ADMINISTRATIVE STAFF REPORT 5.2
TO: Design Review Board Members November 13, 2025
SUBJECT: Review and recommend the Planning Commission approve the
architectural, landscape and site plan design for Development Plan request
DEV25-02 to allow the development of a four-story 348,112 square foot 200-
unit mixed-use multifamily residential apartment and commercial
buildings on a 3.89-acre site located at 101-119 Town & Country Drive.
BACKGROUND/DESCRIPTION
The subject site was redesignated to Residential – Multifamily, allowing 30-35 units per
acre as part of the Town’s 2023-2031 Housing Element adoption process, in January 2023.
The development would include the demolition of three commercial buildings, and the
retention of the commercial building on the left (housing Fitness 19). Two levels of
basement parking are proposed. The proposed development meets the State definition of
a mixed-use development.
This application is being submitted under CA State Law SB 330, The Housing Crisis Act.
The applicant submitted a preliminary application on February 14, 2025, and formal
application on August 13, 2025. Once the application is deemed to be complete, the Town
must take action on the project within 90 days, and the Town is limited to holding a
maximum of five hearings.
The application has been submitted under the CA State Density Bonus Law. As such, in
exchange for designating 15 percent of the base units (21 units) as affordable to very low-
income households, the applicant is entitled to a 50% density bonus. The applicant is also
entitled to an unlimited number of waivers of otherwise applicable Town development
standards, including:
Height - 53’ (35’ average allowed)
Floor Area Ratio – 141% (120% allowed)
Parking – 237 (344 required)
Commercial Parking – 95 (116 Required)
Under State Law, the Town cannot disallow these proposed waivers unless findings are
made that they would result in an adverse impact on public health and safety.

The Design Review Board reviewed this development on September 11, 2025. During that
meeting the DRB identified several design issues and requested that the applicant
address those concerns and return to the DRB for a second review.
EVALUATION
The following design issues were identified by the Design Review Board during the
September 11, 2025, meeting:
1. Add additional articulation to the flat three-story elevations near the garage entry,
around the northern corner, and at the south elevation.
Near the northeast corner, metal awnings have been added over the lower
windows and an additional brown-colored pop-out has been added to the second
and third floor windows above the parking garage entry.
2. Look for opportunities to incorporate additional building breaks such as the break
proposed at the northwest corner.
No additional building breaks were added.
3. Save as many of the existing mature redwood trees along Town & Country as
possible.
The Tree Preservation and Removal Plan Sheet L3.01. Additional clarification and
confidence factors related to the possibility of tree preservation may be presented
at the meeting.
4. Plant 48” box trees as replacement trees along Town & Country Drive.
This can be included as a condition of approval.
5. All exterior lighting should be down directed, including on the roof top lounge area.
Wall lights are shown as down directed. This will be a condition of approval.
6. Propose alternate balcony railing which provides better screening of the balcony
areas.
The architect has clarified that the proposed railing is a screen mesh which
partially screens the balcony areas.

7. Redesign the northeast corner of the commercial building to remain to upgrade this
elevation as it will be a focal point for the building.
The architect has provided additional details regarding the remodel of the existing
commercial building to remain, see Sheets A.13 and A.14.
8. Consider adding hipped roof and gables on the south elevation, similar to the north
elevation.
The applicant chose not to address this comment. However, additional brown-
colored pop-outs for the windows and awnings over the ground floor windows
have been added.
RECOMMENDATION
Review and recommend the Planning Commission approve the architectural, landscape
and site plan design for Development Plan request DEV25-02 to allow the development
of a four-story 348,112 square foot 200-unit mixed-use multifamily residential apartment
and commercial buildings on a 3.89-acre site located at 101-119 Town & Country Drive.

MWELO CONFORMANCE
THE PROJECT PLANTING AND IRRIGATION DESIGN WILL BE DESIGNED WITH LOW WATER
USE PLANTS AND EFFICIENT IRRIGATION SYSTEM WHICH WILL MEET THE STATE'S
MODEL WATER EFFICIENT LANDSCAPE ORDINANCE. COMPLETED CALCULATIONS AND
WORKSHEETS WILL BE PROVIDED DURING BUILDING PERMIT PHASE.
PLANTS SELECTED WILL BE LOW WATER USE AND IRRIGATION WILL CONSIST OF
SUBSURFACE DRIP WITH A SMART IRRIGATION CONTROLLER.
IRRIGATION SYSTEM IS DESIGNED TO PROVIDE THE MINIMUM AMOUNT OF W ATER
NECESSARY TO SUSTAIN GOOD PLANT HEALTH. ALL SELECTED COMPONENTS ARE
COMMERCIAL GRADE, SELECTED FOR DURABILITY, VANDAL RESISTANCE AND MINIMUM
MAINTENANCE REQUIREMENT.
• COMPLIANT WITH CALIFORNIA MODEL WATER EFFICIENT LANDSCAPE ORDINANCE
(MWELO)
• COMPLIANT WITH LOCAL WATER EFFICIENT LANDSCAPE REQUIREMENTS.
• COMPLIANT WITH REQUIREMENTS OF APPLICABLE WATER PROVIDER.
A DEDICATED IRRIGATION WATER METER FROM THE APPLICABLE LOCAL WATER
PURVEYOR WILL BE REQUIRED.
THE SYSTEM ALSO INCLUDES THE FOLLOWING:
1. HIGH EFFICIENCY DRIP SYSTEMS FOR ALL SHRUB/GROUNDCOVER AREAS
2. SYSTEM MANAGEMENT BY 'SMART' CONTROLLER CAPABLE OF DAILY SELF ADJUSTMENT
OF WATERING SCHEDULES BASED ON REAL-TIME DATA FROM ON-SITE SOIL OR
WEATHER SENSOR OR CLOUD-BASED WEATHER SERVICE.
3. ALL MATERIALS TO BE COMMERCIAL GRADE WITH PROVEN FIELD SUCCESS AND
MINIMAL MAINTENANCE REQUIREMENT.
4. THE SYSTEM INCLUDES A MASTER CONTROL VALVE AND FLOW SENSING CAPABILITY
WHICH WILL SHUT DOWN ALL OR PART OF THE SYSTEM IF LEAKS ARE DETECTED.
