DESIGN REVIEW BOARD STAFF REPORT 5.3
TO: Design Review Board Members November 13, 2025
SUBJECT: Review and recommend the Planning Commission approve the
architecture, color and material board, and landscape design for Major
Subdivision request SD 9721 and Development Plan request DEV25-0014
allowing the development of 47 townhomes with two attached accessory
dwelling units on a 1.62-acre property located at 200 Boone Court.
PROJECT DESCRIPTION
The project includes a Major Subdivision request (SD 9721) and a Development Plan
request (DEV25-0014). These requests would allow for the site to be subdivided to create
a 47 lot townhouse development. Two of the units would incorporate accessory dwelling
units resulting in a total 49 unit development. The Development Plan request includes
the proposed architectural elevations, materials, colors, and landscaping for the proposed
110,170 +/- square foot three-story development.
This development was submitted as a Preliminary Housing Development Plan
Application under SB 330 which was deemed complete on July 31, 2025. The Formal
Development Plan application was deemed complete on October 24, 2025.
This project was reviewed by the Design Review Board at the October 16, 2025, meeting
where they provided comments on the proposed plans.
EVALUATION
Architecture: Board Members requested the applicant provide more complete
architecture including adding a stucco stripe to the side and rear elevations to
break up the board and batten siding. Staff recommended the applicant add rafter
tails/braces to the rear and side elevations.
The applicant added rafter tails to the rear and side elevations on style “A”
buildings and changed the existing rafter tails to brown to match the change in
balcony color. Dark stucco striping was added to the rear and side elevations of
style “B” buildings.
Balconies: Board Members requested the applicant explore different materials and
design styles for the balcony railings.

The applicant changed the railing color from dark taupe to a warm brown on style
“A” buildings.
RECOMMENDATION
Review and recommend the Planning Commission approve the architecture, color and
material board, and landscape design for Major Subdivision request SD 9721 and
Development Plan request DEV25-0014 allowing the development of 47 townhomes with
two attached accessory dwelling units located at 200 Boone Court.
