•Advisory Council on Aging (ACOA) is the advisory body on aging issues to the
Contra Costa County Board of Supervisors and Contra Costa County Area
Agency on Aging (AAA). There are 40 members, and they are appointed by the
Board of Supervisors.
Mission Statement
•The Advisory Council on Aging provides leadership and advocacy on
behalf of older persons and serves as a channel of communication and
information on aging issues. In collaboration with the Area Agency on
Aging, the Council provides a means for countywide planning, cooperation
and coordination for individuals and groups interested in improving and
developing services and opportunities for older residents of this county.

ACOA Housing Committee
•ACOA has eight committees: Housing, Health, Legislative,
Transportation, Technology, Executive, Planning, and Membership.
TODAY’S FOCUS: The ACOA Housing Committee
❖Supports initiatives that addresses the lack of adequate and
affordable housing for older adults in Contra Costa County.
❖Advocates for and supports legislation that facilitates the
development and maintenance of low-cost housing for older
adults.
❖Engages in educational outreach to local officials,
commissions on aging, and the community at large to increase
awareness of housing issues affecting older adults.

Contra Costa County 60+ Population Trends
Currently:
❖Almost 1 in 4 residents is aged 60 years or older.
❖Contra Costa has 3rd largest 60+ population in the Bay Area,
behind Santa Clara and Alameda counties.
❖California Department on Aging projects Contra Costa’s 60+
population will be more than 560,000 by 2060, increasing by more
than 190%.

Housing Affordability - Affordable vs. Subsidized
❖ Affordable Housing - Units priced lower than similar units rented on
the open market.
❖ Housing Urban Development’s (HUD) Definition of Affordable
Housing - If a household spends no more than 30% of its income on
housing costs, including utilities.
❖ Subsidized Housing - Housing made available at below-market
rates through use of government subsidies. Typically, renters pay 30%
of their adjusted gross income for HUD subsidized housing.

Evictions and Legal Aid
•Eviction watch conducted by East Bay Alliance for a
Sustainable Economy (EBASE) at select Contra
Costa County courts from May to October 2022 found:

Evictions and Legal Aid
•Court data analysis of California’s 9 most populous counties completed by
CalMatters shows eviction filings soared across California following the end of
the statewide eviction moratorium in June 2022.
•Contra Costa County experienced:
❖In 2023, through the month of August, eviction filings in Contra Costa
declined but remained elevated at a monthly average of 274, a 10% increase
from 2019 pre-pandemic level.

County Homeless Services - Older Adult Participants (55+)
•In 2022, more than 10,600 people utilized Contra
Costa County’s homeless services. Of those
individuals, 23% were 55 and older.

What can be done to help?
❖Expand the supply of age-restricted, below market rate
housing for low-income older adults.
❖Strengthen tenant protections.
❖Develop more affordable assisted living facilities.
❖Support shared housing.
❖Expand free legal services and rental assistance
programs for tenants.

Resources
•Information & Assistance (I&A) Call Center provides information, referrals
to resources, and support in problem solving to seniors aged 60 and older,
adults with disabilities, and their caregivers. Call (800) 510-2020 or (925) 229-
8434.
•Call 211 or text “HOPE” to 20121 to access services if experiencing or at risk
of homelessness in Contra Costa County.
•Home Match helps match “home providers” who have spare room(s) with
“home seekers” who are looking for more affordable places to live. Please
note Home Match is unable to guarantee a match or provide immediate
housing. Call (925) 956-7385.
•Contra Costa Senior Legal Services provides free legal assistance to
seniors aged 60 and older on civil matters such as elder abuse,
housing/eviction, public benefits, and consumer protection. Call (925) 609-
7900.
