Parks, Recreation and Arts Commission Regular Meeting SUMMARY OF ACTIONS September 10, 2025 1. CALL TO ORDER The regular meeting of the Danville Parks, Recreation and Arts Commission was called to order by Chair Mascali at 6:30 p.m. in the Town Meeting Hall, 201 Front Street, Danville, CA. Present: Carol Mascali, Chair Joe Lindsey, Vice Chair Kevin Donovan, Commissioner Adam Falcon, Commissioner Jane Joyce, Commissioner Payton McDermott, Youth Representative Jenna Mesic, Commissioner Bill Pratt, Commissioner Excused: Charles Neary, Commissioner 2. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the agenda. 3. FOR THE GOOD OF THE TOWN There was no public comment. 4. CONSENT CALENDAR 4.1 Consider approval of the Summary of Actions from the regular Parks, Recreation and Arts Commission meeting of August 13, 2025. MOTION CARRIED 8-0-0-1; COMMISSIONER NEARY ABSENT. 5. PRESENTATIONS 5.1 Use of Bikes and E-Bikes in Town Parks Follow Up Town Manager Tai Williams led the discussion, asking for input from the Commission to identify a recommendation or a set of preferences concerning the issue of reckless riding of E-Bikes in Danville parks and public spaces. Commissioners provided comments on “Ordinance Options and Enforceability Considerations” (page 2 of staff report). Commissioner Donovan recommended #3 of the “Ordinance Options and Enforceability Considerations” (page 2 of staff report), full E-Bike prohibition in parks, with the ability to walk E-Bikes through parks on the paths. Police Chief Tom Rossberg answered questions from commissioners. Written correspondence was received from Robert Prinz on behalf of Bike East Bay offering feedback on E-Bike ordinances and park safety. MOTION BY COMMISSIONER FALCON, SECOND BY COMMISSIONER JOYCE, TO DIRECT STAFF TO ESCALATE TO TOWN COUNCIL AN ADDITIONAL ORDINANCE COMBINING THE ELEMENTS OF 2 AND 6 OF THE “ORDINANCE OPTIONS AND ENFORCABILITY CONSIDERATIONS” (PAGE 2 OF STAFF REPORT), RESTRICTING E-BIKES TO OPERATE ONLY ON PAVED TRAILS, AND TO ESTABLISH A SPEED LIMIT WHEN RIDING IN PARKS. AMENDMENT TO THE MOTION BY VICE CHAIR LINDSEY, SECOND BY CHAIR MASCALI, TO SPECIFY A 15 MPH SPEED LIMIT. COMMISSIONER REPORTS 7.1 Commissioner reports and comments Commissioners commented on current activities and events happening in the Town of Danville. 8.
