Williams, Town Manager January 13, 2026 To: Mayor and Town Council Subject: December Town Manager’s Update Overview December marked a strong close to the calendar year, defined by connection, operational readiness, and forward momentum. The Town maintained high levels of community engagement through a robust holiday marketing campaign and signature events, advanced major infrastructure and capital planning efforts, and continued strengthening internal systems and organizational capacity. At the same time, staff remained focused on public safety, emergency preparedness, and long-range planning—positioning the Town well as it moves into 2026. DEPARTMENT UPDATES Administration & Finance Finance Finance staff processed calendar year 2025 year-end payroll and began preparing for the mid-year operating budget analysis. Human Resources Human Resources conducted two open recruitments, onboarded a new Accounting Technician, and coordinated Bloodborne Pathogens training to support a safe and compliant workplace. Information Technology IT completed network switch and wireless access point upgrades, finalized the EnerGov system upgrade from the 2023 to the 2025 version, and continued system improvements to enhance reliability, security, and performance. 2 Community Engagement December saw exceptional digital engagement tied to the Town’s holiday programming. • The holiday marketing campaign generated nearly 1.5 million views across Facebook and Instagram, reaching more than 700,000 individuals in December alone. • The Lighting of the Old Oak Tree recap video was viewed over 40,000 times and shared 170 times. • The Viola the Town Elf campaign concluded with record engagement, reaching more than 141,000 views, including a single post about the Diablo Road Trail viewed over 27,000 times. These efforts and the following analytics reinforce Danville’s identity as a welcoming, vibrant community that constantly engages with its residents. 3 4 Economic Development & Community Events • Launched 2026 Business Promotion Grant Program: Expand Town support to include small digital marketing grants for individual businesses, in addition to the traditional group event funding. • Opened Annual Community Event Application Window: Received 21 applications, which will be presented to the Town Council in February. • Prospect Park Plaza Activation: To sustain activity at Prospect Park Plaza following the Starbucks closure, the Town hosted three live music performances and one Pop- Up Gift Market on December 13 (the December 20 market was canceled due to weather). These activations helped maintain foot traffic, support local makers, and reinforce downtown vibrancy during the holidays. • Business related Social Media Posts 5 • Quarterly Business Activity E-Bike Safety Update The Bicycle Advisory Commission (BAC) met and recommended no changes to the existing downtown e-bike ordinance, electing not to extend sidewalk restrictions into residential areas. This follows the Parks, Recreation & Arts Commission (PRAC) recommendation to limit e-bike and e-scooter use in parks to paved trails only and adopt a 15-mph speed limit. Input from both commissions is anticipated to be forwarded to Town Council in early 2026. In parallel, the Town is now reviewing the released e-bike safety study conducted by the Mineta Transportation Institute (Senate Bill 381). The findings of the study will help inform the Town’s and State’s policy discussions. Emergency Preparedness & Response Staff conducted panic button testing at the Maintenance Yard and are coordinating system updates with the Town’s vendor. The Front Street slide repair appeal remains under review by CalOES. In addition, staff continued regional coordination following heightened seismic activity in the San Ramon Valley, which has experienced more than 300 earthquakes since November. 6 Capital Improvements & Engineering • Iron Horse Trail Crossings (CIP 305): Installation of Rectangular Rapid Flashing Beacons (RRFBs) under the Iron Horse Trail Crossings project progress is contingent upon availability of Contra Costa County Signal Maintenance staff, who install these devices. Installation has been completed at the Del Amigo/IHT, Hartford/IHT, and Love Lane/Railroad Avenue intersections. Remaining intersections include Prospect/IHT, Linda Mesa/IHT, and Stone Valley/Monte Sereno. • Town Studio & Pavilion (CIPs 628 & 629): Project architect is incorporating comments from the 95 percent design review. The projects are expected to go out to bid in spring 2026, with construction anticipated to begin in August 2026 following the conclusion of the summer events and concert season. • Diablo Road Trail (CIP 055): Cattle fencing has been installed and construction activity suspended until spring. Updated design work addressing utility conflicts erosion conditions is expected to be completed by the end of January. Private Development Proposals • Danville Village Apartments (107 Town & Country Drive): This application for a 200-unit SB 330 apartment development was deemed complete on January 8, 2026. By state law, the Town is limited to a 90-day window to take action. • Community Presbyterian Church: A proposal was formally submitted prior to Thanksgiving and is currently undergoing a 30-day completeness review. The proposal includes a residential component totaling 69 units, consisting of 52 townhomes and 17 accessory dwelling units. • The Lanes (200 Boone Court): SB 330 application by the Address Company for 47 three-story townhomes and two junior accessory dwelling units on a 1.62 -acre site— was reviewed by the Design Review Board on October 16 and heard by the Planning Commission on November 25. With no appeal filed, the project will proceed to final map approval and building permits. 7 Permit Processing 8 Maintenance Services • Prospect Park Plaza Activation: Installed furniture, banners and decorations. • AB 1572 Turf Replacement: Awarded a design contract to develop a Master Plan and landscape palette for the Camino Tassajara corridor. • Hap Magee Ranch Dog Park: Completed re-sodding of the large dog park and seeding the small dog park, as part of the winter moratorium efforts. • Danville South Park Playground Replacement: Expected to begin January 20. • Danville Sports Alliance Partnership: Awarded contract to upgrade the Diablo Vista Park synthetic turf field lighting to LED. The approximately $300,000 project will be funded by the Sports Alliance and will take place in June 2026. • Building Maintenance: Projects during the furlough include refinishing floors at the Veterans Memorial Building and Danville Community Center, and cleaning carpets at Town Offices. • Utility Cost Monitoring: Closely monitoring utility costs to ensure expenditure remains consistent with projections. 9 Recreation, Arts & Community Services Throughout December, community programs and volunteer-driven activities brought residents together in the spirit of service and celebration. • Danville Youth Council members and community volunteers created 67 no-sew blankets for donation to Project Linus, supporting children in need. • Santa’s Mailbox returned for another successful season, with more than 75 volunteer elves helping Santa respond to over 400 letters from Danville children. • Youth sports also ramped up, as Junior Warriors practices began with more than 480 participants supported by over 100 volunteer coaches. • In addition, three live performances at Prospect Park Plaza helped create a festive atmosphere for holiday shoppers throughout the month. Police Services In November, the Police Department concluded its Fall Citizen’s Academy, graduating 12 community members. The department also recognized more than 30 Volunteers in Police Service (VIPs) at the annual appreciation dinner on November 19. Throughout the month, staff continued to support community events, including College Night on Hartz Avenue and the Lighting of the Old Oak Tree, reinforcing the department’s strong presence and engagement within the community.
