HomeMy WebLinkAbout091125-05.1 ADMINISTRATIVE STAFF REPORT 5.1 TO: Design Review Board Members September 11, 2025 SUBJECT: Review Development Plan request DEV25-02 to allow the development of a four-story 348,112 square foot 200 unit mixed use multifamily residential apartment and commercial buildings on a 3.89 acre site located at 101-119 Town & Country Drive. BACKGROUND/DESCRIPTION The subject site was redesignated to Residential – Multifamily, allowing 30-35 units per acre as part of the Town’s 2023-2031 Housing Element adoption process, in January 2023. The development would include the demolition of three commercial buildings, and the retention of the commercial building on the left (housing Fitness 19). Two levels of basement parking are proposed. The proposed development meets the State definition of a mixed use development. This application is being submitted under CA State Law SB 330, The Housing Crisis Act. The applicant submitted a preliminary application on 2/14/2025, and formal application on 8/13/2025. Once the application is deemed to be complete, the Town must take action on the project within 90 days, and the Town is limited to holding a maximum of five hearings. The application has been submitted under the CA State Density Bonus Law. As such, in exchange for designating 15 percent of the base units (21 units) as affordable to very low income households, the applicant is entitled to a 50% density bonus. The applicant is also entitled to an unlimited number of waivers of otherwise applicable Town development standards, including: Height - 53’ (35’ average allowed) Floor Area Ratio – 141% (120% allowed) Parking – 237 (344 required). Commercial Parking – 95 (116 Required) Under State Law, the Town cannot disallow these proposed waivers unless findings are made that they would result in an adverse impact on public health and safety. 101-119 Town & Country 2 September 11, 2025 EVALUATION The Town’s review of this project’s architectural design has focused on the building’s four-story massing as well as the general architectural style. • The Town has worked with the applicant and architect to soften four-story elevations by recessing the fourth floor and adding a patio area. However, there are several elevation segments that have nearly vertical four story elevation. These areas include the San Ramon Valley Blvd. elevation near the Town & Country Driveway. • Add more craftsman style elements such as additional awnings over windows on flat building facades. The awnings could include braces and rafter tail designs similar to the fourth flood trellis design. • Replace the metal balcony railing with solid wood railing (similar to 600 Hartz). • Use more traditional red brick. This would necessitate an overall adjustment to building color pallet. • Use board & batten siding where vertical wood siding is shown. • Require significant management maintained plants on the fourth floor and other larger patio areas. • More substantial wood framing and ledges around windows on flat building walls (and/or the awnings).
