Parks, Recreation and Arts Commission Regular Meeting SUMMARY OF ACTIONS August 13, 2025 1. CALL TO ORDER The regular meeting of the Danville Parks, Recreation and Arts Commission was called to order by Chair Mascali at 6:30 p.m. in the Town Meeting Hall, 201 Front Street, Danville, CA. Present: Carol Mascali, Chair Joe Lindsey, Vice Chair Kevin Donovan, Commissioner Adam Falcon, Commissioner Payton McDermott, Youth Representative Charles Neary, Commissioner Bill Pratt, Commissioner Excused: Jane Joyce, Commissioner Jenna Mesic, Commissioner 2. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the agenda. 3. FOR THE GOOD OF THE TOWN There was no public comment. 4. CONSENT CALENDAR 4.1 Consider approval of the Summary of Actions from the regular Parks, Recreation and Arts Commission meeting of July 9, 2025. MOTION CARRIED 7-0-0-2; COMMISSIONER JOYCE AND COMMISSIONER MESIC ABSENT 5. PRESENTATIONS 5.1 Budget and CIP Update Town Manager Tai Williams led the discussion. 5.2 Use of Bikes and E-Bikes in Town Parks Follow Up Discussion Town Manager Tai Williams led the discussion. Community member Alan Kalin, presenting on behalf of Danville Safety Advocates, expressed his concern for community safety and asked the Commission to consider prohibiting the riding of e-bikes in Danville parks, paths, and playground areas. Community member Harriet Neely shared her experience seeing youth riding e- bikes across the field at Osage Park. Community member Chuck Preas, whose house backs up to Osage Park, expressed his concern that Danville has a problem with e-bikes, and that he does not want kids to get hurt. Chair Mascali requested that the E-Bike discussion continue at the next commission meeting. 5.3 Danville South Park Playground Replacement Discussion Maintenance Services Director Dave Casteel led the discussion. Commissioners requested that the South Park Playground be added as an agenda item to a future Parks, Recreation and Arts Commission meeting for further discussion and selection of park equipment. 6. COMMUNICATIONS 6.1 Recreation, Arts and Community Services Director’s Report Director Jessica Wallner reported on Department activities and upcoming events. 7. COMMISSIONER REPORTS 7.1 Commissioner reports and comments Commissioners commented on current activities and events happening in the Town of Danville. 8.
