Department Overview
The Development Services Department protects public health, safety and welfare;
preserves Danville's history and retains the community's special character.
Development Services consists of four primary divisions: Building, Engineering,
Planning, and Transportation. These divisions work together to support the Town's
mission statement of delivering superior municipal services that make people's
lives better.
The Building Division ensures construction plans comply with California Building
Code Requirements and local codes related to land use, zoning, sanitation, water,
sewer, fire resistance and electrical codes. Code Enforcement upholds local
ordinances, laws, and regulations pertaining to public health, safety, welfare, land
use, and property maintenance by investigating violations and working with
property owners to achieve compliance.
The Engineering Division oversees the development of the Capital Improvement
Program (CIP), a 5 -year capital investment plan for design, construction and
renovation of the infrastructure for the entire organization (roads, parks, buildings,
etc.), prepares design plans, specifications and estimates for the bidding of all
capital projects, oversees the construction of all capital projects, reviews all
proposed land development projects in Danville and assists during construction of
those developments.
The Planning Division ensures that Danville has adopted plans that guide its
physical development (required by state law), new development is consistent with
these adopted plans, new construction meets all `development standards' (guided
by these plans and code) and plans and standards are updated as necessary due
to federal, state or local policy changes.
The Transportation Division oversees the operation of traffic signals, roadway
signage and striping that directs the flow of traffic, traffic data collection and
validation, transportation capital improvement program, traffic development
reviews and traffic safety programs (Street Smarts, Neighborhood Traffic
Management Program).

Building Division
• The Nova (375 West EI Pintado Road) — The Nova Development is a 50 -
unit senior housing project by Diamond Construction. The project is
currently under construction of model homes for sale.
• Walnut Apartments (3020 Fostoria Way) — The Walnut Apartments
Development is a 43 -unit affordable housing development by The Pacific
Company. Building permits have been reviewed and issued for this
development.
• The Orchard (3020 Fostoria Way) — The Orchard is a 124 -unit townhome
development by Trumark Homes. The first set of 8 townhomes are
currently under building review and will be model homes for sale.
• The 2025 California Building Codes will take effect on January 1, 2026.
The building codes will be presented to the Town Council on October 21,
2025, by Chief Building Official Stacey Gill.
• Darby Plaza (425 EI Pintado Road) — The Darby Plaza is a 99 -unit senior
condominium project by Diamond Construction. This project is fully
entitled.

• 2,731 building permit applications
• 76% of all building permit applications are submitted online
• 2,020 building plan reviews
• 99% of building plan reviews were completed on time
• 94% of building plan reviews were conducted in-house
• Performed 9,282 building inspections
• The average number of building inspections per day is 37
• The average number of inspection stops per day is 27
• The Building Division Permit Center has served 3,302 walk-in customers
• The average number of walk-in customers per week is 64
• 32 Accessory Dwelling Units were finaled

Engineering Division
. The 2025/26 Slurry Seal Project is currently in the design phase and is expected to go
out to bid this winter.
. The Engineering Division completed the OpenGov Budgeting Software integration
including an online budget book which launched in September 2025.
. The Annual Clean Water Report was submitted in September 2025.
. The Engineering Division will be completing an outside review of the current
Construction Specifications Book as part of a constructability review for future CIP
projects. The review is expected to be completed by Spring 2026.
Town -wide Storm Drain System
Management Project: A-330
The Town -wide Storm Drain System Management
Project includes developing a Storm Drainage Master
Plan to inventory storm drainage facilities, identify storm
drainage condition deficiencies and providing for
ongoing capital improvement replacement and
maintenance of the Town -wide storm drainage system.
Phase I of this project identified 128 miles of pipes within
the Town's boundary and inventoried storm drainage
facilities. 146 storm drain facilities were inspected during
this phase.
Phase 11 of the project includes completing storm drainage facility inspections,
development/prioritization of maintenance, rehabilitation/replacement plan for
deficient facilities and prioritizing capital maintenance improvement projects. This
phase will be completed in November 2025.
Diablo Vista Park Capital
Maintenance Project (Playground
Renovation): B-560
The Diablo Vista Park Capital Maintenance Project includes
replacing and upgrading the existing children's play area.
The project improvements feature an updated play area with
a variety of play features for both older and younger children
as well as those with limited mobility, shaded picnic areas,
game tables, benches and exercise equipment.
Project will be completed in November 2025.

