SUMMARY OF ACTIONS
July 15, 2025 - DRAFT
1. CALL TO ORDER
The regular meeting of the Danville Town Council was called to order by Mayor
Morgan at 5:00 p.m. at the Town Meeting Hall, 201 Front Street, Danville, CA.
Present: Renee Morgan, Mayor
Newell Arnerich, Vice Mayor
Mark Belotz, Councilmember
Karen Stepper, Councilmember
Robert Storer, Councilmember
2. PLEDGE OF ALLEGIANCE TO THE FLAG
The pledge of allegiance to the flag was led by Thomas Rossberg.
3. CHANGES TO THE ORDER OF THE AGENDA
Town Manager Tai Williams and City Attorney Rob Ewing recommended that
agenda item 8.1 be continued to the Town Council meeting on August 12 at 5:00
p.m. to allow time for the Magee Ranch Homeowners’ Association to provide
information on the selection process for members of the Geologic Hazard
Abatement District (GHAD) Board.
4. FOR THE GOOD OF THE TOWN
Dick Heron, Walnut Creek Watershed Council, distributed a 2023/2024
Achievement Report and provided an update of activities.
Rich Abers stated that he is forwarding information to the Town Council
regarding safety and parking issues on West Prospect Avenue.

Chuck Preas expressed concern regarding e-bike safety issues and suggested the
Town Council visit Osage Station Park to witness the start of the new school year.
5. PRESENTATIONS AND PROCLAMATIONS
5.1Presentation of a proclamation proclaiming August 5, 2025, as National
Night Out
Mayor Morgan presented the proclamation to Danville Police Chief
Thomas Rossberg.
5.2Introduction of new Police Department personnel by Danville Police Chief
Thomas Rossberg
Chief Rossberg introduced new Police Department personnel.
6. CONSENT CALENDAR
6.1Consider approval of the Summary of Actions from the regular Town
Council meeting of July 1, 2025
6.2Consider approval of the Register of Demands
6.3Consider acceptance of the May 2025 Month End Treasurer’s Report
6.4Consider adoption of Resolution No. 54-2025, accepting $111,521.14 from
the California Highway Patrol for the Cannabis Tax Fund Grant Program,
and authorizing the Town Manager to execute the Grant Program
Agreement
6.5Consider adoption of Resolution No. 56-2025, accepting public and private
improvements and dedications for Subdivision 9593, located at 600 Hartz
Ave.

8. PUBLIC HEARINGS
8.1Consider adoption of Resolution No. 57-2025, appointing members to the
Board of Directors for the Magee Ranch Geologic Hazard Abatement
District CONTINUED TO AUGUST 12, 2025, AT 5:00 P.M.
8.2Consider introduction of Ordinance No. 2025-02, approving Zoning Text
Amendment ZTA25-0001 amending the Town’s Inclusionary Housing
Ordinance
Chief of Planning David Crompton presented the staff report.
Mayor Morgan opened the item to public comment.
Cammy Ticknor asked the Town to address the parking issues that arise in
areas where low income housing is built.
Mayor Morgan closed the item to public comment.
Mr. Crompton stated that there is a typographical error on page 10, item D,
and the word “not” will be removed to clarify that for-rent BMR second
units will be rented to low income households.

8.3Consider introduction of Ordinance No. 2025-03, approving Zoning Text
Amendment ZTA25-0002 amending the Town’s Tree Preservation
Ordinance
Chief of Planning David Crompton presented the staff report.
Councilmember Stepper recommended adding information regarding the
Town’s Tree Memorial Program to item 32-79.10 on page 9.
Councilmember Storer recommended that developers be required to place
all new trees away from property line.
Vice Mayor Arnerich suggested that trees in new development should be
planted away from property line, and questioned how that would apply to
existing residences.
Mr. Crompton stated that a requirement can be made of mitigation trees.
He suggested trees in larger projects to be 10 feet from property line and
five feet from property line for properties less than half-acre in size.

MOTION BY VICE MAYOR ARNERICH, SECOND BY COUNCILMEMBER STORER,
TO INTRODUCE AND READ BY TITLE ONLY ORDINANCE NO. 2025-03,
APPROVING ZONING TEXT AMENDMENT ZTA25-0002 AMENDING THE TOWN’S
TREE PRESERVATION ORDINANCE, AND RETURN FOR SECOND READING ON
AUGUST 12, 2025; INCLUDING THE FOLLOWING CHANGES:
1.SETBACK OF MITIGATION TREES SHALL BE 10’ OR GREATER FOR LOTS
OVER 10,000 SQ. FT.;
2.SETBACK SHALL BE 5’ FOR TREES ON LOTS LESS THAN 10,000 SQ. FT.; AND
3.INCLUDE INFORMATION ON TOWN’S MEMORIAL TREE PROGRAM

Councilmembers provided updates on events and activities in Danville.
11. ADJOURNMENT
The regular meeting of the Danville Town Council adjourned at 7:24 p.m. in
reflection of the disaster that struck Texas and expressing sympathy for the
families affected by the tragedy.
