SUBJECT: Resolution No. 39-2025, appointing Tai J. Williams as Town Manager and
approving an Employment Agreement
BACKGROUND
The Town Manager serves as the administrative head of the Town, working under the
direction and control of the Town Council and carrying out the duties specified in Chapter
2 of the Danville Municipal Code. The Town Manager is appointed by, and serves at, the
pleasure of the Town Council, subject to the terms set forth in an employment agreement
with the Town.
The Town’s current Town Manager, Joe Calabrigo, has served in that role since being
appointed by the Town Council in March of 1993. Mr. Calabrigo has announced his
retirement effective June 30, 2025. After meeting in a noticed closed session, the Town
Council has decided to appoint the Town’s current Assistant Town Manager, Tai J.
Williams, to become Danville’s next Town Manager.
Ms. Williams was first hired by the Town in July 1996 as an Assistant Planner. Since then,
she has served as Associate Planner, Transportation Manager, Transportation Director,
Community Development Director, Administrative Services Director and, since July 2017,
as Assistant Town Manager. Ms. Williams lives in Danville with her husband and
daughter. She will be the 4th Town Manager in the Town’s history.
DISCUSSION
The Town Council and Ms. Williams have agreed upon an employment agreement which
contains the following key provisions:
• Ms. Williams’ appointment as Town Manager will be effective July 1, 2025 and the
term of the agreement will be two years, through June 30, 2027.
• The annual salary for the first year of the agreement will be $265,000, with any
adjustment in the second year based upon an annual performance evaluation.
• The Town’s contribution to the defined contribution pension plan will be 30% of base
salary.

PUBLIC CONTACT
Posting of the meeting agenda serves as notice to the general public. Further, as required
by Government Code Section 54953(c)(3), an oral report summarizing the recommended
salary and fringe benefits of the Town Manager will be presented during the Town Council
meeting.
FISCAL IMPACT
There is no impact on the Town’s operating budget for Fiscal Year 2025/26 as the cost of the
Agreement is within funds budgeted for the Town Manager position. The cost of the
Agreement for year one will be $348,700 ($265,000 in salary, $79,500 in pension contribution
and $4,200 in auto allowance). In year two of the contract, any increase in compensation
would need to be approved by the Town Council through a resolution approved at a
Council meeting. Because the Town provides a defined contribution pension plan, all costs
are paid annually as part of the operating budget and there are no future or unfunded
liabilities associated with the Town Manager’s compensation.
RECOMMENDATION
Adopt Resolution No. 39-2025, appointing Tai J. Williams as Town Manager and approving an
Employment Agreement.

APPOINTING TAI J. WILLIAMS AS TOWN MANAGER AND APPROVING AN
EMPLOYMENT AGREEMENT
WHEREAS, Chapter 2 of the Danville Municipal Code provides that the Town Council shall
appoint a Town Manager to serve as the administrative head of the Town government under
the direction and control of the Town Council; and
WHEREAS, the Town Council has determined that Tai J. Williams, the Town’s current
Assistant Town Manager, should be appointed as the next Town Manager, effective July 1,
2025; and
WHEREAS, Sections 2-2.6 and 2-2.10 provide that the Town Council shall enter into an
Agreement with the Town Manager to establish compensation and terms and conditions of
employment for the Town Manager; and
WHEREAS, the Town Council and Ms. Williams have agreed upon terms for an
Employment Agreement; now, therefore, be it
RESOLVED by the Danville Town Council that acting pursuant to Section 2-2.1 of the
Danville Municipal Code, Tai J. Williams is hereby appointed to serve as the Town Manager
for the Town of Danville, effective July 1, 2025; and be it further
RESOLVED that the Mayor is hereby authorized to execute, on behalf of the Town, the
Employment Agreement with Tai J. Williams in the form as lodged with the City Clerk.
