DESIGN REVIEW BOARD STAFF REPORT 5.1
TO: Design Review Board Members October 16, 2025
SUBJECT: Review and provide comments on the architecture, color and material
board, and landscape design for Major Subdivision request SD 9721 and
Development Plan request DEV25-0014 allowing the development of 47
townhomes with two attached accessory dwelling units on a 1.62-acre
property located at 200 Boone Court.
PROJECT DESCRIPTION
The project includes a Major Subdivision request (SD 9721) and a Development Plan
request (DEV25-0014). These requests would allow for the site to be subdivided to create
a 47 lot townhouse development. Two of the units would incorporate accessory dwelling
units resulting in a total 49 unit development. The Development Plan request includes
the proposed architectural elevations, materials, colors, and landscaping for the proposed
110,170 +/- square foot three-story development.
This development was submitted as a Preliminary Housing Development Plan
Application under SB 330 which was deemed complete on July 31, 2025. On September
4, 2025, the applicant submitted a Formal Development Plan application which was
deemed incomplete, requiring a resubmittal.
The application was submitted under the California State Density Bonus Law. While no
density units are proposed, several waivers to reduce development standards are
requested. These waivers include: a reduction of setbacks from 25 feet and 20 feet for the
front and side property lines, respectively, down to a minimum of 3.1 feet and 12.3 feet;
and a maximum height of 40 feet where an average height of 35 feet and a maximum of
37 feet are required.
The California State Density Bonus Law requires the project to include income-restricted
affordable units to receive the incentives and waivers. The project includes four below
market rate units which are comprised of two accessory dwelling units restricted to very
low-income levels, and two townhomes restricted to low-income levels.
This property was rezoned to the Town’s DBD13; Multifamily Residential-High Special
Land Use Designation and zoning district as part of the Town’s 2023-2031 Housing
Element process. This designation requires residential development at a density between
30-35 units per acre. The subject development is has a density of 30 units per acre.

EVALUATION
Architecture
The proposed development has two complementary color schemes. Four
buildings would have light grey brick, light and dark grey stucco, dark grey board
and batten siding, dark brown garage doors, and a dark brown roofing. Two
buildings would have dark grey brick, off-white and dark grey stucco, dark grey
board and batten siding, dark grey garage doors, and a dark grey roofing.
Staff recommends the addition of awnings, ledges, or planters as well as rafter tails
or braces to the rear and sides of the buildings to break up the face of the wall and
provide for more complete architecture. Staff recommends the introduction of the
brick material shown on the front elevations to the rear and side elevations. Staff
also recommends modifying the vertical board and batten siding to have wider
delineations or be broken up by other materials as to not visually elongate the
building.
Landscape
All trees are a minimum of 24” box container sizes and the shrubs are 1-gallon and
5-gallons in size.
Trees and shrubs are proposed around the west and north property lines which
border neighboring residential developments.
Tree Removal
Nine Town-protected trees are proposed for removal, five of which are located off-
site requiring approval from the neighboring property. Five additional trees may
be requested for removal depending on the amount of root loss occurring during
excavation/grading.
