foundation (SRVEF)
A community run/walk that supports programs for the San Ramon Valley Unified
School District.
Support Requested:
• Public Right-of-Way: Rolling road closures along 10k race route from Brookside
Drive to Paraiso Drive to the Iron Horse Trail, 7:30 – 9:00 a.m.
• Public Resources: Police Services for traffic control and event safety.

22. Veterans Day Pop-up Museum: Tuesday, November 10–Wednesday, November 11
Location: Veterans Memorial Building and Museum
Event Organizer: Veterans Memorial Building Library and Historical Collection
Committee community celebration that recognizes San Ramon Valley veterans and
includes displays of military vehicles, exhibits, speakers, and more.
Support Requested:
• Public Right-of-Way: Corners of Prospect Avenue and Hartz Avenue for military
vehicle staging 3:00 p.m. Tuesday (11/10/26) to 9:00 p.m. Wednesday (11/11/26)
• Public Resources: Maintenance Services for parking notice.
23. Lighting of the Old Oak Tree: Friday, November 27
Location: Diablo Road and Downtown Danville
Event Organizer: Danville Area Chamber of Commerce
Annual tradition kicks off the holiday season around the Town’s landmark oak tree
and encourages shopping in the downtown area after the tree-lighting
ceremony. Event funding will be included for Council consideration in the 2026/27
Operating Budget.
Support Requested:
• Public Right-of-Way: Road closures on Diablo Road, Downtown Danville from
Linda Mesa Avenue to School Street, 1:00 to 9:00 p.m.
• Public Resources: Maintenance Services for parking notice, closure, traffic control
set-up; Police Services for traffic control and event safety.
All event requests have been evaluated based on established criteria outlined in the
Community Events Support Policy and are recommended for Town Council
consideration.
Funding
Funding requested is accommodated in the annual Operating Budget in two ways: under
the Community Events Program and the Business Promotion Grant Program.
Community Events Program
Two events require Council approval for direct funding and resources beyond what is
allowed under Policy. Traditionally, the Town has budgeted for direct funding to
organize the Kiwanis-Danville 4th of July Parade and the Lighting of the Old Oak Tree.
Funding for these events was approved in the 2025/26 Operating Budget in the amounts
of $22,000 for the Danville-Kiwanis 4th of July Parade and $14,000 for the Lighting of the
Old Oak Tree. Similar amounts will be requested in the 2026/27 Operating Budget to
fund these 2026 Community Events.

Business Promotion Grant Program
Many of the proposed events include utilization of the Business Promotion Grant Fund
and, to efficiently accommodate the volume of these events, a more streamlined
procedure is recommended (the draft procedure is included as Attachment B).
Applications have been received and events were evaluated for funds to be awarded
based upon past reimbursement requests and estimated attendance numbers for
proposed events. Town Staff will continue to work with all event organizers to amplify
promotions and encourage visitation to Town-Assisted events.
Prospect Park Plaza and Theatre Plaza Use for Events
To encourage use of the Town’s newest event spaces, Council approval is also requested
for a standing fee waiver for Prospect Park Plaza and Theatre Plaza to be utilized for
Town-Assisted events. As centrally located spaces, event organizers would benefit from
being able to use them as a registration location or gathering space for attendees to
disperse into the Downtown. Use of these spaces would be considered and approved
through the proposed Business Promotion Grant Program procedures.
PUBLIC CONTACT
Posting of the meeting agenda serves as notice to the general public.
FISCAL IMPACT
Event organizers are legally and financially responsible for the overall organization,
management, and implementation of an event and its related activities. Town costs
associated with these events are budgeted in the FY 2025/26 and 2026/27 Community
Events program budget.

Adopt Resolution No. 15-2026, authorizing Community Events Support for Calendar
Year 2026; and, Resolution No. 16-2026, authorizing Exemption from Danville Ordinance

28, 2026.
Review and provide staff direction on procedures for implementation of the annual

BUSINESS PROMOTION FUND GRANT DRAFT PROCEDURE
1. PURPOSE
The Town of Danville recognizes the importance of supporting local businesses through
creative, collaborative, and community-focused events. The Business Promotion Grant
Program is designed to encourage events and activities that promote economic vitality,
foster business collaboration, and engage the public in meaningful ways
that benefit Danville’s business community.
This procedure outlines the eligibility, criteria, and process for awarding Business
Promotion Grants.
This procedure applies to events held annually or seasonally, and not to long-term or
ongoing uses for which rentals of Town facilities are more appropriate.
This procedure does not supersede existing adopted Town policies or agreements
that establish distinct facility use relationships and support arrangements for
specific programs and/or entities, but this procedure may be used to guide evaluation
of new requests for business related events.
2. ELIGIBILITY
Applications for Business Promotion Grants may be submitted by:
• Danville-based businesses with a current Town of Danville business license.
• Business organizations or associations operating within Danville.
• Shopping centers located in Danville.
• Event organizers collaborating with two or more Danville businesses.
All applicants must demonstrate alignment with the Town’s economic development
goals and the intent to promote local business activity.
3. ELIGIBILITY CRITERIA
To be considered for funding, proposed events or programs must:
• Be open to the public and promote patronage of Danville businesses.
• Provide opportunities for collaboration among multiple Danville businesses.
• Include experiential components that engage consumers.
• Include a marketing or promotional component (print, digital, or multimedia).
• Occur between July 1, 2025 and June 30, 2026, or until funds are depleted.

