Subject: August Town Manager's Update
MEMO
The month of July was focused on celebrations, collaboration, and connection. Three
themes stood out:
1. Community Celebrations and Events: The Town, in partnership with the Kiwanis
Club, joined with volunteers and thousands of residents to celebrate the 50th July 4th
Parade. The event drew an estimated 40,000 spectators along the parade route and
featured more than 2,000 participants in 110 entries. In addition to this milestone
celebration, the new Music in the Plaza performances along with continuation of long-
standing Music in the Park and Moonlight Movies series provided opportunities for
neighbors and families to gather. These events, diverse in type and appealing to all
ages, strengthen the community connections that make Danville feel like home.
2. Advancing Public Safety - E -Bike Safety Initiatives: Consistent with Town
Council's direction at its July 8 Study Session, the Town advanced its e -bike safety
efforts on several fronts. A new Town Talks with the Mayor video series, the Not My Kid
e -bike safety campaign for families, and an interactive web portal
(danvilletowntalks.org/notmykid) have been launched to strengthen two-way
communication with residents on education, enforcement, and safety responsibilities.
The Danville Police Department will supplement these efforts with e -bike safety pop-
up events in parks, at or near schools, and generally where youth congregate, while
staff continues to share information and resources with interested agencies and
community groups.

Work is underway to develop an e -bike registration and education program, which
the Town seeks to implement in collaboration with the San Ramon Valley Unified
School District. Modeled after successful programs in Lafayette and Marin County, it
would require students to complete basic rider education before bringing legal e -bikes
to campus — a practical, near-term step to promote safe riding and reduce accidents in
the community.
Lastly, the Town is working to convene a multi jurisdiction working group with
similar youth e -bike safety challenges to share strategies and pursue joint legislative
advocacy. The effort aims to promote safe, age-appropriate, and responsible
micromobility use through consistent statewide standards, with initial discussions
planned for September 2025.
3. Leadership Training and Culture Building: With a new leadership team and new
employees joining the organization, the Town is investing in training to develop a
shared understanding of how we solve problems and deliver service the "Danville
way." In July, the expanded Executive Team participated in a full-day workshop to
identify each member's natural strengths and how to apply them across different
stages of workflow. The session strengthened communication, collaboration, and
mutual support - ensuring that the team operates cohesively and effectively in
serving the community. Ongoing leadership training is planned.
The sections that follow provide highlights from each department on their work in July.
DEPARTMENT UPDATES
Administrative Services
Finance
With the FY 2025/26 Operating Budget and Capital Improvement Program adopted in
June, the Finance Division has transitioned to closing the books for FY 2024/25 and
preparing the Annual Comprehensive Financial Report (ACFR). This work is concurrent
with ongoing monitoring of revenue trends, particularly in property tax, sales tax, and
LLAD funding, in line with the Town's ten-year fiscal sustainability strategy.
Information Technology
• Fiber Optic Cable Interconnect: Fiber runs to the Community Center, Village Theatre,
Town Meeting Hall, and Veterans Memorial Building are now complete, with all 144
strands terminated at the 500 La Gonda Way data center. Part of the Town's 2022 Fiber

Optic Master Plan, this project replaces outdated copper wiring with a high-speed
network connecting all Town facilities and traffic signals. The upgrade will increase
bandwidth, improve reliability, reduce leased connection costs, and enhance real-time
management for current and future traffic signal operations.
• Security Cameras: Planning is underway for new and upgraded security cameras in the
downtown, library, and Community Center.
• Network Maintenance included warranty replacement of a faulty audio processor at
Town Meeting Hall on July 18.
• Live Scan: Work is in progress with County IT and Department of Justice (DOJ) to
establish a new connection for an additional Live Scan machine at the Police
Department, which would enhance the service for both our residents as well as for
onboarding new employees.
• Automation: Development is underway in developing a new automated online
onboarding/offboarding form to replace the current manual process.
Human Resources
• Recruitments: Completed for Civil Engineering Associate (construction manager) and
Recreation Program Supervisor.
• Performance Feedback: The annual Performance Feedback process was completed at the
end of July 2025. As the basis of the Town's pay -for -performance system, it links
merit -based increases to demonstrated results while promoting accountability,
recognizing strong performance, and supporting ongoing improvement.
• Training: Recent and upcoming training includes Anti -Harassment, Bloodborne
Pathogens, and Leadership Development. These sessions help maintain high service
standards, support employee retention, and promote a safe workplace. Providing
staff with the knowledge and skills to work effectively and safely also helps reduce
workplace injuries and manage risk.
Community Outreach
• E -Bike Safety Videos: Filming is completed for a new Town Talks with the Mayor video
series focused on e -bikes, with segments on education, enforcement, and liability.
• E -Bike Portal: Launched on Danville Town Talks to provide updates and enable two-
way communication with residents.

