SUBJECT: Resolution No. 78-2025, awarding a construction contract for the Sports
Field LED Conversion Project at Diablo Vista Park, CIP No. B-642
BACKGROUND
Diablo Vista Park is an active park with various sports fields and facilities, including a
synthetic turf multi-use field, two baseball fields, tennis courts, and a basketball court.
Collectively, these sport facilities provide approximately 5,000 hours of formal, reserved
use for sports groups each year, in addition to informal, recreational use by the public.
DISCUSSION
The Sports Alliance – a collaboration of recognized youth and adult sports leagues who
use athletic fields in Danville and Alamo and is supported by the Town of Danville, the
San Ramon Valley Unified School District and Contra Costa County (R-7A) – has
recognized the need for additional field space to accommodate growing sports uses for
many years and has been collecting funds for that purpose. Their initial goal was to find
land where a new field could be built and/or convert an existing grass field into synthetic
turf; however, after many years of searching, those options have not proven to be feasible
– there simply is not much available land, and the ongoing cost of maintaining and
replacing synthetic turf is prohibitive.
With new fields proving to be infeasible, the Sports Alliance has redirected its focus to
field improvements that enhance playability and help ensure availability now and into
the future. One such improvement is a proposal to upgrade the sports field light ing at
the Diablo Vista Park synthetic turf multi-use field to LED. The existing lighting system
is aging and becoming increasingly difficult to maintain, and a new LED system would
offer improved user experience with an extended lifespan. The Sports Allia nce has
offered to fund the LED conversion project.
To construct the project, staff recommends entering into a cooperative agreement with
Musco Sports Lighting, LLC (Musco), a Sourcewell cooperative purchasing contractor.
As a Sourcewell contractor, Musco must offer goods and/or services to the Town based
on what the State or Federal government has paid for a similar item. The Town’s
purchasing policy allows the Town to enter into a cooperative purchasing agreement or
program with the State, County, other cities or public agencies if it would be
advantageous to the Town. Utilizing a cooperative agreement would reduce staff time

spent on administrative tasks and creating in-house specifications and bid documents.
Cooperative agreements contracts provide flexibility while still maintaining compliance
with procurement statutes.
Upon approval of the cooperative agreement, construction is expected to take place in
June 2026.

FISCAL IMPACT
The amount for the construction contract and 10-year warranty is $293,868.71. An
additional 10% contingency in the amount of $29,386.29 results in a total construction
budget of $323,255. The Sports Alliance has agreed to fund up to $300,000 for the project;
sufficient funding for the remaining contingency amount has been budgeted within
Sports Field Lighting Maintenance, CIP No. B-642.
RECOMMENDATION
Adopt Resolution No. 78-2025, awarding a construction contract for the Sports Field LED
Conversion Project at Diablo Vista Park, CIP No. B-642.

AWARDING A CONSTRUCTION CONTRACT FOR THE SPORTS FIELD LED
CONVERSION PROJECT AT DIABLO VISTA PARK, CIP NO. B-642
WHEREAS, plans and specifications for the Sports Field LED Conversion Project at
Diablo Vista Park, CIP No. B-642, have been reviewed and approved by the City
Engineer; and
WHEREAS, this project is categorically exempt from the requirements of the California
Environmental Quality Act, Section 15301, Class 1; and
WHEREAS, Section 3-8.14 of the Danville Municipal Code authorizes the Town to
participate in voluntary cooperative purchasing agreements with the State of California
and other public agencies, following the procedures of any such cooperative purchasing
agreement; and
WHEREAS, Sourcewell is a cooperative purchasing agreement in which the Town may
participate; and
WHEREAS, Musco Sports Lighting, LLC is a contractor participating in the Sourcewell
program, offering the purchase and installation of sports field lighting; and
WHEREAS, the Town has determined that entering into a contract for the purchase and
installation of sports field lighting at Diablo Vista Park through the Sourcewell program
offers the least expensive and most efficient means of completing this project; now,
therefore, be it
RESOLVED, by the Danville Town Council, that the Town award the construction
contract for the Sports Field LED Conversion Project at Diablo Vista Park, CIP No. B-642
to Musco Sports Lighting, LLC of Oskaloosa, Iowa; and, be it further
RESOLVED, by the Danville Town Council, that the Town Manager be and hereby is
authorized to execute, on behalf of the Town, a written contract with Musco Sports
Lighting, LLC of Oskaloosa, Iowa, for $293,868.71 and authorize use of a 10% contingency
of $29,386.29 for a total construction budget of $323,255 for work in connection therewith,
and the City Clerk is hereby directed to attest same and affix thereto the official seal of
the Town.
