SUBJECT: Resolution No. 13-2026, appropriating Funds and Authorizing Execution of
a Contract for Third-Party Review of the Stormwater Management Plan for
the CPC Campus Expansion and Residential Townhome Development
Project Located at 222 West El Pintado Road (DEV25-0013)
BACKGROUND
Community Presbyterian Church (CPC) has submitted preliminary Stormwater
Management Plans for their Development Plan application DEV25-0013, Land Use Permit
application LUP25-0016, and Major Subdivision Application SUB25-0011 for the CPC
Campus Expansion and Residential Townhome Development Project. The project, located
at 222 West El Pintado Road, proposes renovation and expansion of their existing campus
as well as the construction of 49 townhomes which incorporate 19 accessory dwelling units
(ADUs). The project is a phased, mixed-use development (approximately 12 acres total) that
proposes stormwater treatment using Silva Cells combined with bioretention facilities and
hydromodification chambers.
DISCUSSION
The applicant is required to have a third-party engineering service review of the Stormwater
Control Plan, hydrology and hydraulics, and overall C.3 compliance. The Town will manage
the consultant expenses associated with the work which will be borne by the project
applicant. The applicant will submit funds to the Town equivalent to the cost of the
consultant’s contract, and the Town will disburse funds consistent with the terms of the
contract.
The Town selected Terraphase Engineering, Inc. of Oakland, California as the third-party
consultant for the project. The contracted scope of work budgets $5,051 for review of the
Stormwater Control Plan and hydrology analysis including feasibility of project phasing,
$5,983 for preparation of the technical memo, $3,575 for meetings and project management,
and $2,254 for additional consultation, for a total amount of $16,863.

Contract Third Party Review - CPC
FISCAL IMPACT
None. All costs associated with the third-party review will be borne by the applicant,
Community Presbyterian Church. Appropriation of funds to pay for the review will not
result in a fiscal impact to the Town.
RECOMMENDATION
Adopt Resolution No. 13-2026 appropriating funds and authorizing execution of a contract
for third-party review of the Stormwater Management Plan for the CPC Campus Expansion
and Residential Townhome Development at 222 West El Pintado Road (DEV25-0013).

RESOLUTION NO. 13-2026
APPROPRIATING FUNDS AND AUTHORIZING EXECUTION OF A CONTRACT
FOR THIRD-PARTY REVIEW OF THE STORMWATER MANAGEMENT PLAN
FOR THE CPC CAMPUS EXPANSION AND RESIDENTIAL TOWNHOME
DEVELOPMENT PROJECT LOCATED AT 222 WEST EL PINTADO ROAD

WHEREAS, the Town of Danville has received preliminary plans for Development Plan
application DEV25-0013, Land Use Permit application LUP25-0016, and Major
Subdivision Application SUB25-0011 for the CPC Campus Expansion and Residential
Townhome Development Project located at 222 West El Pintado Road; and
WHEREAS, the services of a third-party consultant are needed for the Town to plan
check the Stormwater Management Plan for the development; and
WHEREAS, the applicant is required to pay plan check fees for the Stormwater
Management Plan; and
WHEREAS, after soliciting proposals for professional third-party review services for the
Stormwater Management Plan, the Town desires to enter into a contract for plan review
services with Terraphase Engineering, Inc.; now, therefore, be it
RESOLVED, that the Danville Town Council authorizes the Town Manager to execute
an agreement with Terraphase Engineering, Inc. for third-party plan review services; and,
be it further
RESOLVED, that the total contract amount of $16,863 includes $5,051 for review of the
Stormwater Control Plan and hydrology analysis including feasibility of project phasing,
$5,983 for preparation of the technical memo, $3,575 for meetings and project
management, and $2,254 for additional consultation.
APPROVED by the Danville Town Council at a regular meeting on February 17, 2026,
