1. CALL TO ORDER
Mayor Morgan reported out of Closed Session on May 13, 2025, at 1:25 p.m. that
no action was taken.

The regular meeting of the Danville Town Council was called to order by Mayor
Morgan at 5:00 p.m. at the Town Meeting Hall, 201 Front Street, Danville, CA.

2. PLEDGE OF ALLEGIANCE TO THE FLAG
The pledge of allegiance was led by Nate McCormack.
3. CHANGES TO THE ORDER OF THE AGENDA
There were no changes to the order of the agenda.
4. FOR THE GOOD OF THE TOWN
Robert Mowat addressed the Town Council regarding
The Danville Boulevard Tree
and the impact the survey has had on the community of Alamo. He

5.1Presentation of a proclamation to Rabbi Raitman proclaiming May 2025 as
Jewish American Heritage Month
Mayor Morgan presented the proclamation.
5.2Presentation of a proclamation to Becky Adams, Leadership San Ramon
Valley Class of 2025, proclaiming May as Mental Health Awareness Month
Mayor Morgan presented the proclamation.
6. CONSENT CALENDAR
Items 6.2 and 6.5 were removed by Councilmember Stepper for discussion; item
6.6 was removed for public comment.

Councilmember Stepper referred to page 3 of the Register of Demands, Capital Project
Management, and noted for the record that the benches in Prospect Park Plaza are in
need of repair.

ITEM 6.5 - CONSIDER ADOPTION OF RESOLUTION NO. 27-2025, AUTHORIZING
TOWN STAFF TO MARK THE CURB IN FRONT OF PARALLEL PARKING SPACES
WITH RED PAINT WHERE PARKING IS BANNED UNDER AB 413 DAYLIGHTING
LAW IN DOWNTOWN DANVILLE REMOVED FOR DISCUSSION
Councilmember Stepper expressed concern regarding red painted curbs throughout
Town and questioned if there is any other way to mark the curb besides the bright red
paint.
Transportation Manager Allan Shields referred to the California Vehicle Code and stated
that the red paint is required to appropriately notify the public.

Mayor Morgan opened the item to public comment.
Shayna Ronen provided information on the importance of the parking spaces in front of
I Can Do That! studio at 194 Diablo Road. She stated that she will support the Town
Council decision and, if the decision is to go forward with the red curb markings, she
requested that the painting take place after the summer session.
Mayor Morgan closed the item to public comment.
Councilmember Stepper questioned if there were other options available to address the
safety situation in that location and expressed support for delaying the changes until
September.

Vice Mayor Arnerich questioned the Town’s liability if the safety situation is not
promptly addressed.
City Attorney Rob Ewing stated that the safety situation would need to be resolved as
soon as feasible.
Transportation Manager Allan Shields provided information on the current situation and
his observations.

Dave Casteel provided the report.
7.3Legislative Update by Management Analyst Cat Bravo
Cat Bravo provided the report.
8. PUBLIC HEARINGS
8.1 Consider conducting a public hearing, accepting ballots and directing the
tabulation of all ballots received regarding the proposed formation of
Landscaping & Lighting Assessment District No. 2025-1 for Fiscal Year
2025/26
Mayor Morgan announced the procedure for the public hearing.

Maintenance Services Director Dave Casteel presented the staff report and
introduced District Engineer staff from Francisco and Associates.
Mayor Morgan opened the item to public comment.
There were no speakers.
Mayor Morgan issued a last call for property owners to cast, change, or
withdraw their ballot and closed the item to public comment.

TO DIRECT THE CITY CLERK TO TABULATE THE BALLOTS AND REPORT
FINDINGS AT THE PUBLIC HEARING ON JUNE 3, 2025. TABULATION OF THE
BALLOTS WILL BEGIN ON MAY 21, 2025, DURING REGULAR BUSINESS HOURS
AND IS OPEN TO BE VIEWED BY THE PUBLIC IN THE COMMUNITY MEETING
ROOM AT THE DANVILLE TOWN OFFICES, 500 LA GONDA WAY

9. TOWN COUNCIL REPORTS
9.1Town Council updates
Councilmembers provided updates on events and activities in Danville.
10. ADJOURN TO CLOSED SESSION
The regular meeting of the Danville Town Council adjourned to a closed session
at 6:40 p.m.
11. CLOSED SESSION
11.1 Public comment
Linda Danis, Danville, expressed concern regarding the attempt to build on
the Anderson Ranch hillside and asked the Town Council to continue to
support the homeowners and appeal the court’s decision.

David Danis, Danville, expressed support for the comments made by Linda
Danis and encouraged the Town not to support the development.
11.2Closed Session - pending litigation, Case Name Ido Adler v. Town of
Danville, Contra Costa County Superior Court Case No. N2401615
11.3Report on Closed Session
Mayor Morgan reported out of Closed Session that there was a unanimous
vote of the Town Council to direct the City Attorney not to file an appeal in
the listed case.
12. ADJOURNMENT
The closed session of the Danville Town Council adjourned at 7:20 p.m.
