Williams, Town JIdanager 1 February 2, 2026 To: Mayor and Town Council Subject: January Town Manager's Update Overview This month's update reflects steady progress across the organization and a continued focus on the fundamentals that keep Danville running well. In addition to day-to-day operations, much of the Executive Team devoted significant time preparing for the Town Council's Annual Planning & Goal Setting Workshop in early February, an important opportunity to discuss strategic direction and Town -wide priorities. Despite staffing transitions, core financial reporting and payroll functions were completed on time, financial systems were prepared for the upcoming budget cycle. Teams are also continuing to advance priority capital projects, manage a high volume of development activity, and maintain Town facilities and public spaces. Recreation, arts, and community programs remained well attended and they reinforce the sense of connection that defines Danville. At the same time, staff continued strengthening emergency preparedness, often in coordination with regional partners. Together, these efforts reflect an organization focused on delivering dependable service today while thoughtfully preparing for the year ahead. DEPARTMENT UPDATES Administration & Finance Finance • Required Financial Reporting: Completed all monthly, quarterly, semi-annual, and annual reporting on time despite staffing transitions, including: > Monthly Treasurer's Report (investment activity, balances, and reconciliation). > Quarterly American Rescue Plan Act (ARPA) expenditure reporting. ➢ Annual Measure J Local Street Maintenance (LSM) reporting to CCTA. > Semi-annual TVTC/SCC JEPA reporting and related pass-through payments. > Annual County Service Area (CSA -M30) billing for Alamo Springs services. ➢ Annual 1099 filings with the IRS. • Payroll & Benefits: Processed payrolls; implementation of new -year benefits and deductions; issued and distributed 315 W -2s for tax year 2025. • Budget Preparation: Completed financial system preparation to support development of the upcoming budget cycle. • Accounting Controls & Systems: Documented new accounting processes related to Subscription -Based IT Arrangements and implemented supporting documentation for new accounting software. • State & External Reporting: Completed required filings including the State Controller's Report, bond disclosures, audit reporting, revenue and fee reporting, and receipt of audited FY 2024/25 LLAD and Financing Authority financial reports. Human Resources Human Resources conducted an open recruitment, onboarded Administrative Assistant and, Community Services Officer; continued implementation of process improvements. Information Technology • Network Infrastructure Upgrades: Completed network switch and wireless access point upgrades prior to the furlough period, improving overall system stability and network security. • EnerGov System Upgrade: Successfully upgraded the permitting platform from the 2023 to the 2025 release on January 10, consistent with the Town's practice of performing major system upgrades on a biennial cycle to maintain stability. Community Engagement • Website Chatbot: Launched an enhanced chatbot service on the Town's website to improve public access to information and service navigation. • Marketing Workflow: Implemented a new workflow for Recreation, Arts & Community Services marketing materials, with 62 requests received for the 2026 Q1. Emergency Preparedness & Response Staff participated in a City and County Joint Emergency Operations Center (EOC) tabletop exercise hosted by Contra Costa County. The exercise reinforced key roles, responsibilities, and decision-making processes when an EOC is activated, and provided a valuable opportunity to work through scenarios alongside peer jurisdictions. Engaging with counterparts in comparable EOC roles across the county helped clarify coordination protocols, identify shared challenges, and strengthen regional readiness. jeitY and County Tabletop fl Exercise immr Capital Improvements & Engineering • Iron Horse Trail Crossings (CIP 305): Rectangular Rapid Flashing Beacons (RRFBs) have been installed these devices. Installation has been completed at the Del Amigo/IHT, Hartford/IHT, and Love Lane/Railroad Avenue intersections. Next installations will begin at Linda Mesa/ IHT. • Town Studio & Pavilion (CIPs 628 & 629): Project plans and bid specifications are being finalized and scheduled for a bid opening in April; with construction still anticipated to begin in August 2026 following the conclusion of the summer events and concert season. Private Development Proposals • The Nova Project (375 West El Pintado): Construction is nearing completion, with the project expected to be finalized by May 2026. • The Lanes Project (Former Bowling Alley Site): The 49 -unit townhome development, including two accessory dwelling units (ADUs), has received full entitlements. The developer has submitted an application for demolition permits. • The Village (SB 330 Project): A 200 -unit apartment development proposed by Blake Griggs Developers. The application has been deemed complete and is scheduled for Planning Commission review on February 24. An appeal is anticipated. • Community Presbyterian Church Project (222 West El Pintado): The application for a residential development consisting of 49 townhomes and 19 ADUs is complete. The Church is currently seeking a development partner to move the project forward. Local musician Paul Stefani performed, and children participated in a craft activity.
