Danville Bicycle Advisory Commission – Regular Meeting Summary of Actions July 28, 2025 1. CALL TO ORDER The regular meeting of the Danville Bicycle Advisory Commission was called to order by Chair Heck at 5:00 p.m. in the Town Meeting Hall, 201 Front Street, Danville, CA. Present: Chris Heck, Chair Angela Wang, Vice Chair Jose Gutierrez, Commissioner Ryan Ozimek, Commissioner Tim White, Commissioner Excused: Connor Fitzpatrick, Youth Commissioner 2. CHANGES TO THE ORDER OF THE AGENDA There were no changes. 3. FOR THE GOOD OF THE TOWN Alan Kalin expressed concern regarding e-bikes and e-motos on Town sidewalks and urged the Bicycle Advisory Commission to take action. Bruce Bilodeau expressed concern regarding e-bike safety in the Town. 4. CONSENT CALENDAR 4.1 Consider approval of the Summary of Actions from the regular Bicycle Advisory Commission meeting of May 19, 2025 Docusign Envelope ID: 35E5EEAC-18CF-4914-A626-0426F4D0C7BD BICYCLE ADVISORY COMMISSION SUMMARY OF ACTIONS JULY 28, 2025 2 MOTION BY VICE CHAIR WANG, SECOND BY COMMISSIONER GUTIERREZ TO APPROVE THE SUMMARY OF ACTIONS FROM THE REGULAR BICYCLE ADVISORY COMMISSION MEETING OF MAY 19, 2025. MOTION CARRIED 5-0-0-1; COMMISSIONER FITZPATRICK ABSENT 4.2 Consider approval of the Bicycle Advisory Commission dates for 2026 MOTION BY VICE CHAIR WANG, SECOND BY COMMISSIONER OZIMEK, TO APPROVE THE BICYCLE ADVISORY COMMISSION DATES FOR 2026. MOTION CARRIED 5-0-0-1; COMMISSIONER FITZPATRICK ABSENT 5. COMMUNICATIONS 5.1 Bicycle Ordinance Update Transportation Manager Allan Shields provided an update on the current Town of Danville Bicycle Ordinance regarding e-mobility devices and reported on the discussion at the Town Council Study Session from July 8, 2025. Mr. Shields also answered commissioner questions. 5.2 Danville Police E-bike Enforcement Update Danville Chief of Police Thomas Rossberg provided an update to the Commission on the ongoing enforcement work for e-bikes and e-scooters in the Town and answered commissioner questions. Councilmember Stepper addressed the Commission reminding them that no final conclusion or action was made during the Town Council Study Session regarding e-bike commentary. 6. COMMISSIONER SUBCOMMITTEE REPORTS 6.1 E-bike/E-Scooter & Public Outreach and Education Subcommittee Vice Chair Wang provided an update to the Commission regarding e-bike safety message videos that have been created and will be circulated Docusign Envelope ID: 35E5EEAC-18CF-4914-A626-0426F4D0C7BD BICYCLE ADVISORY COMMISSION SUMMARY OF ACTIONS JULY 28, 2025 3 throughout the Town and schools. Transportation Manager Allan Shields provided an update about the new bicycle wayfinding sign posted downtown and additional e-bike safety videos shot with the mayor. 6.2 Wayfinding Subcommittee Mr. Shields provided and update to the Commission on the status of the request for proposal of the preparation of a bicycle wayfinding deployment strategy. 7. REPORTS AND COMMUNICATIONS 7.1 Street Smarts Bike Rodeo – October 25, 2025 Transportation Program Analyst Melissa Haberer presented details of the Bike Rodeo to the Commission, encouraged the commissioners to get involved to spread awareness, and answered commissioner questions. 8.
