HomeMy WebLinkAbout052025-06.6 ADMINISTRATIVE STAFF REPORT 6.6 TO: Mayor and Town Council May 20, 2025 SUBJECT: Resolution No. 28-2025, authorizing implementing red curb markings in front of 194 Diablo Road BACKGROUND Diablo Road, between Hartz Avenue and Front Street in downtown Danville, is a four- lane road with two eastbound and two westbound lanes. The number two lanes in both directions are designated as Class III Bike Routes, shared by bicycles and motor vehicles. Limited parking is permitted along both sides of Diablo Road, from 194 Diablo Road westbound to Hartz Avenue. Parking elsewhere is restricted due to insufficient roadway width, inadequate sight distance near intersections, or the presence of driveways and pedestrian ramps. In front of 194 Diablo Road, a left turn pocket for westbound traffic turning south into the parking lot at 155 Diablo Road (BevMo) narrows the roadway. This creates a conflict between the number two westbound lane and the two designated parking spaces along the north curb. Vehicle Code Section 21458(a)(1) states in part that local authorities may enact local parking regulations and paint the curb red to indicate no stopping, standing, or parking, whether the vehicle is attended or unattended. DISCUSSION Danville Town staff received complaints about unsafe parking in the two spaces in front of 194 Diablo Road. On multiple site visits, staff observed that vehicles parked in these spots consistently prompted drivers in the number two lane to take evasive actions, such as partially entering the number one lane, slowing or stopping to wait for clear traffic, or fully switching to the number one lane. Although the roadway width remains consistent, the turn pocket reduces the usable space for travel and parking in this area. Removal of the two spaces in front of 194 Diablo Road would remedy the hazardous conflict point between the parked vehicles and the motorists and cyclists on westbound Diablo Road.