• ADA Title II Compliance: Town is preparing for the 2027 deadline to meet ADA Title
II, which requires state and local governments to ensure equal access to all programs,
services, and activities for individuals with disabilities. Current efforts focus on
website and content accessibility, including reviewing and updating the Town's
website structure, documents, videos, and images. This multi -department effort also
includes long-term planning to maintain compliance for all programs and services.
Development Services
Transportation
• Diablo Road Trail: Project bids were opened on July 15, with award scheduled for
August 12.
• Bicycle Wayfinding: Request for Proposal closed on July 25.
• Fiber Optic Cable Interconnect: Fiber optic cable has been installed along the traffic
signal interconnect, and the next phase of the project will involve connecting the
signal cabinets to the network.
Planning
• Community Presbyterian Church: Submitted an application for a campus expansion and
multi -family housing project on Ilo Lane.
• Inclusionary Housing Ordinance Update: Second reading scheduled for August 12.
• Danville Bowl: The Address Company has submitted a preliminary application, under
SB 330 provisions, for the development of 49 townhomes.
Capital Improvements
• Diablo Vista Park Playground Replacement: The contractor has poured concrete for the
new stairs, with most of the play equipment scheduled to arrive this week. Current
includes forming the top of the "snake" walkways, grading and compacting the site,
and installing irrigation valves, couplers, boxes, and lateral lines. Landscape
installation is scheduled to begin Monday, August 11.

Economic Development & Community Events
• July 4th Parade: Partnered with Kiwanis Club, Police Department, and Maintenance
Services to deliver the 50th July 4th Parade, drawing an estimated 40,000 spectators,
2,000 participants, and more than 110 parade entries.
• Car Shows: Preparations are underway for the September 7 Hot Summer Sundays Car
Show and the September 21 Danville Concours d'Elegance.
• Destination Marketing: Issued a Request for Proposals for destination marketing
services to support Town Council's direction to strengthen Danville's visibility and
support local business vitality.
Maintenance Services
• PG&E Outage (July 12-13): PG&E's transformer replacement resulted in a 30+ hour
outage, leaving the Town Offices and Police Department without power from
Saturday morning to Sunday evening. Staff coordinated with PG&E and maintained
backup power, requiring 17 staff hours and five trips between Town Offices and the
Service Center to refuel the generator. PG&E required a licensed electrician before re -
energizing the building, resulting in the Town incurring an estimated $1,500 cost that
PG&E has declined to reimburse.
• Annual Creek and Drainage Inspections: Initiated in preparation for storm season.
• Diablo Vista Park Synthetic Turf Field: Repair damage to the synthetic turf field as a
fireworks.
• Onboarded: New roadside landscape contractor for Zones A and B.
• All Wars Memorial: Providing adjunct support as needed to facilitate the Veterans
group's enhancements to the All Wars Memorial.
• Dog Park Gates Repair: Repairs were completed to restore the self-closing function of
the dog park gates, ensuring that dogs remain safely within the park. Unlike most
cities, Danville's dog parks feature self -functioning gates - a higher standard of safety
and convenience for park users.
• Holiday Wreaths: Additional holiday wreaths have been ordered for San Ramon Valley
Boulevard and Railroad Avenue, extending the festive theme beyond Old Towne,
consistent Town Council direction and in support of the business community by
enhancing the downtown visitor experience.

• Solar Systems: After extensive troubleshooting, the solar system at the Veterans
Memorial Building was restored to full functionality with upgraded monitoring
capabilities. Town is also coordinating with Tesla to replace the solar panels at the
Town Offices.
• Community Event Support: Provided event preparation and on-site support for
summer concerts and community gatherings, committing significant resources to
ensure public spaces were clean, safe, and visually appealing before events and
promptly restored afterward. This work is essential to presenting the Town at its best
and creating a welcoming environment for residents and visitors.
Police & Emergency Services
• June 2025 Activity: Danville Police Department responded to 2,107 calls for service,
issued 573 citations, completed 124 crime reports, and made 34 arrests (13 DUIs).
• July 4th Parade: Provided strong law enforcement presence at the July 4 Parade,
ensuring public safety with no significant disruptions.
• High School Graduations: Supported Monte Vista and San Ramon Valley High School
graduations without incident.
• Law Enforcement Torch Run: Participated in the June 25 Law Enforcement Torch Run,
raising awareness and support for Special Olympics.
• Grant: Secured a CHP grant to replace a traffic enforcement patrol vehicle; resolution
to accept the grant will be presented August 12.
• Danville Volunteers in Patrol (VIPS): Donated 205 hours in June. Services they provide
included vacation house checks, Citizen academy support, and supported July 4th
Parade preparation.
• Emergency Preparedness
o Meetings & Trainings: Participated in the July 2 Emergency Managers MAC
meeting, July 8 PG&E Data Portal training, and July 10 state -local coordination
session on new Emergency Operations Plan requirements.
o July 4th Parade: Managed public safety operations for the July 4 Parade, including
rapid response to two medical calls and two lost child incidents.

o Event Planning and Support: National Night Out (August 5) and County OES Mass
Care and Shelter Training (August 26).
Recreation, Arts & Community Services
• Rentals: Processed 48 picnic rentals and 15 indoor facility rentals.
• Senior Center: Hosted a Buzz Session on cybersecurity and AI scam awareness,
attended by over 30 participants, and continues to average 80 weekly participants in
the Monday Senior Lunch Program.
• Summer Camps: were in full swing with diverse activities for all age groups, from Little
Acorn preschool experiences to DesTEENation teen outings.
• Music in the Park (July 5): Drew approximately 1,000 attendees; Prospect Park Plaza
and Moonlight Movies events continue to attract consistent audiences.
• Art in Miniature juried exhibition opened July 12 with 39 artists, including one from
South Africa.
• Leagues: Adult bocce, softball, and basketball leagues conclude in August after a
strong summer season, with preparations underway for fall sports.
