HomeMy WebLinkAbout081225-06.7 ADMINISTRATIVE STAFF REPORT 6.7 TO: Mayor and Town Council August 12, 2025 SUBJECT: Resolution No. 58-2025, awarding a professional services agreement for construction management and inspection services during the construction of Diablo Road Trail and Drainage Improvements Project No. C-055 BACKGROUND The Diablo Road Trail and Drainage Improvements Project, CIP No. C-055, is progressing according to schedule with construction anticipated to begin Fall 2025. As with previous complex large-scale Town infrastructure projects, the Town intends to utilize an independent construction manager and inspector to support the efforts of in-house Engineering staff and ensure that construction activities are completed on schedule and within the established project budget. The Request for Qualifications period for construction management and inspection services closed on July 25, 2025. DISCUSSION In response to the Town's solicitation, five (5) responses from construction management consultants were received. After a thorough review of the qualifications, a committee consisting of Town staff and the project engineer selected two firms which were interviewed on July 30, 2025. The firm identified as the best qualified to provide the desired construction management and inspection services is Haley & Aldrich of Walnut Creek, California. Haley & Aldrich has considerable experience with similar projects and has submitted a fee proposal that addresses the Town's needs within the constraints of the allocated funding. PUBLIC CONTACT Posting of the meeting agenda serves as notice to the general public. FISCAL IMPACT The cost for construction management and inspection services is $450,000 with a 5% contingency of $22,500 for a total of $472,500. Funds are available in the Diablo Road Trail and Drainage Improvements Project, CIP No. C-055 (Attachment B). C-055 WHEREAS, the Town is undertaking construction of the Diablo Road Trail and Drainage Improvements Project, CIP No. C-055; and WHEREAS, the utilization of independent construction management and inspection services will support efforts to complete the project both on schedule and within the established budget; and WHEREAS, a Request for Qualifications was solicited and the Town received 5 consultant responses by the July 25, 2025, deadline; and WHEREAS, two firms were interviewed the week of July 28, 2025; and WHEREAS, Haley & Aldrich was identified as the firm most qualified to provide the desired construction management and inspection services and a scope of work and related fee proposal has been negotiated; now, therefore, be it RESOLVED, by the Danville Town Council that the Town Manager is hereby authorized to execute, on behalf of the Town, a Professional Services Agreement with Haley & Aldrich with a not-to-exceed budget of $450,000, and that the Town Manager be authorized to establish and utilize a 5% contingency in the amount of $22,500 for additional work that may be subsequently approved by contract amendment. Diablo Scenic/Blackhawk intersection) to the east.
