The G neral Assem ly is an im ortant opportunity w ere city officials can directly participate in the developm nt of C I C ties policy. Taking place on 0 t. 10, the G neral Assem ly is com rised of voting delegates appointed by each m m er city; every city has one voting delegate. Your appointed voting delegate plays an im ortant role during the G neral Assem ly by representing your city and voting on resolutions. To cast a vote during the G neral Assem ly, your city m st designate a voting delegate and up to tw alternate voting delegates, one of w om m y vote if the designated voting delegate is unable to serve in that capacity. Voting delegates m y either be an elected or appointed official. Action by C uncil Required. C nsistent w th C I C ties bylaw , a city's voting delegate and up to tw alternates m st be designated by the city council. Please note that designating the voting delegate and alternates m st be done by city council action and cannot be accom fished by individual action of the m yor or city m nager alone. Follow ng council action, please subm t your city's delegates through the online subm ssion portal by W d., Sept. 24. W en com feting the Voting Delegate submission form you w II be asked to attest that council action w s taken. You w II need to be signed in to your M C IC ties account w en subm tting the form Subm tting your voting delegate form by the deadline w II allow us tim to establish voting delegate/alternate records prior to the conference and provide pre -conference com nications w th voting delegates. C nference Registration Required. The voting delegate and alternates m st be registered to attend the conference. They need not register for the entire conference; they m y register for Friday only. Voting delegates and alternates need to pick up their conference badges before signing in and picking up the voting delegate card at the voting delegate desk. This w II enable them to receive the special sticker on their nam badges that w II adm t the voting delegate into the voting area during the G neral Assem ly. Please view C I C ties' event and m eting policy in advance of the conference. Transferring Voting C rd to Non -Designated Individuals Not Allow d. The voting delegate card m y be transferred freely betw en the voting delegate and alternates, but only betw en the voting delegate and alternates. If the voting delegate and alternates find them elves unable to attend the G neral Assem ly, they m y not transfer the voting card to another city official. Seating Protocol during G neral Assem ly. At the G neral Assem ly, individuals with a voting card w II sit in a designated area. Adm ssion to the voting area w II be lim ted to the individual in possession of the voting card and w th a special sticker on their nam badge identifying them as a voting delegate. The voting delegate desk, located in the conference registration area of the Long Beach C nvention C nter in Long Beach, w II be open at the follow ng tim s: W dnesday, 0 t. 8, 8:00 a.m -6:00 p.m and Thursday, 0 t. 9, 7:30 a.m -4:00 p.m 0 Friday, 0 t. 10, the voting delegate desk w II be open at the G neral Assem ly, starting at 7:30 a.m , but w II be closed during roll calls and voting. The voting procedures that w II be used at the conference are attached to this mem . Please share these procedures and this m m w th your council and especially with the individuals that your council designates as your city's voting delegate and alternates. Each m m er city has a right to cast one vote on m tters pertaining to C 1 C ties policy. 2. esignating a C ty Voting Representative. Prior to the C I C ties Annual C nference and Expo, each city council m y designate a voting delegate and up to tw alternates; these individuals are identified on the voting delegate form provided to the C 1 C ties C edentials C m ttee. 3. egistering w th the C edentials C m itee. The voting delegate, or alternates, m y pick up the city's voting card at the voting delegate desk in the conference registration area. Voting delegates and alternates must sign in at the voting delegate desk. Here they w II receive a special sticker on their nam badge and thus be adm tted to the voting area at the General Assem ly. 4. igning Initiated Resolution Petitions. 0 ly those individuals w o are voting delegates (or alternates), and w o have picked up their city's voting card by providing a signature to the credentials com ttee at the voting delegate desk, m y sign petitions to initiate a resolution. 5. oting. To cast the city's vote, a city official m st have in their possession the city's voting card and voting tool; and be registered w th the credentials com ttee. The voting card m y be transferred freely betw en the voting delegate and alternates but m y not be transferred to another city official w o is neither a voting delegate nor alternate. 6. oting Area at G neral Assem ly. At the G neral Assem ly, individuals w th a voting card w II sit in a designated area. Adm ssion to the voting area w II be lim ted to the individual in possession of the voting card and w th a special sticker on their nam badge identifying them as a voting delegate. 7. esolving Disputes. In case of dispute, the credentials com ttee w II determ ne the validity of signatures on petitioned resolutions and the right of a city official to vote at the G neral Assem ly. 1400 K Street, Suite 400, Sacram nto, C 95814 • 916.658.8200 • calcities.org 44,1/4 LEAGUE OF CALIFORNIA CITIES How it w rks: C I C ties Resolutions and the G neral Assem ly Developing League of C lifornia C ties policy is a dynam c process that engages a w de range of m m ers to ensure C I C ties represents cities w th one voice. These policies directly guide C I C ties' advocacy to prom to local decision-making, and lobby against statew de policies that erode local control. The resolutions process and G neral Assem ly is one w y that city officials can directly participate in the developm nt of C I C ties policy. If a resolution is approved at the G neral Assem ly, it becom s official C I C ties policy. Here's how resolutions and the G neral Assem ly w rk. Prior to the Annual C nference and Expo G neral Resolutions Sixty days before the Annual C nference and Expo, C I C ties m m ers m y subm t policy proposals on m issues of im ortance to cities. The resolution m st have the concurrence of at least five additional m m er cities or individual m mbers. Policy C m ttees The C I C ties President assigns general resolutions to policy com ttees w ere m m ers review debate, and recom nd positions for each policy proposal. Recom ndations are forw rded to the Resolutions C m ttee. During the An ual C nference and E Petitioned Resolutions The petitioned A resolution is an i alternate m thod to introduce policy proposals during the cnual conference. The petition m st be signed by voting delegates from 10% of m m er cities, and subm tted to the C I C ties President at least 24 hours before the beginning of tna G neral Assem ly. =d m G neral Assem ly At •' •'i. •;•a•;•4• Ir.retql tir Resolutions C m ttee • • • The Resolutions C m ttee considers all resolutions. G neral Resolutions approved' by either a policy com ttee or the Resolutions C m ttee are next considered by the G neral Assem ly. G neral resolutions not approved, or referred for further study by both a policy com ttee and the Resolutions C m ttee do not go to the G neral Assem ly. All Petitioned Resolutions are considered by the G neral Assem ly, unless disqualified.2 During the G neral Assem ly, voting delegates debate and consider general and petitioned resolutions forw rded by the Resolutions C m ttee. Potential C I C ties bylaw am ndm nts are also considered at this m eting. W O'SW 0 C I C ties policy developm nt is a m m er- inform d process, grounded in the voices and experiences of city officials throughout the state. The Resolutions C m ttee includes representatives from each C I C ties diversity caucus, regional division, m nicipal departm nt, and policy com ttee, as w II as individuals appointed by the C I C ties president. Voting delegates are appointed by each m m er city; every city has one voting delegate. The G neral A sem ly is a m eting of the collective body of all voting delegates —one from every mem er city. Seven policy com ttees m et throughout the year to review and recom nd positions to take on bills and regulatory proposals. Policy com ittees include m m ers from each C I C ties diversity caucus, regional division, and m nicipal departm nt, as w II as individuals appointed by the C I C ties president. b ' The Resolution C m ttee can am nd a general resolution prior to sending it to the G neral A sem ly.
