SUBJECT: Resolution No. 30-2025, authorizing the purchase of Rectangular Rapid
Flashing Beacon Warning System equipment for installation at seven
midsegment crosswalks in Town
BACKGROUND
The Town of Danville has approved a Traffic Management Program Project (CIP C-305)
in the Fiscal Year 2024/25 Capital Improvement Program to install Rectangular Rapid
Flashing Beacon (RRFB) Warning Systems at seven key locations to enhance pedestrian
safety at midsegment crosswalks. The design phase is complete, and the project plans,
specifications, and engineer's estimate (PS&E) package have been authorized by Caltrans
per the Local Assistance Manual. Caltrans has issued Form E-76, granting authorization
to construct the project, and Form 12F, approving the direct purchase of RRFB equipment,
significantly reducing overall project costs. With these authorizations, the Town plans to
procure the RRFB systems in-house and construct the project in Fall 2025.
The safety improvements include hardware for installation at the following locations:
Five Iron Horse Trail crossings at: Linda Mesa Avenue, Love Lane, Del Amigo
Road, Hartford Road, and Prospect Avenue.
Two mid-block crossings will be installed in front of the high schools: one on
Stone Valley Road at Monte Vista High School’s entrance and the other at the
intersection of Love Lane and Railroad Avenue.
DISCUSSION
Rectangular Rapid Flashing Beacons (RRFBs) are pedestrian-activated warning devices
that enhance driver awareness at uncontrolled crosswalks. Using a highly visible wig-
wag plus simultaneous flash pattern, RRFBs improve safety at busy pedestrian, bicycle,
and vehicle crossings in all weather and lighting conditions.
The Town has existing RRFBs at nine (9) midsegment crossing locations in Town and
currently uses the TAPCO (Traffic and Parking Control Co., Inc.) integrated pedestrian
safety solutions. The systems have performed reliably and have proven to be effective
RRFB solutions for the Town of Danville to use at uncontrolled intersections. TAPCO
manufactured RRFB solutions will continue to be used as the standard in Town to

maintain continuity at all intersections and to avoid confusing pedestrians / motorists /
cyclists. The total costs for materials to outfit all seven locations is approximately
$149,000.
Direct purchasing of the RRFB equipment from the supplier is permitted through Omnia
Partners. TAPCO is under contract with, and the Town is a participating public agency
of, Omnia Partners, which allows the Town to direct purchase from existing competitive
bid pricing. The installation of the RRFBs will be completed in Fall 2025 through the use
of Danville’s existing contracted rates with County Signal Maintenance.
This project has been found to be Categorically Exempt from the California
Environmental Quality Act (CEQA) according to Guidelines Section 15301 (Class 1).

FISCAL IMPACT
Funds to cover the purchase of Rectangular Rapid Flashing Beacons are available in the
FY25 Capital Improvement Program CIP-305 –Traffic Management Program.
RECOMMENDATION
Adopt Resolution No. 30-2025, authorizing the purchase of Rectangular Rapid Flashing
Beacon Warning System equipment for installation at seven midsegment crosswalks in
Town.

AUTHORIZING THE PURCHASE OF RECTANGULAR RAPID FLASHING
BEACON WARNING SYSTEM EQUIPMENT FOR INSTALLATION AT SEVEN
MIDSEGMENT CROSSWALKS IN TOWN
WHEREAS, the Danville Town Council previously appropriated funding for the Traffic
Management Program Project, CIP C-305, in the adopted Fiscal Year 2024/25 Capital
Improvement Program; and
WHEREAS, construction of the Rectangular Rapid Flashing Beacon (RRFB)
Improvements (“Project”) represents the implementation of Traffic Management
Program, CIP C-305; and
WHEREAS, the Project includes the installation of Rectangular Rapid Flashing Beacon
Warning Systems at seven key locations, including five Iron Horse Trail crossings at
Linda Mesa Avenue, Love Lane, Del Amigo Road, Hartford Road, and Prospect Avenue,
and two mid-block crossings at Stone Valley Road at Monte Vista High School’s entrance
and at the intersection of Love Lane and Railroad Avenue; and
WHEREAS, the Town thoroughly evaluated available products to meet the needs and
required specifications of the Project; and
WHEREAS, through an extensive evaluation process, the Town determined that
TAPCO’s (Traffic and Parking Control Co., Inc.) integrated pedestrian safety solutions
best meet our operational, safety, and maintenance needs. As such, TAPCO has been
established as the Town’s standard for crosswalk safety installations, meeting the Project
specifications and construction schedule; now, therefore, be it
RESOLVED, by the Danville Town Council, that the Town Manager be authorized to
execute, on behalf of the Town, a purchase order with TAPCO (Traffic and Parking
Control Co., Inc.), in an amount not to exceed $149,000 for the purchase of Rectangular
Rapid Flashing Beacon Warning System equipment for installation at seven crosswalks
for the Traffic Management Program Project, CIP C-305.

PROJECT APPROPRIATION AND FUNDING
Implementation of Neighborhood Traffic Management Program (NTMP)
and the Arterial Management Program through installation of traffic
calming/safety devices including speed humps, signs/pavement markings,
crosswalk enhancements (RRFBs), radar display signs, curb bulb-outs.
NTMP projects require neighborhood majority (70%) and Town Council
approvals. Traffic calming plans approved and implemented for Orange
Blossom Way and Paraiso Drive neighborhoods.
