PARKS, RECREATION AND ARTS COMMISSION
STAFF REPORT
5.1
TO: Parks, Recreation and Arts Commission December 10, 2025
SUBJECT: Consider approval of the Tassajara Valley Little League Batting Cage
Light Proposal at Sycamore Valley Park
BACKGROUND
Tassajara Valley Little League (TVLL) is a longtime member of the Sports Alliance and
the primary user of baseball fields #1 and #5 (the upper-level grass fields) at Sycamore
Valley Park during their season, which generally runs from March through July of each
year. The Town enjoys a successful partnership with TVLL at Sycamore Valley Park,
including their maintenance of the grass and dirt infields at fields #1 and #5, the
scorekeeper booths at fields #1, #2, #3, #5 and #6, their annual use and upkeep of the
snack shack during their season, and coordination for tournaments and events. In 2024,
TVLL approached the Commission with a request to fund the installation of a scoreboard
on Sycamore Valley Park field #5 and, after receiving approval, successfully completed
the project.
DISCUSSION
At Sycamore Valley Park, just beyond the right field corner of field #5, there is an existing
batting cage. Similar to the batting cages at Osage Station Park, this batting cage was
installed by, and is used by, the little league groups. The batting cage receives
considerable use, primarily during the baseball season, and has electricity for pitching
machines but does not currently have lighting.
As part of their ongoing commitment to providing high-quality fields and recreational
experiences for their members, TVLL has requested approval to add lighting to the
batting cage. The batting cage is on a field that already has sports field lighting; that
lighting can be programmed until 10:00 p.m. nightly, and the batting cage lighting would
follow the same schedule. A timing mechanism would be installed to ensure the lights
do not remain on when not in use. There would be little to no expected impact associated
with putting lights within the batting cage due to its location towards the rear of the site
and being in a park that has sports field lighting. TVLL would be responsible for all costs
associated with the installation and maintenance of the lights.
If approved by the Commission, Town staff will work with representatives from TVLL
on plans and specifications for the batting cage lights to ensure they comply with all
requirements prior to moving forward with construction.
RECOMMENDATION
Approve the Tassajara Valley Little League Batting Cage Light Proposal at Sycamore
Valley Park.
