Town Council – Regular Meeting SUMMARY OF ACTIONS September 2, 2025 - DRAFT 1. CALL TO ORDER The regular meeting of the Danville Town Council was called to order by Mayor Morgan at 5:00 p.m. at the Town Meeting Hall, 201 Front Street, Danville, CA. Present: Renee Morgan, Mayor Newell Arnerich, Vice Mayor Mark Belotz, Councilmember Karen Stepper, Councilmember Robert Storer, Councilmember 2. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance to the flag was led by Matthew Rinn. 3. CHANGES TO THE ORDER OF THE AGENDA There were no changes. 4. FOR THE GOOD OF THE TOWN Chris Parsons, and staff from San Ramon Valley Fire Protection District, invited the community to participate in the Fill the Boot fundraising event on September 6 and 7, benefitting the Muscular Dystrophy Association. 5. PRESENTATIONS AND PROCLAMATIONS 5.1Presentation of a proclamation proclaiming September 15 through October 15, 2025, as National Hispanic Heritage Month Mayor Morgan presented the proclamation. DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS SEPTEMBER 2, 2025 5.2Presentation by Matthew Rinn, BART Director, District 1 Director Rinn presented the update. 6. CONSENT CALENDAR Councilmember Stepper removed item 6.4 for comment. 6.1Consider approval of the Summary of Actions from the regular Town Council meeting of August 12, 2025 6.2Consider approval of the Register of Demands 6.3Consider adoption of Resolution No. 61-2025, approving a Notice of Completion for the San Ramon Valley Boulevard Improvements Project, CIP No. C-600 6.4Consider adoption of Resolution No. 62-2025, approving a Notice of Completion for the Downtown Master Plan Catalyst Project, CIP No. A-362 REMOVED FOR COUNCIL COMMENT 6.5Consider adoption of Resolution No. 63-2025, approving a Notice of Completion for the 2023/24 Pavement Rehabilitation Project, CIP No. C- 610G MOTION BY VICE MAYOR ARNERICH, SECOND BY COUNCILMEMBER STORER, TO APPROVE THE CONSENT CALENDAR, WITH THE EXCEPTION OF ITEM 6.4 MOTION CARRIED 5-0 ITEM 6.4 - CONSIDER ADOPTION OF RESOLUTION NO. 62-2025, APPROVING A NOTICE OF COMPLETION FOR THE DOWNTOWN MASTER PLAN CATALYST PROJECT, CIP NO. A-362 REMOVED FOR COUNCIL COMMENT Councilmember Stepper expressed concern with the safety of intersections downtown and requested that there be a plan to raise the intersections for speed calming. Town Manager Tai Williams described the design of the intersections and the ultimate result of the project. 2 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS SEPTEMBER 2, 2025 MOTION BY VICE MAYOR ARNERICH, SECOND BY COUNCILMEMBER STORER, TO ADOPT RESOLUTION NO. 62-2025, APPROVING A NOTICE OF COMPLETION FOR THE DOWNTOWN MASTER PLAN CATALYST PROJECT, CIP NO. A-362 MOTION CARRIED 4-1; COUNCILMEMBER STEPPER DISSENTED 7. COMMUNICATIONS 7.1Town Manager’s report by Tai Williams Tai Williams presented the report. 7.2Bicycle Advisory Commission report by Chris Heck, Chair Chris Heck presented the report. 7.3Farmers’ Market report by Mackenzie Prime, Market Manager Mackenzie Prime presented the report. 8. ADMINISTRATIVE STAFF REPORTS 8.1 Consider adoption of Resolution No. 64-2025, extending and amending the Employment Agreement of the City Attorney Town Manager Tai Williams presented the staff report. Mayor Morgan stated that the Ralph M. Brown Act requires that, before any agreement specifying salary or compensation for the City Attorney can become effective, the Town Council must verbally summarize those changes. Resolution No. 64-2025 would approve an extension and amendment of the employment agreement for our City Attorney. The agreement contains the following terms: (1) the term of the agreement would be extended by one year, from August 1, 2025, until August 1, 2026; and, (2) the attorney’s salary would be increased by 3%, which equates to an additional $8,254 in salary and $2,972 in pension contribution, for a total increase of $11,226. Because the Town has a defined contribution pension plan, there are no future, unfunded liabilities associated with the agreement. 3 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS SEPTEMBER 2, 2025 Mayor Morgan opened the item to public comment. There were no speakers. Mayor Morgan closed the item to public comment. MOTION BY VICE MAYOR ARNERICH, SECOND BY COUNCILMEMBER STORER, TO ADOPT RESOLUTION NO. 64-2025, EXTENDING AND AMENDING THE EMPLOYMENT AGREEMENT OF THE CITY ATTORNEY MOTION CARRIED 5-0 9.
