Planning Commission – Regular Meeting Summary of Actions Tuesday, June 10, 2025 1. CALL TO ORDER The regular meeting of the Danville Planning Commission was called to order by Chair Palandrani at 5:00 p.m., in the Town Meeting Hall, 201 Front Street, Danville, CA. Present: Lou Palandrani, Chair Archie Bowles, Vice Chair Mark Graham, Commissioner Anthony Maddalon, Alternate Commissioner Paul Radich, Commissioner Chris Trujillo, Commissioner Excused: Ian Halker, Commissioner Absent: Robert Combs, Commissioner 2. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. 3. FOR THE GOOD OF THE TOWN There were no public comments. 4. CONSENT CALENDAR 4.1 Consider approval of the Summary of Actions from the regular Planning Commission meeting of May 27, 2025 MOTION BY COMMISSIONER TRUJILLO, SECOND BY COMMISSIONER GRAHAM, TO APPROVE THE SUMMARY OF Docusign Envelope ID: 99920E6C-83CE-4A0C-B54B-E6EC1DDEF640 PLANNING COMMISSION SUMMARY OF ACTIONS JUNE 10, 2025 2 ACTIONS FROM THE REGULAR PLANNING COMMISSION MEETING OF MAY 27, 2025. MOTION CARRIED 5-0-0-2; COMMISSIONERS COMBS AND HALKER ABSENT 4.2 Consider approval of the Planning Commission dates for 2026 MOTION BY COMMISSIONER GRAHAM, SECOND BY VICE CHAIR BOWLES, TO APPROVE THE PLANNING COMMISSION DATES FOR 2026. MOTION CARRIED 5-0-0-2; COMMISSIONERS COMBS AND HALKER ABSENT 5. PUBLIC HEARING 5.1 Resolution No. 2025-05, recommending that the Town Council approve Zoning Text Amendment ZTA25-0001 to amend the Town’s Inclusionary Housing Ordinance (Project Planner: David Crompton). Chief of Planning David Crompton presented the staff report and answered Commissioner’s questions. Chair Palandrani opened the item to public comment. There were no public comments. Chair Palandrani closed the public comments. MOTION BY COMMISSIONER GRAHAM, SECOND BY VICE CHAIR BOWLES TO APPROVE ITEM 5.1 RESOLUTION NO. 2025-05, RECOMMENDING THAT THE TOWN COUNCIL APPROVE ZONING TEXT AMENDMENT ZTA25-0001 TO AMEND THE TOWN’S INCLUSIONARY HOUSING ORDINANCE. MOTION CARRIED 5-0-0-2; COMMISSIONERS COMBS AND HALKER ABSENT Docusign Envelope ID: 99920E6C-83CE-4A0C-B54B-E6EC1DDEF640 PLANNING COMMISSION SUMMARY OF ACTIONS JUNE 10, 2025 3 5.2 Resolution No. 2025-06, recommending that the Town Council approve Zoning Text Amendment ZTA25-0002 to amend the Town’s Tree Preservation Ordinance (Project Planner: David Crompton). Mr. Crompton presented the staff report and answered Commissioner’s questions. Chair Palandrani opened the item to public comment. There were no public comments. Chair Palandrani closed the public comments. MOTION BY COMMISSIONER GRAHAM, SECOND BY VICE CHAIR BOWLES, TO APPROVE ITEM 5.2, RESOLUTION NO. 2025-06, RECOMMENDING THAT THE TOWN COUNCIL APPROVE ZONING TEXT AMENDMENT ZTA25-0002 TO AMEND THE TOWN’S TREE PRESERVATION ORDINANCE WITH THE FOLLOWING CONDITIONS FOR APPROVAL: Add a finding for approval related to the need to remove a tree(s) due to required access to sunlight needed for the efficient operation of a solar energy installation. Add this condition to the permit fee waiver section. Add additional best practices tree preservation measures 32-79.11. MOTION CARRIED 5-0-0-2; COMMISSIONERS COMBS AND HALKER ABSENT 6. COMMUNICATIONS 6.1 Planning update by Chief of Planning David Crompton Chief of Planning David Crompton provided an update to the commissioners about upcoming and ongoing projects including 425 El Pintado Road, 828 Diablo Road, red curbing on El Pintado Road, and upcoming projects Martin Hills (Evergreen Estates), Village Apartments, and Sherburne Hills.
