Danville Bicycle Advisory Commission – Regular Meeting Summary of Actions September 22, 2025 - DRAFT 1. CALL TO ORDER The regular meeting of the Danville Bicycle Advisory Commission was called to order by Chair Heck at 5:01 p.m. in the Town Meeting Hall, 201 Front Street, Danville, CA. Present: Chris Heck, Chair Angela Wang, Vice Chair Connor Fitzpatrick, Youth Commissioner Jose Gutierrez, Commissioner Ryan Ozimek, Commissioner Tim White, Commissioner 2. CHANGES TO THE ORDER OF THE AGENDA There were no changes. 3. FOR THE GOOD OF THE TOWN Bruce Bilodeau expressed support for a Town-wide elimination of Class 2 e-bikes on Town sidewalks. 4. CONSENT CALENDAR 4.1 Consider approval of the Summary of Actions from the regular Bicycle Advisory Commission meeting of July 28, 2025 MOTION BY COMMISSIONER WHITE, SECOND BY VICE CHAIR WANG TO APPROVE THE SUMMARY OF ACTIONS FROM THE REGULAR BICYCLE ADVISORY COMMISSION MEETING OF JULY 28, 2025. MOTION CARRIED 6-0-0-0 BICYCLE ADVISORY COMMISSION SUMMARY OF ACTIONS - DRAFT SEPTEMBER 22, 2025 2 5. ADMINISTRATIVE STAFF REPORTS 5.1 Follow-Up Discussion of Bicycles, Scooters, and E-Bikes in Town Parks and on Residential Sidewalks Transportation Manager Allan Shields presented the staff report and answered questions from the Commission. Danville Police Lieutenant John Rock III answered questions from the Commission regarding the current police enforcement efforts for e-bikes. Chair Heck opened the item for public comment. Alan Kalin expressed support for a Townwide ordinance prohibiting e- bikes riding on sidewalks in Danville. Town Council SRVUSD Street Smarts liaison Vice Mayor Arnerich provided an update to the Commission about the collaboration between Street Smarts and local schools to provide e-bike safety and education. Chair Heck closed the public comments and brought the item back to the Commission for discussion. MOTION BY CHAIR HECK, SECOND BY COMMISSIONER WHITE TO CONTINUE THE DISCUSSION OF BICYCLES, SCOOTERS, AND E-BIKES IN TOWN PARKS AND ON RESIDENTIAL SIDEWALKS AT THE NOVEMBER 24, 2025, BICYCLE ADVISORY COMMISSION MEETING. MOTION CARRIED 4-2-0-0; VICE CHAIR WANG AND COMMISSIONER OZIMEK OPPOSED 5.2 Discussion on Implementation of the Bicycle Wayfinding Strategy as outlined in the 2021 Bicycle Master Plan Transportation Manager Allan Shields presented the staff report and answered commissioner questions. Chair Heck opened the item for public comment. BICYCLE ADVISORY COMMISSION SUMMARY OF ACTIONS - DRAFT SEPTEMBER 22, 2025 3 There were no public comments. Chair Heck closed the public comments. Commissioner White expressed support for deferring the project. MOTION BY COMMISSIONER WHITE, SECOND BY CHAIR HECK TO DEFER THE BICYCLE WAYFINDING STRATEGY DESIGN IN FAVOR OF OTHER MORE IMMEDIATE PROJECTS. MOTION CARRIED 5-1-0-0; COMMISSIONER OZIMEK OPPOSED 6. COMMISSIONER SUBCOMMITTEE REPORTS 6.1 E-bike/E-Scooter & Public Outreach and Education Subcommittee Vice Chair Wang and Commissioner Fitzpatrick provided the Commission an update on educational videos that are in development for educational distribution. 6.2 Wayfinding Subcommittee There were no updates. 6.3 Iron Horse Corridor Management Program Advisory Committee Commissioner Ozimek and Vice Mayor Arnerich provided the Commission with an update of the August 11, 2025, meeting. 7. COMMUNICATIONS 7.1 Street Smarts Update Transportation Program Analyst Melissa Haberer provided an update about the Bike Rodeo event and answered commissioner questions. 7.2 Next Bicycle Advisory Commission Meeting November 24, 2025 BICYCLE ADVISORY COMMISSION SUMMARY OF ACTIONS - DRAFT SEPTEMBER 22, 2025 4 8.
