HomeMy WebLinkAbout052025-07.2 Maintenance Town Council Report May 2025 MAINTENANCE SERVICES Town Council Report Presented May 20, 2025 2 MAINTENANCE SERVICES OUR MISSION Maintenance Services ensures that Town‐owned faciliƟes—buildings, parks, roadsides, streets and street lights —are maintained in a manner that enhances the quality of life for Danville residents. The Town’s Maintenance Services Department consists of five primary divisions: Buildings, Streets, Street Lights, Parks and Roadsides. These divisions work together to ensure that Danville conƟnues to be a great place to live and visit. The Buildings Division maintains approximately 140,000 square feet of buildings, including the Town Offices, Town Service Center, Veterans Memorial Building, Village Theatre, Town MeeƟng Hall, Library, Community Center, Sycamore Day School, the Magee House, Swain House, and CoƩage at Hap Magee Ranch Park, and the Teen Centers at Los Cerros, CharloƩe Wood and Diablo Vista schools. These buildings are maintained by three full‐Ɵme staff members, who also complete several hundred service requests each year. Over 250 acres of parks, roadsides and medians throughout the Town are maintained by the Parks and Roadsides divisions. Staff conƟnues to manage the UgMO system and a central irrigaƟon system that are helping combat rising water costs and changing weather condiƟons while maintaining landscaping in the condiƟon our residents have grown to love. AddiƟonally, the Parks Division maintains 30 sports fields, two water features, seven playgrounds and a large and small dog park, helping to provide great recreaƟonal experiences for our residents and their pets. The Streets Division conƟnues to do a phenomenal job of keeping our roadways safe. Street and curb markings are repainted as needed, traffic and street name signs are monitored daily, being repaired or replaced when necessary, potholes are filled, sidewalks are repaired and all efforts are made to keep Danville’s streets as safe as possible. In addiƟon to these duƟes, Maintenance Services maintains Town creeks and drainage systems while complying with permit requirements from the Department of Fish and Wildlife. While striving to exceed service level expectaƟons in the areas described above, the Maintenance Services Department also facilitates special events, responds to traffic accidents, removes graffiƟ, completes extensive safety and specializaƟon trainings, manages 26 Capital Improvement Projects, assists with the Town’s Clean Water Program, coordinates volunteer projects with various organizaƟons and works directly with all sports user groups in Town. 3 MAINTENANCE SERVICES DEPARTMENT HIGHLIGHTS The Maintenance Services Department maintains 60 acres of arterial roadside and median landscaping. A variety of volunteer projects are coordinated each year, including park fence painƟng, refinishing benches and rose bush pruning. Maintenance staff completes extensive safety and specializaƟon trainings each year. MAINTENANCE SERVICES 4 MAINTENANCE SERVICES MAINTENANCE SERVICES DEPARTMENT HIGHLIGHTS The Town maintains and repairs 145 lineal miles of streets and roadways and 6.1 miles of roadside ditches. 30 sports fields are maintained by the Town, facilitaƟng extensive use by sports groups and recreaƟonal users. Special events are a major part of the Danville community and the Maintenance Services Department helps facilitate them by posƟng signs, assisƟng with road closures, delivering equipment and cleaning up aŌer the events. 5 MAINTENANCE SERVICES CAPITAL IMPROVEMENT PROJECTS Sycamore Valley Park Scoreboard Project: A collaboraƟve project with Tassajara Valley LiƩle League resulted in the installaƟon of a new scoreboard on Field 5. Canine Corral Dog Park RenovaƟon: The annual renovaƟon was completed, including all new sod in the large dog park, replenishing bark throughout, and compleƟng necessary repairs. Downtown Master Plan Catalyst Project: The Maintenance Department conƟnues to support the CIP team as the DMP wraps up, and looks forward to the challenge of maintaining these new improvements! 6 MAINTENANCE SERVICES PARKS Renovated all Town‐maintained baseball/ soŌball fields during the winter moratorium Installed boƩle filling drinking fountain with a dog bowl at Oak Hill Park, uƟlizing grant funding Completed the annual rose pruning at Osage StaƟon Park (over 1,500 rose bushes) Renovated bocce ball courts 1 through 4 and improved their drainage Applied new seal‐coat to the Osage StaƟon Park playground safety surface to help extend its lifespan and reduce maintenance needs Completed drainage improvement projects at Hap Magee Ranch Park, including for the dog park and the water play feature By the Numbers (2024/25) Performed irrigaƟon system inspecƟons and completed over 340 repairs Removed approximately 12,000 bags of garbage from parks Pruned 556 trees and shrubs Completed 468 hardscape repairs Provided more than 140,000 dog waste bags Planted 55 