SUMMARY OF ACTIONS
October 21, 2025 - DRAFT
1. CALL TO ORDER
The regular meeting of the Danville Town Council was called to order by Mayor
Morgan at 5:00 p.m. at the Town Meeting Hall, 201 Front Street, Danville, CA.
Present: Renee Morgan, Mayor
Newell Arnerich, Vice Mayor
Mark Belotz, Councilmember
Karen Stepper, Councilmember
Robert Storer, Councilmember
2. PLEDGE OF ALLEGIANCE TO THE FLAG
The pledge of allegiance to the flag was led by Nate McCormack.
3. CHANGES TO THE ORDER OF THE AGENDA
There were no changes to the order of the agenda.
4. FOR THE GOOD OF THE TOWN
Anthony Mitchell, Eco Green Solutions, informed the Town of a program available
to help pay for projects such as renewables, solar, lighting, and upgrades to EV
charging stations.
5. PRESENTATIONS AND PROCLAMATIONS
5.1 Presentation of a proclamation proclaiming November 5, 2025, as Shelter-
In-Place Education Day
Mayor Morgan presented the proclamation.

Councilmember Stepper stated she will abstain from voting on the item due to proximity
of real property to the subject project.

7. COMMUNICATIONS
7.1 Legislative update by Management Analyst Cat Bravo
Cat Bravo provided the report.
8. PUBLIC HEARINGS
8.1 Consider introduction of Ordinance No. 2025-04, approving Zoning Text
Amendment ZTA25-0003 amending the Town’s Accessory Dwelling Unit
Ordinance
Associate Planner Riley Anderson-Barrett presented the staff report.
City Attorney Rob Ewing discussed correspondence received from the
Montair Property Owner’s Association and the California Housing Defense
Fund, recommended introducing the ordinance as presented, and
answered questions from the Town Council.
Mayor Morgan opened the item to public comment.
Sam Altshuler expressed concern regarding placement of ADUs and
unintended consequences affecting westside residents; presented slides
depicting safety risks during emergency response on westside roads; and
proposed an amendment to Ordinance No. 2025-04.
Clement Glynn expressed safety concerns in the event that Montair
residents need to evacuate due to a fire.

Mayor Morgan closed the item to public comment.
Town Council expressed understanding of the speakers’ concerns and there
was consensus to have a future discussion regarding Danville’s option to
modify the ordinance to address concerns.
Mr. Ewing addressed questions and statements that were raised by the
Town Council and during public comment.
Town Manager Tai Williams stated that the Town will get more clarity on
options after discussing with the State.

APPROVING ZONING TEXT AMENDMENT ZTA25-0003 AMENDING THE TOWN’S
ACCESSORY DWELLING UNIT ORDINANCE, AND RETURN FOR SECOND
READING ON NOVEMBER 5, 2025
MOTION CARRIED 5-0
8.2 Consider introduction of Ordinance No. 2025-05, repealing existing
Chapters 10-1 through 10-7, 10-13 through 10-15, 10-18 and 10-19 of the
Danville Municipal Code and adding new Chapters 10-1 through 10-7, 10-
13 through 10-15, 10-18, 10-19 and 10-20 to the Danville Municipal Code
adopting the 2025 California Building Codes
Chief Building Official Stacey Gill presented the staff report and answered
Town Council questions.

Vice Mayor Arnerich provided the report.
10.2 Town Council updates
Councilmembers provided updates on events and activities in Danville.
There was Town Council consensus to have a future study session
discussion regarding cannabis businesses.
11. ADJOURN TO CLOSED SESSION
The regular meeting of the Danville Town Council adjourned to a closed session
at 7:02 p.m. in memory of former Danville Councilmember Mike Doyle.