Town Green & Arts District Pavilion: B-628
Town Studio (Arts District Maker Space): B-629
The Town Green & Arts District Pavilion and the Town Studio (Arts District Maker Space)
are two high-priority projects identified in the Parks, Recreation and Arts Strategic Plan.
The pavilion will replace the existing bandstand with an open-air structure designed for
community events, performances and gatherings. The Town Studio is intended to be a
flexible space for community gathering, recreation programming, arts and culture. It is
also referred to as the "Maker Space".
The design phase for the pavilion and the studio has been completed. Building
plans are currently in the building plan review process. Construction of the studio
and the pavilion is projected to begin in Summer 2026.
Sycamore Valley Road
Improvements Project: C-635
The Sycamore Valley Road Improvements Project
provides a new surface on Sycamore Valley Road
from Camino Ramon to Camino Tassajara. The
overall scope of the project includes dig out
repairs and an overlay, replacement of green bike
lane striping, the addition of Class II buffered bike
lanes and ADA curb ramps.
The project is currently at 90% design.
Construction is projected to start in Summer
2026.

Planning Division
. The Lanes (200 Boone Court) — This is an SB 330 development application submitted
by the Address Company for 47 three-story townhomes and two junior accessory
dwelling units on a 1.62 -acre parcel.
• Danville Village Apartments (107 Town & Country Drive) — The Danville Village
Apartments application was submitted by BlakelGriggs Developer under SB 330. The
development includes a 200 -unit, four-story residential apartment building on a 3.89 -
acre site. The project was reviewed by the Design Review Board (DRB) on September
11, 2025. BlakelGriggs is currently updating the development plans based on DRB
recommendations.
• Martin Hills Ranch (Elworthy East Property) — The Martin Hills Ranch Development
was submitted by Bates Stringer Martin Hills Ranch, LLC as a 20 -unit single-family
home development on 100 acres. The draft Environmental Impact Report is currently
under technical review.
. Community Presbyterian Church (West EI Pintado Road/llo and Charles Lane) — A
development plan has been submitted for expansion of the existing church and school
to include a new Youth Ministry Building, outdoor pavilion, expanded church sanctuary,
sports fields and parking.
. The Ivy Development (828 Diablo Road) — The Ivy Development consists of a 105 -
unit senior living and memory care facility by 0&1 Development. The project is currently
undergoing a Phase II remediation of the site which includes a third -party
environmental specialist review.
• Evergreen Estates (2570 Camino Tassajara and 45 Sherburne Hills Road) — This
project consists of an 18 -unit single family home with 18 ADUs. The draft
Environmental Impact Report is currently under technical review.
. Wood Ranch Event Venue (2900 Camino Tassajara) — Application received for a
small, boutique indoor — outdoor event center for weddings, private events, and
corporate gatherings on this 17 -acre parcel. The project is currently under review.

Transportation Division
. The Street Smarts Community Bike Festival will be on Saturday, October 25, 2025.
This year the Town will provide an e -bike education booth with examples of three e -
bike classes, a representative to explain the differences between each e -bike class
and information on who can ride them as well as how to ride safely.
. The Neighborhood Traffic Management Program for Brookside Drive (between
Paraiso Drive and Sycamore Valley Road) is in the final stages of completion.
Category 1 & 2 measures including additional speed limit signs, radar display and
pavement markings will be implemented in November 2025.
. The Traffix School Bus Program provided an additional bus to serve students at
Monte Vista High School during the current school year.
. Speed surveys for all required road segments in Danville are currently being
performed. The surveys are conducted every five years per the California Vehicle
Code and MUTCD to establish evidence -based speed limits throughout town.
Fiber Optic Interconnect Project: A-620
The Fiber Optic Interconnect Project establishes a state-of-the-art fiber optic network
replacing outdated twisted copper wires to support efficient, real-time data connectivity to
all Town facilities and traffic signals as outlined in the Town's Fiber Optic Master Plan
(2022). The fiber optic network enables high-speed transmission of data, video, audio and
internet traffic while replacing leased connections and communications infrastructure.
Phase I of this project was completed in August 2025. This phase established fiber
optic connections linking the Town Offices with five downtown locations: Town
Meeting Hall, Danville Community Center, Library, Village Theatre, and the future
Arts District Town Studio (Maker Space). It also connected 17 traffic signals along
the San Ramon Valley Boulevard/Hartz Avenue corridor.

