Town Council – Regular Meeting SUMMARY OF ACTIONS June 17, 2025 - DRAFT 1. CALL TO ORDER The regular meeting of the Danville Town Council was called to order by Mayor Morgan at 5:00 p.m. at the Town Meeting Hall, 201 Front Street, Danville, CA. Present: Renee Morgan, Mayor Newell Arnerich, Vice Mayor Mark Belotz, Councilmember Karen Stepper, Councilmember Robert Storer, Councilmember 2. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance to the flag was led by Joe Calabrigo. 3. CHANGES TO THE ORDER OF THE AGENDA Town Manager Joe Calabrigo recommended deferring Item 7.1 Legislative Update to the Town Council meeting on July 15, 2025. 4. FOR THE GOOD OF THE TOWN There were no speakers. 5. PRESENTATIONS AND PROCLAMATIONS 5.1Reading of a proclamation recognizing Juneteenth on June 19, 2025 Mayor Morgan read the proclamation. DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS JUNE 17, 2025 5.2Presentation of a proclamation proclaiming June 2025 as Alzheimer’s and Brain Awareness Month Mayor Morgan presented proclamations to Dr. Kulveen Sachdeva, Neurologist, and Kathleen Backus, Alzheimer’s Association. 6. CONSENT CALENDAR 6.1Consider approval of the Summary of Actions from the regular Town Council meeting of June 3, 2025 6.2Consider approval of the Register of Demands 6.3Consider acceptance of the April 2025 Month End Treasurer’s Report 6.4Consider adoption of Resolution No. 46-2025, authorizing the Town Manager to execute a three-year Microsoft Enterprise Agreement renewal 6.5Consider adoption of Resolution No. 47-2025, rescinding Town Council Resolution No. 44-2024, which found the application for Vesting Tentative Map SD 9673 incomplete and determining that the application is complete MOTION BY COUNCILMEMBER STEPPER, SECOND BY VICE MAYOR ARNERICH, TO APPROVE THE CONSENT CALENDAR MOTION CARRIED 5-0 7. PUBLIC HEARINGS 8.1Consider adoption of Resolution No. 42-2025, approving the 2025/26 Operating Budget and setting the 2025/26 Appropriation Limit; Resolution No. 43-2025SA, approving the 2025/26 Operating Budget for the Successor Agency to the former Community Development Agency of the Town of Danville; and, Resolution No. 44-2025, approving the 2025/26Master Fee Schedule for User and Cost Recovery Fees Town Manager Joe Calabrigo and Assistant Town Manager Tai Williams presented the staff report. Mayor Morgan closed the item to public comment. 3 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS JUNE 17, 2025 Councilmember Stepper stated that she cannot support a Capital Improvement Program which has an unbalanced allocation of funds for Danville teens and eliminates the funding for a multi-sport skatepark and gathering space for youth. MOTION BY VICE MAYOR ARNERICH, SECOND BY COUNCILMEMBER STORER, TO ADOPT RESOLUTION NO. 45-2025, APPROVING THE 2025/26 THROUGH 2029/30 CAPITAL IMPROVEMENT PROGRAM ANDAPPROPRIATING FUNDS FOR 2025/26 CAPITAL PROJECTS MOTION CARRIED 4-1; COUNCILMEMBER STEPPER OPPOSED 9. Calabrigo Town Councilmembers and guests recognized Town Manager Joe Calabrigo for his service to the Danville community and a celebratory reception was held in the Village Theatre Art Gallery following the meeting. 10.
