ADMINISTRATIVE STAFF REPORT 8.2
TO: Mayor and Town Council October 21, 2025
SUBJECT: Ordinance No. 2025-05, repealing existing Chapters 10-1 through 10-7, 10-
13 through 10-15, 10-18 and 10-19 of the Danville Municipal Code and
adding new Chapters 10-1 through 10-7, 10-13 through 10-15, 10-18, 10-19
and 10-20 to the Danville Municipal Code adopting the 2025 California
Building Codes
BACKGROUND
Every three years, the California Building Standards Commission (the “Commission”)
adopts a new set of building codes. The latest set of codes were adopted by the
Commission in 2025 and become effective January 1, 2026 (as will the proposed
ordinance). Once adopted by the Commission, these codes become the minimum
standard for construction throughout the state.
Local agencies are authorized by law to adopt more stringent standards if they are based
on environmental, geologic, topographic, or climatic conditions unique to that
jurisdiction. Without any local action, the California codes are binding on local agencies.
Even without making local changes, almost all jurisdictions adopt the California codes
by reference to ensure consistency. The California codes proposed for adoption are:
2025 California Building Code
2025 California Residential Code
2025 California Electrical Code
2025 California Mechanical Code
2025 California Plumbing Code
2025 California Fire Code
2025 California Green Building Standards Code
2025 California Administrative Code
2025 California Energy Code
2025 California Referenced Standards Code
2025 California Historical Building Code
2025 California Existing Building Code
2025 California Wild-Urban Interface Code (new Title 24, Part)
Adoption of 2025 Building Codes 2 October 21, 2025
All of these codes replace the 2022 versions previously adopted by the Town, with
the exception of the California Wildland-Urban Interface Code which is brand
new.
DISCUSSION
Town staff is not proposing any local amendments to the California codes approved by
the State. While the San Ramon Valley Fire Protection District adopts local amendments
to the California Fire Code through its own ordinance, the timing of the Town’s code
adoption does not align with the District’s process this cycle. If necessary, the Town may
return at a later date to incorporate those amendments into the Danville Municipal Code.
The 2025 California Building Standards Code introduces a new Wildland-Urban Interface
(WUI) Code consolidating wildfire safety standards for construction and landscaping in
high-risk fire zones to improve community resilience and fire protection.
This new WUI Code will be codified in Chapter 10-20 of the Danville Municipal Code
and applies to new construction and significant remodels in designated Fire Hazard
Severity Zones. It ensures compliance with updated state-mandated ignition-resistant
construction, defensible space, and vegetation management requirements.
