Parks, Recreation and Arts Commission Regular Meeting SUMMARY OF ACTIONS July 9, 2025 1. CALL TO ORDER The regular meeting of the Danville Parks, Recreation and Arts Commission was called to order by Chair Neary at 6:30 p.m. in the Town Meeting Hall, 201 Front Street, Danville, CA. Present: Charles Neary, Chair Carol Mascali, Vice Chair Kevin Donovan, Commissioner Joe Lindsey, Commissioner Payton McDermott, Youth Representative Jenna Mesic, Commissioner William (Bill) Pratt, Commissioner Excused: Adam Falcon, Commissioner Jane Joyce, Commissioner 2. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the agenda. 3. FOR THE GOOD OF THE TOWN There was no public comment. 4. MOTION CARRIED 6-0-1-2; COMMISSIONER MASCALI ABSTAINED; COMMISSIONER JOYCE AND COMMISSIONER FALCON ABSENT 4.2 Consider approval of Parks, Recreation and Arts Commission Meeting dates for 2026 MOTION BY COMMISSIONER MESIC, SECOND BY COMMISSIONER MASCALI, TO APPROVE PARKS, RECREATION AND ARTS COMMISSION MEETING DATES FOR 2026. MOTION CARRIED 7-0-0-2; COMMISSIONER JOYCE AND COMMISSIONER FALCON ABSENT. 5. PRESENTATIONS 5.1 Use of Bikes and E-Bikes in Town Parks Discussion City Attorney Rob Ewing led the discussion, seeking feedback from the Commission to bring back to Town Council. Karen Stepper, Councilmember, speaking as a member of the public, commented on the hours that community members could utilize the parks for walking safely, and expressed her appreciation for an open discussion regarding bike safety in Danville parks. Chair Neary requested to have a follow-up discussion on E-bikes at the next Parks, Recreation and Arts Commission meeting. 5.2 Status of Borel Property Development City Attorney Rob Ewing led the discussion. MOTION BY CHAIR NEARY, SECOND BY COMMISSIONER MESIC, TO SELECT COMMISSIONER MASCALI TO SERVE AS CHAIR FOR A ONE-YEAR TERM OF OFFICE FROM JULY 1, 2025 THROUGH JUNE 30, 2026. MOTION CARRIED 7-0-0-2; COMMISSIONER JOYCE AND COMMISSIONER FALCON ABSENT 5.4 Selection of Vice Chair Director Jessica Wallner led the discussion. MOTION BY CHAIR NEARY, SECOND BY COMMISSIONER MESIC, TO SELECT COMMISSIONER LINDSEY TO SERVE AS VICE CHAIR FOR A ONE-YEAR TERM OF OFFICE FROM JULY 1, 2025 THROUGH JUNE 30, 2026. MOTION CARRIED 7-0-0-2; COMMISSIONER JOYCE AND COMMISSIONER FALCON ABSENT 5.5 Designation of Sub-committee Assignments Director Jessica Wallner led the discussion. Director Jessica Wallner led the discussion.
