Town Council – Regular Meeting SUMMARY OF ACTIONS November 18, 2025 - DRAFT 1. CALL TO ORDER The regular meeting of the Danville Town Council was called to order by Mayor Morgan at 5:00 p.m. at the Town Meeting Hall, 201 Front Street, Danville, CA. Present: Renee Morgan, Mayor Newell Arnerich, Vice Mayor Mark Belotz, Councilmember Karen Stepper, Councilmember Robert Storer, Councilmember 2. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance to the flag was led by student “Mayor for the Day” Kaira Patel. 3. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. 4. FOR THE GOOD OF THE TOWN Alan Kalin submitted supplemental correspondence and addressed the Town Council regarding e-moto concerns. Bob Mittelstaedt submitted supplemental correspondence and addressed the Town Council regarding e-moto concerns. 5. CONSENT CALENDAR 5.1Consider approval of the Summary of Actions from the regular Town Council meeting of November 5, 2025 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS NOVEMBER 18, 2025 5.2Consider approval of the Register of Demands 5.3Consider acceptance of the September 2025 Month End Treasurer’s Report 5.4Consider adoption of Resolution No. 74-2025, approving Minor Subdivision Map and accepting private improvements and dedications for Minor Subdivision MS 870-2022, located at 824 Danville Blvd. MOTION BY COUNCILMEMBER STEPPER, SECOND BY VICE MAYOR ARNERICH, TO APPROVE THE CONSENT CALENDAR MOTION CARRIED 5-0 6. COMMUNICATIONS 6.1Maintenance Services Department Report by Director Dave Casteel Dave Casteel provided the report. 7. ADMINISTRATIVE STAFF REPORTS 7.1 Consider adoption of Resolution No. 75-2025, approving an update to the Business Promotion Fund Grant Policy Communications and Economic Development Manager Jenn Starnes presented the staff report and answered questions from the Town Council. Vice Mayor Arnerich requested clarification regarding the grant request review process and the amount that would require Town Council approval. City Attorney Rob Ewing referred to the Town’s Purchasing Policy and approval limits. Mayor Morgan opened the item to public comment. There were no speakers. Mayor Morgan closed the item to public comment. 2 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS NOVEMBER 18, 2025 Vice Mayor Arnerich requested that the document that describes the grant request eligibility requirements be included as an Exhibit to the approved policy. MOTION BY VICE MAYOR ARNERICH, SECOND BY COUNCILMEMBER STORER, TO ADOPT RESOLUTION NO. 75-2025, APPROVING AN UPDATE TO THE BUSINESS PROMOTION FUND GRANT POLICY, AND THE DOCUMENT TITLED “BUSINESSES ELIGIBLE/NOT ELIGIBLE FOR BUSINESS GRANT” TO BE INCLUDED WITH THE RESOLUTION AND BUSINESS PROMOTION FUND GRANT POLICY MOTION CARRIED 5-0 8. TOWN COUNCIL REPORTS 8.1Town Council updates Councilmembers provided updates on events and activities in Danville. There was Town Council consensus to place an item on a future agenda to discuss the lease of 510 La Gonda Way. 9.
