SUBJECT: Resolution No. 66-2025, appropriating funds and authorizing the purchase
of a backhoe
BACKGROUND
One of the Town’s most critical pieces of equipment is its backhoe, which is used by the
Maintenance Department in emergency responses, storm situations, clearing debris from
public streets to keep them safe and usable, repairing irrigation systems and other facilities,
loading/unloading various materials that aid in operations and the upkeep of Town parks,
roadsides, and streets, among other things.
DISCUSSION
The Town has owned its current backhoe for approximately 20 years, and it is no longer as
reliable as equipment this critical in nature must be. Purchasing a new backhoe would
ensure the Town can effectively respond to critical situations, keeping people and property
safe.
Staff recommends entering into a cooperative agreement with Sonsray Machinery, a
Sourcewell cooperative purchasing company, to purchase the backhoe. As a Sourcewell
company, Sonsray Machinery must offer goods and/or services to the Town based on what
the State or Federal government has paid for a similar item. The Town’s purchasing policy
allows the Town to enter into a cooperative purchasing agreement or program with the
State, County, other cities or public agencies if it would be advantageous to the Town.
Utilizing a cooperative agreement would reduce staff time spent on administrative tasks
and creating in-house specifications and bid documents. Cooperative agreements provide
flexibility while still maintaining compliance with procurement statutes, and the Town
commonly uses this method for one-time purchases such as this.

FISCAL IMPACT
The amount of the contract for the backhoe purchase is $174,241.44. It is recommended that
the $174,241.44 be appropriated from the Contingency Fund to the Asset Replacement Fund
for this purchase.
RECOMMENDATION
Adopt Resolution No. 66-2025, appropriating funds and authorizing the purchase of a
backhoe.

RESOLUTION NO. 66-2025
APPROPRIATING FUNDS AND AUTHORIZING
THE PURCHASE OF A BACKHOE
WHEREAS, the Town of Danville utilizes various types of vehicles and equipment to
meet the service needs of the Town; and
WHEREAS, it is necessary to purchase a new backhoe to ensure reliability of this critical
piece of equipment and the Town’s ability to manage operations and respond to
emergency situations; now, therefore, be it
RESOLVED, that the Danville Town Council hereby appropriates $174,241.44 from the
Contingency Fund to the Asset Replacement Fund to purchase one new backhoe; and, be
it further
RESOLVED that the Danville Town Council hereby authorizes the Town Manager to
execute a contract to purchase one backhoe.