23 of Danville's 56 signalized

will have fiber optic connectivity for
enhanced communication.

Transportation Division
Diablo Road Trail Project: C-055
The Diablo Road Trail Project will construct a 0.9 -mile trail that connects the Barbd+d ncfic
Trail eastward towards Mt. Diablo State Park to a new 0.7 mile -path to the east
constructed as part of the Magee Preserve Development. The trail represents the final
link between Danville and Mt. Diablo State Park. The project includes a new high-intensity
activated crosswalk signal, known as a HAWK signal, which will be installed at Diablo
Road and Fairway Drive. This pedestrian -activated signal will help users safely cross the
road by stopping traffic when needed.
The project is currently in the early phase of construction projected to be
complete in Winter 2026.

Traffic Management Program: C-305
The Traffic Management Program Project includes the installation
of Rectangular Rapid Flashing Beacons (RRFB's) at seven
crosswalks. RRFB's emit high-intensity amber LED flashes
enhancing visibility at crosswalks. The project includes five Iron
Horse Regional Trail Crossings — West Prospect Avenue, West
Linda Mesa Avenue, Love Lane, Del Amigo Road, and Hartford
Avenue, plus two school -area crosswalks at Railroad
Avenue/Love Lane (San Ramon Valley High School) and Stone
Valley Road/Monte Sereno Drive (Monte Vista High School).
Once completed, all Iron Horse Regional Trail Crossings in
Danville will have RRFB's or full traffic control signals.
Installation of equipment will begin in October 2025.

Transportation Division
Iron Horse Trail Crossing
Improvements Project: C-607
This project includes constructing raised crosswalks,
high -visibility signage, pavement markings, and drainage
improvements at Iron Horse Regional Trail crossings on
Paraiso Drive, EI Capitan Drive and Greenbrook Drive.
Design has been completed, with bid opening
anticipated in November 2025 and construction
projected to finish in Spring 2026.
Town -wide Bicycle Facilities Improvements
Project: C-621
The Town -wide Bicycle Facilities Project is an ongoing effort to address bicycle
infrastructure improvements of Town -wide bicycle facilities and to implement projects
defined in the Town's Bicycle Master Plan. Improvements include bicycle/vehicular
detection technology, high visibility bicycle lanes and route markings.
High -visibility Class 11 bike lane, bike legends, sharrows and video detection
equipment were installed during the San Ramon Valley Boulevard CIP project. The
Bicycle Facilities Improvements Project completed a total of four spot/corridor
improvements in the Bicycle Master Plan.

Traffic Signal Modernization: C-634
The Traffic Signal Modernization Project upgrades the Town's traffic signal infrastructure
with video detection systems, traffic monitoring software, new signal cabinets, additional
battery backups, ADA -compliant pedestrian signals and signal head upgrades. The Town
is currently collaborating with the Contra Costa Transportation Authority (CCTA) on two
projects under C-634. The Townwide Traffic Signal Modernization Project installs video
detection and upgrades along the Sycamore Valley Road/Camino Tassajara/Crow
Canyon Road corridor. The Smart Signals Project equips the Danville Boulevard/Hartz
Avenue/Railroad Avenue/San Ramon Valley Boulevard corridor with video detection as
part of a regional initiative.
The Traffic Signal Modernization and Smart Signals projects are projected to be
complete in Spring 2027. Upon completion, 80% (45) of Danville's 56 intersections
will be upgraded with advanced video detection systems and monitoring software.
