Town Council – Regular Meeting SUMMARY OF ACTIONS September 16, 2025 - DRAFT 1. CALL TO ORDER The regular meeting of the Danville Town Council was called to order by Mayor Morgan at 5:00 p.m. at the Town Meeting Hall, 201 Front Street, Danville, CA. Present: Renee Morgan, Mayor Newell Arnerich, Vice Mayor Mark Belotz, Councilmember Karen Stepper, Councilmember Robert Storer, Councilmember 2. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance to the flag was led by Allan Shields and a scout in attendance. 3. CHANGES TO THE ORDER OF THE AGENDA There were no changes. 4. FOR THE GOOD OF THE TOWN Kathryn Ticknor, speaking on behalf of Cammy Ticknor, summarized Cammy’s concerns and requests regarding appointing members to the Board of Directors for the Magee Ranch Geologic Hazard Abatement District and approval of Danville Resolution No. 57-2025. Lisa Blackwell invited the community to participate in the San Ramon Valley Run for Education on October 12 in San Ramon. DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS SEPTEMBER 16, 2025 Ross Hillesheim suggested that there may be an opportunity for a collaborative effort between Danville and Alamo/Contra Costa County to expend R7 funds at Hap Magee Ranch Park. 5. CONSENT CALENDAR 5.1Consider approval of the Summary of Actions from the regular Town Council meeting of September 2, 2025 5.2Consider approval of the Register of Demands 5.3Consider acceptance of the July 2025 Month End Treasurer’s Report 5.4Consider adoption of Resolution No. 65-2025, changing the Danville Town Council regular meeting date from November 4, 2025, to November 5, 2025 5.5Consider adoption of Resolution No. 66-2025, appropriating funds and authorizing the purchase of a backhoe 5.6Consider adoption of Resolution No. 67-2025, approving a Notice of Completion for the 2024/25 Pavement Rehabilitation Project, CIP No. C- 610H 5.7Consider adoption of Resolution No. 68-2025, authorizing the Town Manager to execute a Grant of Irrevocable Offer of Dedication of easement to the Central Contra Costa Sanitary District, Agreement Relating to Real Property and Easement Exchange Agreement for the Town Green Pavilion project located at 400 Front Street 5.8Consider adoption of Resolution No. 69-2025, approving a Notice of Completion and construction contract amendment for the Fiber Optic Cable Interconnect Improvements Project, CIP No. A-620 5.9Consider adoption of Resolution No. 70-2025, authorizing a Professional Services Agreement with ENGEO Incorporated for environmental consulting services during construction of the Diablo Road Pedestrian Trail, CIP No. C-055 2 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS SEPTEMBER 16, 2025 5.10Consider adoption of Resolution No. 71-2025, appropriating $32,300 from the Gas Tax Fund Traffic Signal Maintenance for FY 2024/25 to cover for the service provided by the Contra Costa County Public Works Department MOTION BY COUNCILMEMBER STORER, SECOND BY COUNCILMEMBER STEPPER, TO APPROVE THE CONSENT CALENDAR MOTION CARRIED 5-0 6. COMMUNICATIONS 6.1Legislative update by Management Analyst Cat Bravo Cat Bravo provided the report. 6.2Senior Advisory Commission report by Candace Hendra, Chair Candace Hendra provided the report. 7. TOWN COUNCIL REPORTS 7.1Appoint one Councilmember as Voting Delegate and one Councilmember as Alternate Voting Delegate for the League of California Cities Annual Conference and Expo in Long Beach, October 8-10, 2025 MOTION BY VICE MAYOR ARNERICH, SECOND BY COUNCILMEMBER STEPPER, TO APPOINT MAYOR RENEE MORGAN AS VOTING DELEGATE FOR THE LEAGUE OF CALIFORNIA CITIES ANNUAL CONFERENCE AND EXPO IN LONG BEACH, OCTOBER 8-10, 2025 MOTION CARRIED 5-0 7.2County Connection Boardmember report by Councilmember Storer Councilmember Storer provided the report. 7.3Town Council updates Councilmembers provided updates on events and activities in Danville. 3 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS SEPTEMBER 16, 2025 8.
