HomeMy WebLinkAbout121625-06.8 ADMINISTRATIVE STAFF REPORT 6.8 TO: Mayor and Town Council December 16, 2025 SUBJECT: Resolution No. 79-2025, awarding a professional services agreement for preparation of the Camino Tassajara Master Landscaping Plan related to non-functional turf replacement, CIP No. B-643 BACKGROUND Assembly Bill 1572 (AB 1572), signed into law in 2022, prohibits the use of potable water for the irrigation of non-functional turf in street medians and parkways beginning January 1, 2027. In preparation for this requirement, the Town must develop plannin g and design documents to guide the systematic removal and replacement of non - functional turf within the affected public right-of-way areas. Camino Tassajara contains a significant portion of the Town’s remaining non-functional turf. To ensure regulatory compliance, long-term water-use reduction, and high-quality corridor aesthetics, staff is initiating the development of a comprehensive Camino Tassajara Master Landscaping Plan to establish design standards, recommended plant palettes, irrigation strategies, and phased implementation guidance. DISCUSSION During the past year, several smaller-scale grass replacement projects were completed by maximizing existing landscape maintenance contracts. With those resources exhausted, it is now appropriate to transition to a larger -scale plan that will account for the replacement of non-functional turf in all remaining areas along Camino Tassajara, while ensuring a cohesive design throughout. Because of the impending compliance deadline and the need to begin design work as soon as possible, staff reached out directly to Callander Associates Landscape Architecture, Inc., a locally based firm with whom the Town has a long and highly successful history of collaboration. Callander Associates has extensive experience preparing corridor landscape plans, drought-tolerant planting designs, and water- efficient irrigation strategies for public agency clients. They are also deeply familiar with Danville’s design standards and have recently completed similar work for other jurisdictions responding to AB 1572 and related state water-conservation requirements. Landscape Plan Design Services 2 December 16, 2025 Based on their expertise, familiarity with Town infrastructure and aesthetics, and the need for timely initiation of planning work, staff determined that Callander Associates is uniquely qualified to prepare the Camino Tassajara Master Landscaping Plan. The firm submitted a proposal with a fee of $148,082, which staff has reviewed and determined to be appropriate for the scope of the project. PUBLIC CONTACT Posting of the meeting agenda serves as notice to the general public. FISCAL IMPACT The cost for design and plan preparation services is $148,082 with a 10% contingency of $14,808 for a total of $162,890. Sufficient funds are available in the Non-Functional Turf Replacement Project, CIP No. B-643 (Attachment B). RECOMMENDATION Adopt Resolution No. 79-2025, awarding a professional services agreement for preparation of the Camino Tassajara Master Landscaping Plan related to non -functional turf replacement, CIP No. B-643. B-643 WHEREAS, Assembly Bill 1572 (AB 1572) prohibits the use of potable water for the irrigation of non-functional turf in street medians and parkways beginning January 1, 2027; and WHEREAS, to ensure regulatory compliance while maintaining high-quality corridor aesthetics, the development of a comprehensive Camino Tassajara Master Landscaping Plan is necessary to establish design standards; and WHEREAS, Callander Associates Landscape Architecture, Inc., a locally based firm with whom the Town has a long and highly successful history of collaboration, has extensive experience preparing corridor landscape plans for public agency clients; and WHEREAS, Callander Associates Landscape Architecture, Inc. is qualified to provide the desired design services and a scope of work and related fee proposal has been negotiated; now, therefore, be it RESOLVED, by the Danville Town Council that the Town Manager is hereby authorized to execute, on behalf of the Town, a Professional Services Agreement with Callander Associates Landscape Architecture, Inc. with a budget of $148,082, and that the Town Manager be authorized to establish and utilize a 10% contingency in the amount of $14,808 for additional work that may be subsequently approved by contract amendment.