rose bushes in the Osage StaƟon Park memorial boxes Treated park sites 12 Ɵmes each for weeds and rodents Maintained 30 sports fields 7 MAINTENANCE SERVICES ROADSIDES Planted 88 trees along Camino Tassajara to beauƟfy the area and prepare for implicaƟons of AB 1572 Replaced several street trees throughout the Downtown area Completed tree pruning around new and exisƟng Downtown street lights, enhancing lighƟng and safety in the area Renovated roadside landscaping along El Capitan Drive Refreshed the Harƞord bus stop corner, including re‐painƟng the landscape planter Renovated the plant material at the Clocktower parking lot corner statement By the Numbers (2024/25) Performed irrigaƟon system inspecƟons and completed nearly 500 repairs Removed approximately 4,000 bags of garbage from roadsides Pruned over 660 trees and shrubs Completed 18 hardscape repairs Provided more than 45,000 dog waste bags Planted 134 trees and shrubs FerƟlized and aerated all roadside turf areas twice 8 MAINTENANCE SERVICES BUILDINGS Replaced the box office windows at the Village Theatre Upgraded the lighƟng within the Oak Hill Park Community Center restrooms Replaced Oak Hill Park exterior restroom sink faucets to reduce water waste Repaired the Diablo Vista Park restroom sewage pump Re‐strung flagpoles at the Veterans Memorial Building and Town MeeƟng Hall to make them more resistant to vandalism Cleaned Town Offices carpets Steam cleaned Veterans Memorial Building chairs By the Numbers (2024/25) Maintain approximately 140,000 square feet of faciliƟes On pace for nearly 600 service requests this year Maintain 16 faciliƟes and bathroom buildings at five parks 32 total safety inspecƟons of buildings and faciliƟes Nearly 100 fire exƟnguishers inspected monthly 16 building roofs cleared of leaves and debris 9 STREETS & STREET LIGHTING By the Numbers (2024/25) Performed 34 sidewalk inspecƟons and completed 309 repairs Inspected 750 drain inlets and cleaned as needed Responded to 29 instances of illegal dumping 59 PG&E‐maintained and four Town‐ maintained street lights were repaired Filled 459 potholes Responded to 296 Danville Connect requests Installed or replaced 64 traffic signs Pruned 112 trees for sign visibility Re‐painted all red curb throughout Town—over 60,000 linear feet Replaced damaged guardrail at the end of Ackerman Drive Completed pavement repair along Del Amigo Road to improve safety Assisted the DMP project by installing crosswalk signage Coordinated replacement of a street light on Camino Tassajara aŌer it was hit by a vehicle Facilitated wire theŌ repair by Caltrans on Sycamore Valley Road overpass MAINTENANCE SERVICES 10 MAINTENANCE SERVICES MISCELLANEOUS The Maintenance Department is on pace to receive approximately 1,500 requests through Danville Connect this fiscal year. Resident feedback conƟnues to be very posiƟve, with an 88% saƟsfacƟon raƟng. Installed four benches along the Camino Tassajara parkway in collaboraƟon with Kiwanis following their donaƟon to the Town. Presented LLAD No. 2025‐1 to property owners for their consideraƟon, to help ensure conƟnued high standards of maintenance for parks, landscaping and street lights, and keep pace with rising costs. Solicited bids for new Roadside Landscape Maintenance contracts starƟng in 2025/26. Extensive storm preparaƟon efforts, including inspecƟng private drainage faciliƟes and noƟfying appropriate parƟes of obstrucƟons, contributed to an unevenƞul storm season. Infrastructure damaged by vehicular accidents was repaired, replaced or removed in a Ɵmely manner, including a guardrail on Ackerman Drive and a street light on Camino Tassajara. Maintenance conƟnues to administer the Work AlternaƟve Program. This program helps keep Danville’s parks, roadsides and trails free of liƩer and debris. 11 LOOKING AHEAD The Diablo Vista Park playground replacement project is quickly approaching, and Maintenance staff will conƟnue to provide support to the CIP team. A project will begin soon to improve and enhance the All Wars Memorial at Oak Hill Park, following approval by the Parks, RecreaƟon and Arts Commission. Preparatory work is being completed for the playground replacement and permanent restroom projects at Danville South Park. The voƟng period for LLAD No. 2025‐1 ends May 20, at which point tabulaƟon will take place and next steps will be determined. A new street light will be installed at W. El Pintado Mini‐Park to beƩer illuminate that street and sidewalk area. AddiƟonal landscape replacement projects will conƟnue to be completed, with a focus on replacing aging plant material and maximizing water efficiency. Parks and Roadsides crews will conƟnue performing irrigaƟon system inspecƟons to prepare for warmer weather and effecƟvely manage water resources and minimize waste. Special events like the 4th of July Parade and Music in the Park are right around the corner and Maintenance will be hard at work planning for and facilitaƟng these great happenings.
