HomeMy WebLinkAbout092225-05.2 BICYCLE ADVISORY STAFF REPORT 5.2 TO: Bicycle Advisory Commission September 22, 2025 SUBJECT: Discussion on implementation of the Bicycle Wayfinding Strategy as outlined in the 2021 Bicycle Master Plan BACKGROUND The Town of Danville adopted a Townwide Bicycle Master Plan (BMP) on July 6, 2021, following a two-year process with community input via virtual workshops, pop-up events, and online feedback. The BMP guides enhancements to bicycling safety, infrastructure, and policies that align with the 2030 General Plan's active transportation goals. Chapter 7 of the BMP outlines the town’s Bicycle Wayfinding Strategy. Danville’s bicycle wayfinding strategy strives to create a cohesive, consistent wayfinding system to serve residents and visitors who ride bicycles. On August 22, 2025, Alta Planning + Design, Inc. (Alta) submitted a proposal to develop a Bicycle Wayfinding Deployment Strategy for the Town. Alta previously led the development of the 2021 BMP and has extensive experience in wayfinding projects. The proposal emphasizes six core principles: Connecting Places, Promoting Active Travel, Maintaining Motion, Keeping it Simple, Being Predictable, and Being Inclusive. The scope the Bicycle Wayfinding Deployment Strategy includes five main tasks: project management, existing conditions analysis, selection of emphasis areas (e.g. sign placement and scheduling), implementation planning (including cost estimates for signage), and a final strategy document. Optional tasks cover branding, monuments/gateways, and bid/construction support. The core project timeline spans from September 2025 to April 2026, with bi-weekly check-ins and stakeholder consultations. DISCUSSION The estimated cost for the core strategy development is $74,996. Optional tasks add $58,735, bringing a potential maximum to $133,731 if fully pursued. This investment would yield a comprehensive plan, including cost estimates for signage fabrication and installation, which could inform future budgeting for the construction phase. It does not include the Bicycle Wayfinding Implementation 2 September 22, 2025 cost to construct the project and future maintenance of wayfinding signage program. In evaluating the need for wayfinding signage, the Commission should consider current priorities. The BMP emphasizes foundational infrastructure, which addresses immediate safety and connectivity through spot and corridor improvements. If resources are limited, deferring the wayfinding strategy could allow continued focus on these improvements, which directly impact connectivity and safety. Conversely, wayfinding could amplify the benefits of existing and planned infrastructure by making the network more accessible and user-friendly, particularly for new or casual cyclists. Community feedback from the BMP process highlighted navigation challenges, suggesting a demonstrated need. RECOMMENDATION Staff recommends that the Bicycle Advisory Commission review the Alta proposal and the 2021 BMP and develop a recommendation on whether to proceed with the Bicycle Wayfinding Deployment Strategy or defer that portion of the Bicycle Master Plan in favor of spot and corridor improvements listed in the Bike Master Plan.
