Danville Bicycle Advisory Commission – Special Meeting Summary of Actions November 19, 2025 1. CALL TO ORDER The special meeting of the Danville Bicycle Advisory Commission was called to order by Chair Heck at 5:00 p.m. in the Town Meeting Hall, 201 Front Street, Danville, CA. Present: Chris Heck, Chair Connor Fitzpatrick, Youth Commissioner Jose Gutierrez, Commissioner Ryan Ozimek, Commissioner Tim White, Commissioner Excused: Angela Wang, Vice Chair 2. CHANGES TO THE ORDER OF THE AGENDA There were no changes. 3. FOR THE GOOD OF THE TOWN There were no public comments. 4. CONSENT CALENDAR 4.1 Consider approval of the Summary of Actions from the regular Bicycle Advisory Commission meeting of September 22, 2025 MOTION BY COMMISSIONER WHITE, SECOND BY COMMISSIONER FITZPATRICK TO APPROVE THE SUMMARY OF ACTIONS FROM THE REGULAR BICYCLE ADVISORY COMMISSION MEETING OF SEPTEMBER 22, 2025. ADMINISTRATIVE STAFF REPORTS 5.1 Follow-Up Discussion of Bicycles, Scooters, and E-Bikes in Town Parks and on Residential Sidewalks Transportation Manager Allan Shields presented the staff report and answered questions from the Commission. Chair Heck opened the item for public comment. Alan Kalin expressed support for a complete e-bike ban stating the importance of sidewalk safety in the Town. Chair Heck closed the public comments and brought the item back to the Commission for discussion. Commissioner White expressed interest in imposing an age limitation on e- bike riders on sidewalks. MOTION BY CHAIR HECK, SECOND BY COMMISSIONER GUTIERREZ TO RECOMMEND TO TOWN COUNCIL TO MAINTAIN THE CURRENT LANGUAGE IN THE EXISTING MUNICIPAL CODE PROVISIONS THAT PROHIBIT OPERATING ANY VEHICLE, INCLUDING E-BIKES, ON SIDEWALKS IN A MANNER THAT ENDANGERS PEDESTRIANS OR PROPERTY, WITHOUT SPECIFIC BANS. MOTION CARRIED 3-2-0-1; COMMISSIONERS OZIMEK AND WHITE OPPOSED; VICE CHAIR WANG ABSENT 6. COMMISSIONER SUBCOMMITTEE REPORTS 6.1 E-bike/E-Scooter & Public Outreach and Education Subcommittee Youth Commissioner Fitzpatrick provided an update on the videos the high school students have provided to Town staff regarding e-bike education. Docusign Envelope ID: D5C87A47-0D06-406F-8C0C-55F6B522F574 BICYCLE ADVISORY COMMISSION SUMMARY OF ACTIONS NOVEMBER 19, 2025 3 6.2 Wayfinding Subcommittee There were no updates. 6.3 Iron Horse Corridor Management Program Advisory Committee Commissioner Ozimek provided an update on upcoming and completed projects from the Committee including the design of the Crow Canyon Pedestrian Bridge, double tracking on segments of the Iron Horse Trail, East Bay Park Police trail enforcement, and signage updates for Iron Horse Trail pathways. 7. COMMUNICATIONS 7.1 Street Smarts Bicycle Festival Review Transportation Program Analyst Melissa Haberer provided review on the event. 7.2 Next Bicycle Advisory Commission Meeting January 20, 2026 8.
