Shaped by Community Feedback •5,300+ visitors to consultant project website. •~1,500 community survey responses (with 1,180 written notes). •Business interviews, pop-ups, Commission reviews. Chosen by Town Council •Project selected from 8 preliminary concepts •Took advantage of one-time ARPA grant funding Project Goals DMP Catalyst Project was designed to: 1.Increase Pedestrian Safety: Creating safer, slower streets downtown. 2.Increase Public Gathering Space: Expanding public plazas and outdoor gathering spaces. 3.Enhance Ambiance: Adding decorative and functional lighting. Bicycle Planning in Downtown Community Priorities Out of 1,180 *written* survey comments, just 7 mentioned bikes, 2 of those noted bike access concerns. Complete Street Network Together, these provide a complete and connected bike network consistent with regional mobility goals: •Iron Horse Trail (Class I) car-free multi-use trail •Railroad Avenue (Class II) with dedicated bike lanes •Front Street (Class III) with shared-lane route Constraints on Hartz Avenue •Limited right-of-way constraints on-street parking make dedicated bike lanes infeasible without reducing pedestrian space or parking. •Pedestrian priority corridor to support shopping, outdoor dining, and public gathering in plazas. •Dooring hazards on a narrow, constrained street. Commitment to the Business Community Our Promises 1.Completion before the holiday shopping season. 2.Minimize disruptions to business continuity. 3.Provide frequent updates. Approach •Weekly project updates and outreach o Weekly updates via email newsletter o 110+ social media posts, with reach of more than 164,000. Town Talks project page visited 3,200+ times; project flier downloaded 500+ times •Signage and wayfinding to support foot traffic •Phased construction to minimize disruption o No work July 4th Week o No routine work during evenings/weekends o No noisy work during lunch times o Night work: pavement, intersection stamping, roadway striping Consequences •Construction accommodations stretched timeline. •Minimize disruptions to business continuity. Yes 3.Enhance Ambiance: Adding decorative and functional lighting Added a total of 18 new double acorn streetlights (8 planned and 10 additional). New decorative lights at Prospect Park Plaza. Yes Potential Additional Actions 1.Ongoing Monitoring Continue to monitor speed and traffic safety along Hartz Avenue, with particular focus on Hartz/Linda Mesa Avenue and Hartz/Prospect Avenue intersections 2.Additional Pavement Markings Install addition traffic calming features, as warranted based on findings of ongoing traffic speed surveys. 3.Reconstruction of Intersections Undertake effort to reconstruct Hartz/Linda Mesa and Hartz/Prospect intersections to achieve raised tables.