Events must not:
• Be private or exclusive in nature.
• Solely benefit a single business without broader community impact (except as
allowed under the Digital Marketing category).
• Conflict with Town goals, ordinances or policies.
4. APPLICATION PROCESS
Organizations or businesses seeking Business Promotion Grants are invited
to submit their proposed promotional activities to the Town of Danville for review and
approval.
All applications will be reviewed by Town staff to determine:
• Whether the proposed promotional activities meet the criteria for grant funding.
• The appropriate grant amount based on eligibility and available funds.
Applications are processed on a first-come, first-served basis. A valid and current
Danville business license is required for eligibility and must be held by all participating
businesses.
To be considered, applications must be:
• Fully completed, dated, and signed.
• Submitted with a detailed event and marketing plan.
• Accompanied by a proposed budget and funding request.
• Submitted with a signed Business Promotion Fund Agreement.
Applications will be reviewed within two weeks of receipt. If approved, the applicant
will receive an award letter via email.
Applications for events occurring July 1, 2025 – June 30, 2026 will be awarded as they
are received.
Applications for events occurring July 1, 2026 – December 31, 2026 will be awarded in
June 2026, following the annual budget process.

6. GRANT AGREEMENT REQUIREMENTS
All applicants must sign and submit the Business Promotion Fund Agreement as part of
the application. The Agreement outlines the responsibilities and conditions associated
with grant funding, including:
1. Scope of Project: Funds must be used for marketing eligible events or programs.
2. Purpose of Funds: Use must align with Town Council-approved criteria.
3. Public Access: Events must be open to the public and support the Town’s
Economic Development Plan.
4. Marketing Alignment: Events must reflect Danville’s six key marketing
attributes: historic, small-town/charming, recreation/outdoorsy, foodie
destination, family-friendly, and arts-focused.
5. Branding Requirements: Materials may include Town-provided logo (used
appropriately and with prior approval).
6. One-Time Allocation: Grants are one-time awards with a $5,000 maximum per
event.
7. Time of Performance: Events must occur during FY 2025–26. Reimbursement
requests must be submitted within 60 days of the event.
8. Reimbursement Process: Funds are reimbursed based on eligible expenses and
proof of payment.
9. Town Promotion: Events may be promoted by the Town at its discretion.
10. Hold Harmless Clause: Grantees must indemnify the Town against liability.
11. Independent Status: Grantees are not agents of the Town.
12. Compliance: Grantees must comply with all applicable laws and Town policies,
including maintaining a valid business license.
13. Modifications: Any changes to the Agreement must be mutually agreed upon in
writing.

AUTHORIZING COMMUNITY EVENTS SUPPORT
FOR CALENDAR YEAR 2026
WHEREAS, the Town annually hosts the occurrence of large-scale events in the
downtown to build community, enhance the quality of life for residents, and attract
visitors to promote the economic health of Danville; and
WHEREAS, community events are designed to increase exposure to downtown
businesses and generate a flow of foot traffic throughout the event boundaries; and
WHEREAS, community events are supported and enjoyed by the residents of Danville
and attract hundreds of visitors to the Downtown; and
WHEREAS, street closures are necessary to provide event safety for all concerned,
including event organizers, vendors, local business owners, and the general public; and
WHEREAS, Danville’s Municipal Code requires Town Council approval of parades and
community events which necessitate the temporary closure of Town streets and
temporary parking restrictions; and
WHEREAS, Danville’s Community Events Support Policy requires Town Council
approval of partnership events that request significant Town funding and/or resources,
including facility rental fee waivers; and
WHEREAS, the Town requires event organizers to execute specific Community Events
Agreements, which outline the understandings, responsibilities, and conditions
associated with the Town’s authorization of street closures, including complying with all
requirements contained in the Danville Municipal Code and the submission of an
insurance policy to indemnify the Town from liability associated with the event, as well
as a Danville Encroachment Permit; and
WHEREAS, a detailed list of events (Exhibit 1) and subsequent maps that define roads
or parking lot closure limits (Exhibit 2) are attached and incorporated herein; now,
therefore, be it
RESOLVED that the Danville Town Council authorizes the Community Events Dates
and Street Closures Maps listed in Exhibit 1 and 2 and incorporated herein.

AUTHORIZING EXEMPTION FROM DANVILLE ORDINANCE NO. 96-10
FOR, NEIGHBORHOOD STREET PARTY ON JUNE 20, 2026, AND
SUMMER SOIREE ON JUNE 28, 2026
WHEREAS, community events are supported and enjoyed by the residents of Danville
and bring hundreds of visitors to the Downtown; and
WHEREAS, the Neighborhood Street Party is an event organized by Danville Harvest;
and
WHEREAS, the Summer Soiree is an event organized by The Museum of the San Ramon
Valley; and
WHEREAS, Danville Harvest and The Museum of the San Ramon Valley have requested
exemption from Danville Ordinance No. 96-10 in order to allow public consumption of
alcohol within the authorized closure limits; and
WHEREAS, this is an evening event; now, therefore, be it
RESOLVED that the Danville Town Council hereby authorizes that public consumption
of alcohol shall be allowed within the authorized closure limits of these events in
accordance with the provisions of Ordinance No. 96-10.
